Table 1: External Medical Postgraduate and Undergraduate Quality Assurance Visits Department Date Outcome Summary University of Birmingham Medical School QA Visit 3/10/16 The tone of the visit was very positive, with a strong commitment to UG medical education and to the University of Birmingham displayed throughout. RWT is a Trust with an exceptionally strong educational culture and this was reinforced again at this visit. The Panel was impressed with the enthusiasm from staff during the visit and some areas of notable practice were demonstrated HEE West Midlands QA Visit to 3/10/16 Approved for training without conditions Obstetrics & Gynaecology West Midlands North 28/2/17 Verbal approval. The agenda contains monitoring of areas of concern revealed through surveys and visits. This now includes progress relating to the Clinical Fellowship programme The Post Graduate Education Committee (meets bi-monthly) also has an agenda item for these issues so that good practice can be shared and gives opportunities to explore solutions to problems The Undergraduate Medical Education Faculty also meets on a bi-monthly basis to share good practice and share solutions to common problems Academy Steering Group meets quarterly and receives reports on progress on areas of concern and disseminates good practice across Medical Education. 2.0 LEADERSHIP & MANAGEMENT 2.1 Internal Programmes Management and Leadership Development (MLD), Applied Emotional Intelligence (AEI), Process Communication Model (PCM) and Advanced Process Communication Model courses bookings had been steady until temporary deferment of advertising until after the end of the year. Course bookings for April onwards have been slow due to the interruption of advertising through the training bulletin. Page 3 of 10
4 2.1.2 The Leadership delivery team has recently completed Leading out of Drama Train the Trainer training with Dr. Nate Regier. The team is now the completing assimilation of the course materials to enable delivery of a customized programme to RWT staff from April In order to provide the skills, knowledge, attitudes and behaviours expected of our Leaders, the current offering of internally delivered Leadership development will be enhanced. To ensure a holistic programme which includes consideration of culture and cultural development, the current two module offering (around Skills and Behaviours) will be enhanced by offering a third module of development around Culture. This revised 3 modular programme (RWT Leadership and Culture programme) will be launched during April/May 2017 (subject to Executive approval) Table 3 details the training statistics around Management and Leadership training delivered from Jan 2016 to Jan 2017 Table 3: Management and Leadership training delivered from January 2016 to January 2017: (Data as of 31/01/17) MLD AEI PCM Adv. PCM Other Total Training days in Nov & Dec Training days YTD No. staff trained in Nov & Dec No. staff trained YTD External Programmes The Leadership Training team is currently under commission by HEWM to deliver two Applied Emotional Intelligence courses and one Process Communication Model course. The courses will commence end March The income generated from these courses will be reinvested into PCM materials for delivery in the Trust to RWT staff. 2.3 Black Country Local Education Training Committee (LETC) project The Black Country LETC funded assessment centre project is now complete and the final report has been submitted to the Black Country Workforce Action Board and the Leadership Transformation Theme Group. Both groups were very happy with the outcomes and the scale and sustainability model built into the project. Page 4 of 10
5 2.4 Sign up to Safety project update The Sign up to Safety project is well underway with increasing uptake in PCM training from the 3 key areas Each of the 3 key areas agreed a target to release 4 staff per month, to facilitate a balance between operational delivery requirements and meeting the objectives of the project. Table 4: Total staff trained in PCM to date: (October 14 to Feb 17) Spaces used by Su2S (4 per month per area) Spaces used Total Trained by Trust Emergency Department Maternity T&O Coaching & Mentoring Two members from the Education and Training team will undertake Coaching and Mentoring training; this will increase the Trust s provision of qualified coaches and the additional trained coaches will work towards increasing capacity of coaching within the Trust. 2.6 Internal Training Programmes Delivery Plan The 2017/18 training programmes delivery plan has been agreed against key priorities arising from the organisation s Training needs Analysis (TNA), and will be advertised from April WORK BASED LEARNING 3.1 Apprenticeships The Work Based Learning (WBL) Team & HealthTec are working with departments to increase the numbers of apprenticeships available within the organisation. Recruitment according to an apprentice first approach (for vacancies between Bands 1 and 3) has been agreed and is now in place The Apprenticeship Levy is being introduced in April 2017 and will mandate that RWT should be offering at least 185 apprenticeships at any one time. It is of paramount importance to the WBL team to increase the numbers and grow the talent pool, particularly for those areas historically difficult to recruit to Apprenticeships continue to be the most significant piece of work within the Work Based Learning team, and publicity of this has been focused on staff engagement and public awareness. The team has developed lively advertising campaigns for internal and external communication. Page 5 of 10
