2 STEARNS BENTON WORKFORCE DEVELOPMENT BOARD YOUTH COUNCIL MINUTES Youth Council Meeting Location: Minnesota Workforce Center St. Cloud, 1542 Northway Drive, St. Cloud, MN 56303/Conference Room # Date: Thursday, April 13 th, 2017 at 3:00pm Attendance: Jim Wagner, Sara Dahlquist Kathy Fischer, Lisa Guzek, Melanie Legatt, Mark Sakry & Harli Thomsen SBETC Staff: Tammy Biery, Joan Bloemendaal Gruett & Kari Court Absent: Les Engel, Greg Boelter, Jeff Haviland, Prudy Reberg, Gail Ruhland, Leah Sams, Dave Norling, Darrin Strosahl & Roseann Stang Guest(s): N/A Agenda Item Summary Action Introductions/Roll Call Chair, J. Wagner and Vice Chair, L. Engel were not present at 3:00pm, so T. Biery started the meeting with discussion topics. Chair informed T. Biery that he will be late. Introductions were made. J. Wagner arrived at 3:49pm and officially called the meeting to order. Approve Agenda Additions to the agenda are shown below: Motion: M. Sakry made agenda. Seconded by: K. Fischer. Motion carried. Approve Consent Agenda Discussion Approve the Minutes of 03/09/2017. VISTA Posting J. Bloemendaal Gruett stated that SBETC VISTA plan was approved and SBETC is designated for a host site. SBETC is required to find the VISTA individual so the job posting is located in your packet. J. Bloemendaal Gruett informed the committee that SBETC is in the process of seeking a VISTA; she asked if the committee members know of someone who may be interested and/or qualified, to please provide them our contact information. Motion: K. Fischer made consent agenda. Seconded by: M. Sakry. Motion carried. 1

3 Agenda Item Summary Action This VISTA position would entail creating a longitudinal study of our CareerONE program and surveying exited clients from the remaining programs. Other responsibilities include creating materials/processes for clients who have emerging English skills. YouthBuild Plan J. Bloemendaal Gruett stated there is a handout regarding the YouthBuild Plan. SBETC partnered with the St. Cloud School District for several years to offer the YouthBuild program to students at the Tech High School. J. Bloemendaal Gruett stated the funding has been consistent for the last few years; however, the consisted funding has resulted in lower stipends being paid to the youth. The SBETC youth team wanted to increase the stipends for the YouthBuild program, so SBETC has worked with the school district to offer an increased stipend. The YouthBuild Program focuses on construction skills, and an SBETC Career Planner goes to the Tech High School once a week to provide instructions to the youth. They have also introduced new materials from the Carpenters Union. If youth complete a level and work for this union, they would enter in at a higher pay grade. Leah Sams stated these skills are applicable in all types of occupations, not just construction. L. Sams agrees it is necessary to increase the stipend amount because they are losing students due to students accepting jobs at minimum wage jobs. Unfortunately, this minimum wage job pays more than the current stipend. The YouthBuild students also receive an incentive pay if they complete their OSHA 10 certification. Tech High School has also purchased an additional OSHA 10 license so they can transcript the materials into Somali language. This will better serve the Somali population increasing their understanding and retention of the information. M. Sakry asked if YouthBuild program will stay onsite once the new school is built? L. Sams stated the plans do include having a designated location for YouthBuild at the new Tech High School. There has been request for a concrete pad, heat, and water access for the YouthBuild program too. J. Bloemendaal Gruett stated the YouthBuild Plan needs to be submitted by April 28 th, SBETC has the YouthBuild Plan approved by the Joint Powers Board & Local Workforce Development Boards already since the meeting sequence was out of order this week. She also stated there is a federal YouthBuild program that SBETC will explore applying for next year as it take a large dedication of time to apply for DOL funds. The focus for the federal YouthBuild is on Out of School Youth. S. Dahlquist defined the qualification of an Out of School Youth. T. Biery stated this grant does require a large Youth Council Meeting Motion: M. Sakry made YouthBuild Plan. Seconded by: L. Sams. Motion carried. 2

