1 BBN Brevard Business News Vol. 31 No. 25 June 24, 2013 $1.00 A Weekly Space Coast Business Magazine printed in Brevard County, Florida since 1984 Education key to curb rise of diabetes; BPN, Novo Nordisk partner By Ken Datzman Diabetes prevalence, surging in many parts of the nation, especially the South, is not only a physical burden for America s health care system but also a colossal financial medical expenditure that cuts into the gross domestic product, the sum of goods and services produced in the United States. Diabetes is one of the greatest public health crises the nation faces today, alongside obesity. The two are inter related. The prevalence of diagnosed diabetes increased in all states, the District of Columbia, and Puerto Rico between 1995 and 2010, according to the latest study from the Centers for Disease Control and Prevention. During that time, the prevalence of diagnosed diabetes jumped by 50 percent or more in 42 states, and by 100 percent or more in 18 states. It s a huge health concern in our community and across the nation, said Cindy Hambidge, manager of provider relations at Brevard Physicians Network, an independent medical practice association with more than 260 doctors representing a full range of specialties throughout the county. We have almost 100 primary care physicians and they play a critical role in managing the patient s diabetes. The very difficult cases are referred to endocrinologists (who specialize in diseases of the glands). But for the most part, the PCPs are the ones who are in the trenches doing most of the work trying to keep their patent s diabetes under control. Nearly 26 million adults and children in the U.S. live with the disease, and 7 million of these people are undiagnosed. Another 79 million adults suffer from prediabetes, a condition in which blood glucose levels are higher than normal, greatly increasing their risk of developing Type 2 diabetes, the most common form of the disease. Diabetes prevalence is a crisis and it s growing by leaps and bounds, said Lloyd Orlando, the senior diabetes educator manager for Novo Nordisk Inc., a global health care company and a leader in diabetic care. As a corporation, we are trying to help as much as we can in the area of education in communities because we see that component as a very big part of combating the rising prevalence of diabetes. 3 Brevard Machinist Apprenticeship Program graduates seven students The Brevard Machinist Apprenticeship Program Inc. (BMAP) recently held its Graduation Honors event. Seven of 37 apprentices graduated from the U.S. Department of Education four year, state certified machining apprenticeship program. Apprentices complete 144 class hours a year of machining instruction on the Cocoa campus of Brevard Community College, while working full time (2,000 hours of on the job training yearly). They are mentored at one of 22 area BMAP member machining companies. Graduates are awarded their state certificate in machining at the end of four year program. At the ceremony, Dr. Kathinka Babb, associate provost of the BCC s Cocoa campus, presented the graduates with their certificates. Richard Schmitt, of Precision Shapes in Titusville, had the best grades of his classmates. The graduates and their employers included: David Carlson, Harris Corp.; Charles Caterine, Nicholas Sanders and Richard Schmitt, all of Precision Shapes; Matthew Conant, Lockheed Martin/Orlando; Angela Valerio, Lighting Science Group; and William Stephenson III, Brevard Robotics. BMAP was formed in 1997 to increase the skills of machinists working in the area. BMAP says there is great demand for high skilled machinist jobs. There are only two other state certified machining apprenticeships in Florida St. Petersburg and Fort Lauderdale. 4 Find your passion, who you are that s what really makes life worth living By Eileen Smith UCF Forum columnist Passion is part of what makes us human, what separates us from those logical thinking machines called computers. And if we are passionate about what we do, it will be obvious to all around us. Passion is an inherently personal thing; we cannot be trained to be passionate about something. Being the best at something doesn t necessarily make us passionate about it. It just means we do it better than anyone else. The formal education system surrounds learners with the idea of competence in performance: Do the absolute best that you can, get good grades, be an A student! You have to get the best score to get the best job. Knowing the most about something isn t the same as being passionate about it. Passion compels us to search more, to investigate deeper, to think broadly and expansively about the topic even to ponder contradictory points of view in order to explore the topic more intensely. We are drawn inexorably into never ending exploration. And we love every moment of it! Some people find their passion in their work. Someone told me once that you had to be in an exciting job in order to be passionate about your work. I haven t found that to be true. I ve met people in very exciting jobs who are almost immune, it seems, to the excitement of their job and just go through the motions like a robot. You can see it in their eyes. It s very disconcerting to see high competence with low passion; the feeling of ennui is palpable. On the other hand, I ve met people in what some would describe as mundane jobs and who are extremely passionate about what they do. Perhaps what makes servers passionate about their job is understanding exactly how to identify customers needs before they ask every time. Perhaps a bus driver knows that she is the person who can tell if something is out of place on her route better than anyone else, so it makes her feel like a watchful eye over her neighborhood. Some people find their passion in their hobby: I work so I can fish. Fill in your own verb at the end of that sentence. I ve become passionate about sustainable living and eating locally grown food. I meet some passionate people every week at the local community markets around the area. They are drawn to sustainable living practices and come from every variety of age, background and profession. Talking to those folks and seeing how they work their passion into their very diverse lives is invigorating. Our modern world allows us opportunities to use technology to connect with others around topics of interest, and create a community of practice that allows interaction over time. We are born, we live, we die. It s what happens inside that subject/verb/process that makes life worth living finding that thing, or those things, that make us happy to be alive, that make us eager to face every day, that make us able to overcome the hard times because we know that we will eventually get to our passion that makes us alive. What if we had nothing to look forward to? What does succeeding mean? Please do this today: Write down the words I m passionate about and then finish the sentence. And mean it. Start making your passion define who you are, what you bring to the world, what you will leave as