6 3.1.4 Additionally the team has been liaising with operational managers discussing vacancies as they arise, for possible conversion to apprenticeships. The Corporate Learning and Development manager has also attended the weekly Vacancy Control Panel meetings for Div 1 and 2 - to enable early spotting of vacancies for possible apprentice opportunities David Loughton has fronted a video which is being used for internal and external promotion of Apprenticeships as part of the NHS Campaign within the Trust to keep Apprenticeships at the forefront of internal and external communications The WBL and HealthTec team continue to represent the organisation at careers fayres, and are working on a programme of engagement for 17/18, which will include national and regional careers exhibitions 3.2 Qualifications and Credit Frameworks (QCFs) & Foundation Degrees There have been 15 QCF starters in various areas since the last report. There are two cohorts (n = 22) of staff undertaking foundation degree qualifications, both with Staffordshire University. Of this, 10 candidates are from Theatres are undertaking the Perioperative Care Foundation Degree and a further 12 HCA s are undertaking the Assistant Practitioner Programme. 3.3 Development Programmes Receptionist and Ward Hostess development programmes are being revised to ensure they reflect the Trust Values 3.4 Work experience & HealthTec The HealthTec team is due to vacate the facility at Pond Lane by 28 th April Negotiations are currently underway with Smestow School regarding a possible relocation on the schools premises, (as Smestow is a lead school in Wolverhampton for Health and Social Care) Plans are also being made for relocation of the Work Experience Team to Building 8 at NXH The Work Experience Team was recently awarded the Bronze Work Experience Quality Standard by Fair Train. This organization is working with Health Education England to support work experience provision within the NHS. The team is actively now pursuing the silver standard This quarter has been very busy with the completion of a Prince s Trust Get Into programme; numerous school career events and training events at HealthTec. The fourth Careers in Medicine event was held on , with 35 students and 5 teachers from 14 schools attending. The event evaluated excellently. An example of feedback from one student is below. My name is xxx xxx and I was one of the aspiring students that attended the Careers in Medicine Seminar that was held yesterday at New Cross Hospital. Page 6 of 10
7 The training was absolutely superb and I genuinely enjoyed each and every element, as the content was extremely well presented, informative and incredibly useful to my future career in medicine. I have attended previous work experience and pre-med school at Keele University and can't recall any of them having such a strong impact in the field that I am so passionate about. You and your department have done a wonderful job and I truly appreciate your efforts organising such a beneficial day, to help me achieve my aspirations. I will surely recommend this training to any students who wish to pursue a career in Medicine, and those who are unsure what to peruse in later life. I would love to attend any future training of similar content and look forward to working with your team and yourself in June, regarding my work experience application in the fracture and orthopaedic clinic. 4.0 TECHNOLOGY ENHANCED LEARNING & ESR 4.1 Moodle The review of Moodle has been completed and is now being considered for wider use. The current KITE site is being reviewed as the server it currently sits on is out of date and does not conform to modern web standards. 4.2 EasySite The Education and Training team are working with stakeholders to develop training and education content on a new intranet platform called EasySite. EasySite is the platform and software the Trust has invested in (replacing Immediacy ). 4.3 ESR IBM is due to release a much improved version of the Oracle system (includes the training database module). This will be in two key tranches, the first being April 2017 and then Sept/Oct This will be supported by Education and Training, Workforce, HR and Payroll. It will present staff with some key changes and new user experience with a consolidated portal area displaying key information such as training compliance, the ability to complete e-learning, electronic payslips and potentially much more. Further details will be made available once the release details are confirmed. 4.4 Hand Hygiene App The team have developed a hand hygiene app to be used in conjunction with light boxes to capture completion information electronically. This is to support streamlining of the notification and recording process. The app will be piloted in May 2017 progress and outcomes will be reported through a subsequent report. Page 7 of 10