4 Agenda Item Summary Action match to apply as this will take some additional time to find that support. She stated the construction program at SCTCC is down for enrollment numbers so these efforts need to continue. CareerONE Updates J. Bloemendaal Gruett stated that CareerONE is a vital program to the region as this is our 16 th year offering this summer program. SBETC continues to work to maintain costs and exploring other cost savings measures. Adam from Partner for Student Success (PFSS) mentioned to J. Bloemendaal Gruett about the Summer Food Program. She attended the training and SBETC submitted their Summer Food program application. If approved, this will support approximately 1/3 rd of our food cost for the CareerONE program. CareerONE s location has changed this year it will be onsite at SCTCC and food service will be provided in the cafeteria. The food service provider does not currently run during the summer months, so there is a contract requesting approval to allow the vendor to supply the food during CareerONE. J. Bloemendaal Gruett stated there is 9 CareerONE staff returning this year. This includes the Supervisor, Assistant Supervisor, and 7 Team Leads. T. Biery and J. Bloemendaal Gruett have been interviewing candidates to fill the three open Team Lead positions. One of the CareerONE Team Lead applications is bilingual which will enhance the communication further. There will be a ratio of one Team Lead for every 10 students. S. Dahlquist handed out additional brochures to the committee members and delivered them to all of the surrounding schools and community organizations. (J. Wagner entered the Youth Council meeting quorum was met and actions were taken) T. Biery stated that SCSU closed their challenge course last year so the Team Leads created some teambuilding actives. These new activities were located at Luther Crest in Alexandria. SBETC anticipates using the YMCA this year for teambuilding activities this year. By making the transition to SCTCC, this will cut down cost in parking, overhead fees and transportation since the majority of the activity site locations are within walking distance (YMCA, CentraCare Health/St. Cloud Hospital and others). T. Biery stated that SBETC received $10,000 from the TANIF program since SBETC serves families who are qualify for the MFIP programs. J. Bloemendaal Gruett stated that United Way continues to provide funding to SBETC as we have been awarded $17,000 towards CareerONE program. Youth Council Meeting Motion: M. Legatt made Food Service Contract. Seconded by: M. Sakry. Motion carried. 3

5 Youth Council Meeting Agenda Item Summary Action A newly added component to CareerONE SBETC has identified 10 youth who participated in CareerONE last year. These 10 youth have the opportunity to apply for a Youth Mentor position at CareerONE this year. Once their Youth Mentorship is completed through CareerONE, these youth then have an opportunity to work at CentraCare Health as a Work Experience Employee. Youth at Work RFP J. Bloemendaal Gruett stated that SBETC hoped to hear about the Youth at Work (YAW) Request for Proposal grant in February. We received notification on April 3 rd for the YAW RFP and the plan is due April 28 th. SBETC created a draft Youth at Work plan and shared it with the partnered school districts. A meeting has been set to finalize the plan with the group. The current YAW grant serves 30 youth last year and our goal is 30 youth this year. SBETC is hoping to expand the YAW program significantly to 75 youth each year in addition to 10 higher leveled work experiences. Outreach to Schools/Career Advisor Pre Employment Transitions (Pre ET s) J. Bloemendaal Gruett stated a grant opportunity for SBETC to submit a proposal to expand our services to youth who have an Individual Education Plan (IEP). The Business Development Specialist meet with the Vocational Rehabilitation (VR) Manager to see how SBETC could complement the services VR is currently providing. J. Bloemendaal Gruett stated VR currently has a waiting list to enter into the VR programs. As a result, many youth are not receiving the services they need because of this waiting list. SBETC can provide career services to these youth.. This proposal is also due April 28 th, 2017 and our hope is to create this proposal and partnership. There may be an issue with timing with several other proposals due on the same date. Submitted Blue Cross Blue Shields (BCBS) Foundations Grant J. Bloemendaal Gruett stated that SBETC partnered with Central Minnesota Jobs & Training Services (CMJTS) to write the Blue Cross Blue Shield grant proposal. The grant is for $100,000 over a two year period. The main requirement to apply for this grant is that the initiatives needed to have an impact on system change. SBETC/CMJTS proposal included bringing career services out into our community. SBETC has a strong partnership with CentraCare Health, and they are providing us a small bus to go out into the community to provide services, materials and a mobile computer lab. This grant would help facilitate building relationships with police officers, EMT s, and other service duty employees who the community members may have not interacted with before. This proposal will also be an educational tool for the community. SBETC/CMJTS is not sure if this qualifies as a large enough system change, but we will wait and see. 4

6 Youth Council Meeting Agenda Item Summary Action Information/Other Next Youth Council Meeting is scheduled for May 11 th, 2017 at 3:00pm. Several members stated they are not able to attend the meeting due to scheduling conflicts. SBETC will send out a meeting survey to determine other potential dates. From the Floor (none discussed) Suggestions for Presentations J. Bloemendaal Gruett asked if Harli would be interested in presenting about her experiences; M. Sakry suggested having United Way present as this year marks their 50 th anniversary. Announcements (none discussed) Adjourn J. Wagner adjourned the meeting at 3:57pm.
