Director s Report (Alfredo Aguirre) A. Drug Medi-Cal BHS staff is working on the development of proposed Per-User rate for Drug-Medical to be submitted to the Department of Health Care Services (DHCS). San Diego will have the ability to address these rates, if opts to participate in the 1115 Demontration Waiver amendment. Counties that opt to participate in the 1115 Demonstration Waiver amendment will have to develop a comprehensive implementation plan that includes community input. If San Diego decides to participate, it will use the current community input structure; meetings with Alcohol and Drug providers and other stakeholders, including the councils. The 1115 Demonstration Waiver offers an opportunity to provide innovative ways to deliver residential treatment while meeting the requirements of the Institutions for Mental Disease (IMD) exclusion. Monthly updates on the progress of the project will be provided. B. Children In Foster Care- Out of County Children advocates continue to express concern about Out of County access and high quality services for children in the Foster care system. In San Diego, Optum Health has done an excellent job in finding providers in other counties. Additionally, San Diego continues to ensure timely payment to providers. However, there are policies that impact these services as other counties have different systems when delivering mental health services to Out of County foster children and youth. The County of San Diego is doing well in this area but there may be policies that impact us because other Counties in California don t have the same organization in their systems for serving children.

3 V. Business Items A. CWS-Hotline (Lynn Amabile, Protective Services Program Manager) During the September and October, 2014 months, the hotline experienced triple the amount of call volume. No reason has been found for this increase. However, almost all southern California experience an increase in call volume. In October 2014, four additional staff where added to the hotline to mitigate the wait times. In November, 2014 the hotline calls went back to the regular call volume. For mandated reporters the best time to call the hotline is before 2:30 P.M. and after 6:00 P.M. Normal wait time is from 2 to 10 minutes. B. Trauma Informed Services Children s System of Care Principles Language- Update (Sarah Pauter) The Trauma Informed Ad Hoc Committee worked on updating the background and inclusion of Trauma Informed language. The committte is now working on revising the Vision and Mission language to clarify who the audience is and will look at the rest of the document for necessary updates. C. Psychotropic Medications/Treatment Authorization Request (TAR) (Dr. Laura Vleugels)- Handout A number of statewide organizations sent a letter to the Director of California DHCS to express concerns about the Under 18 Antipsychotic TAR policy. No response from the State has been received as of yet. C. Pathways to Well-Being (PWTW) (Laura Colligan) Trainings- Handout In 2014, two full day-four modules trainings were held from March through October Feedback received was to condense the training to one day. In 2015, one day trainings will be held from January through June 2015 throughout the county to facilitate the attendance of CWS social workers and behavioral health clinicians. Website- Handout PWTW staff worked closely with the Academy of Professional Excellence to develop a a website that includes PWTW general information, training schedules, and links to tools and forms and links to State Katie A. Settlement Implementation document and Core Practice Model Guide. This website can be accessed at: Focus Groups PWTW Implementation focus group was held in December, 2014 and another one will be held this month. Court Jurisdiction Update Katie A. Court jurisdiction ended December 1, 2014, the State will continue to provide oversight. A progress report is due in April, The State is also considering rebranding the Katie A. name and is considering a Performance Improvement Plan to evaluate quality of services and outcomes. D. LGBTIQ Statistics (Dasha Dahdouh)- Handout Sexual orientation is largely under reported not only in the County of San Diego but nationwide. Data shows that in San Diego County in FY 11-12, 67% of the clients did not provided an answer to sexual orientation. In FY 13-14, 53% of the clients. Some studies show that many clients do not report their sexual orientation. Also some clinician are not comfortable asking clients for their sexual orientation. The County of San Diego continues to work meeting the needs of this population, including the LGBTQ Cultural Competence Academy and the CWS transgender workgroup. E.