8 5.0 EDUCATIONAL GOVERNANCE 5.1 The Trust Mandatory training compliance requirement has increased to 95%, this came into effect from October 2016 reports. Since the introduction of the new compliance level the Trust has remained above the target for the Generic topics (96.7%) however, it is below the target for Specific topics, (89.1%) 5.2 There has been a new topic added to the Mandatory Specific Report, (Prevent WRAP 3). Since it has been introduced to the reports there has been a noticeable rise in compliance, which is expected to continue due to increased awareness of the availability of the face to face training. 5.3 There are plans for additional topics to be added to the Generic and Specific reports, which included Equality and Diversity, Informed Consent, Prevent Awareness (non-clinical) and Health and Safety. These topics have been agreed by Academy Steering Group (ASG). 5.4 The Trust continues to engage with West Midlands Streamlining Programme to enable staff to transfer their statutory and mandatory training between NHS Trusts. The aim is to reduce the overall time taken to complete to complete training and to increase the overall compliance rates for completion. RWT has aligned with 18 of the 20 topics. Alignment with the 2 remaining topics (Equality & Diversity and Health & Safety) will occur by the end of as these topics will soon be reportable. 6.0 LIBRARY SERVICES 6.1 Statistics show good usage of the library service with 461 new registrations recorded since April Book loans are on track to show increased usage for the current year (2016/17), although it is noticeable that loans to students are showing a year on year fall. This is as the result of higher education institutions encouraging students to source material from many different sources to support coursework and decision making and encouraging a move away from sourcing information via textbooks. Most Higher Education institutions have significant access to e-book collections and thus reliance upon locally held print textbooks is also now declining. The Trust Library Service has provided access to the Proquest E-Book Central resource since 2015 and this allows users to use a small collection of purchased e-books and/or download books for a limited time period. Usage of e- books has steadily increased with 334 unique titles being accessed since April The number of registered Athens account holders, that provides authenticated access to licensed online content, continues to show a steady increase with 1488 registered users in March 2017 compared to 1356 in March Page 8 of 10
9 6.4 The latest statistics of usage for the UpToDate Clinical Decision Support tool showed in excess of 600 reviews being accessed and read per week. A survey circulated in December 2016 returned very high levels of satisfaction. 6.5 The core work of the department continues to centre upon supporting staff in retrieving and using high quality information to support patient care and research. This is enhanced by the provision of bulletins on research, news and reports that are circulated to individuals via the new KnowledgeShare Service, introduced in October To date over 40 staff have registered for this service with extremely positive feedback. An Ophthalmology Evidence Bulletin is also written and sent to key staff in the Ophthalmology Department. 6.6 The new Nursing Research Group, chaired by Professor Sque, is supported by the Medical Librarian, Pam Collins who has provided direction in how the Library Service can support nursing staff who wish to undertake research. 6.7 Health Education England has recently released a new national policy to support Library and Knowledge Services in NHS England. This focuses on the need to ensure staff are aware of and have access to high quality knowledge support services to ensure patient care is delivered based upon evidence based healthcare principles. 6.8 The Library Service has been closely involved in local partnerships for many years and is a key partner in the BASE network covering NHS libraries in the Birmingham & Black Country area. The Knowledge for Healthcare framework requires partnerships to be developed on a wider scale and the Library Manager has negotiated an amalgamation with London healthcare libraries on behalf of the West Midlands libraries. This now allows the ordering of research journal articles and potentially books from a much broader area to reduce expenditure from external suppliers. Negotiations are ongoing to make this a national co-operative system. 7.0 CLINICAL SKILLS & RESUSCITATION 7.1 Clinical Skills Following on from the department holding the first Care of the Critically Ill Surgical Patient (CCrISP) Train the Trainer course outside of London last year, the second course was held in February and was a huge success The clinical skills curriculum continues to deliver essential skills to Trust staff based on clinical need as required from the organisational TNA, and responds to urgent clinical demands. 10 7.2 Resuscitation Risk (ref 4287) Intermittent failure of cardiac arrest bleeps to receive calls following control measures being put into place to reduce the risk, and then minimal interruptions the risk was closed 12/1/ As of February, the surgical FY1 joined the cardiac arrest team as an additional team member, providing the team with 4 members 24/7; allowing the team to split out of hours in the event of two simultaneous calls The XL manual defibrillators used throughout the Trust are being upgraded to the new MRX version. Prior to the exchange a training programme will be delivered. 7.3 Simulation A full simulation curriculum is currently being delivered, each session continues to evaluate extremely well The new debrief room is now an integral part of all simulation sessions and has enhanced training for the candidates Nationally and Regionally Sim profile is still being enhanced, links continue with The Association for Simulated Practice in (ASPiH) and regional / national / international scientific symposia. 8.0 REVALIDATION 8.1 Updates to the Equiniti Revalidation Management System have been partially completed with phase 1 of the upgrade occurred in January 2017.However, phase 2 scheduled for February has been delayed as items from initial testing now require further investigation. Once further testing has been completed Equinity will provide an alternative date. 8.2 Medical Appraisal compliance at the end of February 2017 is 98.5% Page 10 of 10
