3 Welcome Chris convened the meeting and introductions were made. Chris Wendel Information & follow-up Consumer & Family Updates Shannon Padilla Erica Padilla Shereen Shantz Shereen Shantz reported on the Peer Specialist Project. Initial recertification was last week. It was a 2 day training and 35 individuals attended. Peer Specialists need to take an exam and become recertified through the State. Carol: Commended Shannon on an excellent job. She is very impressed with her work and devotion to this project. Shannon gave an update on certification for Family Specialists. Ten trainers were trained last week. Gave special thanks to Gail Falconer for all of her help. The next step is to do another Train the Trainer training. These trainings are devoted to teach skills to become an effective trainer. The next training will be scheduled soon. Applications to become trainees will be ed soon. Please ideas and suggestions to Shannon.padilla@statenm.us. Family members are encouraged to get involved and join the Local Collaborative. In response to questions from the BHPC: 1) Forty-eight consumers have been trained. 2) The next Train the Trainer is being scheduled. 3) Facilitators are trained in more effective interactive role-playing skills, Not just lecturers that read from a script with little interaction. 4) Addiction Tech Center will train the trainers and provide technical assistance. 5) Currently training people. Each training will include 3 5 sessions. Goal is to have 125 Family Peer Specialist by the end of the year. Shannon and Erica are meeting with Local Collaboratives. Erica reported on a foster care program for you including the Juvenile Justice System to assist youth with the transition back into the community. Envision Your Future is in place helping children of all ages and their parents to bridge the communication gap. Also helping with communication skills with teachers. This program is currently being used in the school system. Erica will send out information and an addresses of the founders. They had wanted to do a survey for youth this year, but no funding was available. They are now working with CYFD to do this and it well be presented in the 2010 report. Erica and Shannon were commended by the BHPC for their efforts to reach out to the young people. Behavioral Health Planning Council Minutes 3

4 Youth Alliance and Youth Jam are putting information onto My Space and other internet sites. Erica and Shannon will keep in touch with Letty of all developments. Announcements Need volunteer reviewers for the Community Mental Health Services and Substance Abuse Prevention & Treatment Block Grants. Annual report is due in August. Need Local Collaboratives, Statutory Committees & Council input. The Annual Report will be submitted to the Collaborative and other Government Agencies. The BHPC has a representative on the Housing?, Pamela Holland. The Committee meets every month (SSF & ALB) Pamela is resigning and would like another consumer to take her place. The BHPC/LC Summit is on Monday, December 7, The first draft of the Policies and Procedures document that was to be reviewed at this meeting did not happen. BHPC will get the document out to the Committee electronically in early June. The 9 th Annual Wellness Conference in April went very well. The 10 th Annual Wellness Conference has already been scheduled for the 3 rd week in April Appreciation was given to the DWI office and The Albuquerque Indian Health Services for their contribution to helping the conference be a success. Community Reinvestment Update Dr. Tom Simms Overview. 3.1 million in reinvestment dollars comes from Medicaid. NA, NIPD or MIDD and Mental Health System of Care and Housing. The RFP came out in 3 separate phases due in part to the sensitive nature of the housing dollars. Thanked all of the Collaboratives. Per the contract with the State, Value Options makes the final decision on which proposals get funded. Get applications to Letty who will group them for review. The application process includes having the BHPC and LC s to review the proposals and make recommendations for funding. The Purchasing Collaborative will approve the awards to Housing and Systems of Care this month. Value Options will continue to manage reinvestment contracts through July 30, The funded awardees will submit monthly and quarterly reports and if it is satisfactory an invoice will be approved. 5 Q & A Dr. Simms will continue to oversee the work of the Committees. A comment was made that Local Collaboratives are not qualified to review and approve applications. They are too sensitive of their own areas. Not getting any feedback on dollars spent, progress or updates. Provide additional information and feedback to individual concerns. Other comments included: Important to get funding to new and innovative programs that could turn into statewide initiatives. The Reinvestment Review Committee needs to put together what strategies have worked and what strategies haven t worked in the past. Thanked Review Committee and Value Options for all of their work. Process worked well. It needs to be made clear that everyone will not get something. We need to assume the responsibility of making sure that they are aware of what the applications says and the background of who is submitting them. We need to make an effort to improve the process. The process could be improved by providing the applicants with good information on requirements and expectations.. Action Motion was made to approve February minutes. Seconded. Group in favor of approving minutes. Motion to approve May agenda. Seconded. Group in favor of approving agenda. Frank Adakai said that he is dissatisfied with the way the By-laws were approved. He wants to change the language addressing Co-Chairs and the term of office from one to two years. Local Collaborative Legislative Priorities Karen Meador Recommendations from the BHPC re: Legislative Review Team was in today s packet. Criteria on handout identified priorities numbers 1, 2, & 3 from the Local Collaboratives. Top priorities are numbers 1 & 2 re: Children and Adult Systems of Care. System of Care language used consistently. Maintaining our local provider base is important. How to fill the gap s in the System of Care approach. Questions to ask Linda Roebuck include: How can this legislative process be tied in with the community reinvestment process? How can funding streams be shifted in local Systems of Care? The BHPC is encouraged to take a look at the full set of Legislative Priorities on the internet. LC 10 is not mentioned in table1, column 2. Mistake to be corrected (Adult System of Care). 6 Partnerships for Success State and Community Prevention Performance Other The BHPC is asked to approve the 2.3 million grant over a 5 year period to support 15 community projects that will extend to prevention of alcohol related injuries, fatalities and DWI s. Three States will be funded. The Adult Substance Abuse Committee voted unanimously to support this application. Carol moved to accept report and vote on the Substance Abuse Committee as overseer. The motion was seconded. All approved. If funded, the BHPC will receive regular reports from the SASC. Robinson Tom presented a brief bio and Delores Rivera submitted a letter which was read by Letty. Robinson was elected as the Native American Representative on the Executive Committee. Reports from Local Collaboratives LC9: Submitted a short written summary to the BHPC re: Wrap Around training in April. It was well attended and well received. Training will help consumers, providers and family members to understand that they have a voice. LC10: Is not mentioned in Table 1, column 2. To be corrected. Submitted Reports Adult Substance Abuse Committee: Work to do before November includes: Various memorials that are substance abuse related. Need a smaller work group to work on Strategic Plan. Volunteers were: Carol, Pam, Gail and Santiago. For June, develop a process for doing the Behavioral Health Plan. Medicaid Committee: The Adult Substance Abuse Committee in relation to adults, children and Medicaid are being considered for future work with this Subcommittee. Native American Subcommittee: Children s Subcommittee: A list will be put together on what Medicaid will cover and where to go for different services in an effort for more interaction with Medicaid and the Children s Subcommittee. Ad Hoc Committees: Volunteers were solicited for the December Summit. Marcia Hawthorne, Judy Bonnell and Gail Falconer volunteered. Purchasing Eighteen slots will be held for a Representative from each local collaborative to increase the Local Collaborative voice. Additional information will be provided to the LC s on how the S.C. slots can be filled. Behavioral Health Planning Council Minutes 6

7 Collaborative Update & Legislative Advocacy Karen announced that the Purchasing Collaborative Update and Legislative Advocacy will be done electronically so that the Optum presentation and report on Transition Activities could continue. Debbie Hamble reported that the goal of this program is to bring employment for consumers with any disability back to the table. Literature and a brochure were distributed to the Committee. Providers have been contacted throughout the State to encourage them to become employment networks. Ticket to Work Veronica Deleon-Dowd Debbie introduced Veronica, Director of Vocation Rehabilitation (DVR) who highlighted the Ticket to Work program. The program focuses on eligible persons receiving Social Security (SSI or SSDI and providing them with employment networks. They are working with providers for better consumer wages. Incentive for Behavioral Health providers to get paid for something they are already doing. 80,000 people receiving benefits Statewide are eligible to use Ticket to Work. There are nine employment networks across the State. Encouraged subcommittee to get the word out to the Council and to circulate information to the consumer. Anyone that serves people with disabilities can be an employment network.