your mark on the world. Find your passion that s what makes life worth living. Doctors Goodwill Foundation to host 10th annual Expo and Health Fair Festival The Doctors Goodwill Foundation is celebrating its first decade of charitable giving, reaching out to help people in the community and around the globe during time of disasters. During the past 10 years, DGF has helped thousands of people and organizations. The foundation s mission continues to drive its goals in providing opportunities to receive health care through local and international medical missions, as well as scholarships to those pursuing a career in health care and education through its Leadership Academy. The board and members include physicians, nurses, allied health care workers, area hospitals, businesses and people from all walks of life who give their time voluntarily. Only through collaboration with local health care agencies, businesses and citizens of Brevard County, they are able to continue to grow and offer more opportunities to the public. In celebrating its first decade, the Doctors Goodwill Foundation will host its 10th annual Doctors Expo and Health Fair Festival on Saturday, Aug. 17, at the Cocoa Holiday Inn Express located at Highway 520 and Interstate 95. The event is from 8 a.m. until 3 p.m. The public is welcome. There is no admission fee and most health screenings are free of charge. There will be a small fee for laboratory work and sports physicals. The program will include games for kids, food trucks, health education, and screenings for the whole family. The event presents an opportunity for health care workers and physicians to earn continuing education units free of charge. Exhibit space is limited. 7 Wuesthoff Health System welcomes new urologist, Duke medical graduate Dr. Eldaif ROCKLEDGE Wuesthoff Health System recently announced that Bassem Eldaif has been named to its medical staff. Dr. Eldaif has joined Urology Specialists of Brevard, 8055 Spyglass Hill Road, Suite 102, in Melbourne. He is a board certified urologist who specializes in computer assisted robotic assisted procedures for prostate and kidney cancer. Dr. Eldaif has performed more than 300 robotic prostatectomies and nearly 400 total robotic procedures and is experienced in pyeloplasty, cystectomy and partial nephrectomy. Dr. Eldaif was recently selected from his Floridian peers to attend an advanced da Vinci surgery course to learn new, leading techniques for renal procedures. 8 City of Palm Bay reduces business development costs, it waives transportation impact fee for new businesses PALM BAY In an effort to spark new commercial growth in the city, the Palm Bay City Council on June 6 approved a resolution to temporarily waive the transportation impact fee for new businesses coming to the city. The Transportation Impact Fee Mitigation resolution is meant as an economic development incentive to build the city s non residential tax base and further stabilize revenue. The resolution authorizes the temporary suspension of transportation impact fees under specific criteria including the following: l Projects must be non residential and subject to ad valorem taxation. l A building permit for the project must be applied for and issued after June 6, 2013, and before June 30, 2014, and a certificate of occupancy must be issued for the project by June 30, New commercial projects will be eligible for this incentive only if they have not already received a building permit and only if construction is completed no later than June 30, This has the potential of saving a new business tens of thousands of dollars, said David Watkins, director of the city s Growth Management Department. The city s transportation impact fee is used to fund critical transportation capacity projects, such as the Parkway NW. It is also used to pay debt service on completed projects including the four laning of Emerson Drive and the Jupiter Boulevard Bridge. This is a strategy to fortify our long term financial stability by building our commercial base, said Palm Bay Deputy Mayor Kristine Isnardi, who initially proposed the idea at a previous council meeting. We as a city need to make sure we remain competitive and I believe this plan will appeal to a new business. The mayor and council also adopted an ordinance that reduces the cost to connect to utility service. The city s water and sewer main line extension fees have been reduced by almost 24 percent through the council s action. Overall, Palm Bay is continuing to build a strong foundation to support our business community, said Lisa Morrell, director of communication and information technology for the city. Event set for Fifth Avenue Art Gallery The Fifth Avenue Art Gallery will host an opening reception for the exhibition Forever Florida on July 5. The gallery is at 1470 Highland Ave. in the Eau Gallie section of Melbourne. Forever Florida is a members art exhibition that showcases the state as it celebrates its 500th anniversary. 10 Indiana University School of Nursing graduate Brenda Kinsey named nursing program director at Keiser University; wide experience across the profession By Ken Datzman Professional people from around the nation continue to discover Brevard County, which has been rated as one of the best places to live in Florida in various surveys, including Yahoo Voices, and has been featured in national magazines for its quality of life. Brenda Kinsey, who previously worked in Indianapolis, is one of those newcomers to the county. She was recently recruited to lead Keiser University s sizable associate of science in nursing program at the Melbourne campus. Having received multiple offers from health care organizations, specialty practices, and institutions as far away as the St. Thomas, Virginia Islands, Kinsey landed on the Space Coast. I was looking for a really good, well established, year round core nursing program that was already accredited by the National League of Nursing, she said. And Keiser University s program has those elements. It has a good reputation with a solid history, and, of course, the nice weather is a bonus. I love the beaches. Keiser s A.S. nursing program in Melbourne has more than 120 students. Classes are currently capped at 24 students. Keiser University offers bachelor s and master s degrees in nursing online. Kinsey was the director of nursing for the licensed practical nurse program at a private college in Indianapolis. Also, she has worked for other institutions in leadership positions, including Indiana Vocational Technical College. In general, Kinsey has wide experience in the field of nursing, both as a practicing registered nurse, administratively, and in academic settings. At St. Vincent Hospital system in the Hoosier State, Kinsey sat on the education council, overseeing continuing education for physicians and nurses as well as other departments. She was on the Indiana State Board of Nursing and once worked as a nurse manager for a busy, 28 bed cardiac unit at Ball Memorial Hospital in Indiana, where there was an 80 percent patient turnover rate every 24 hours. Kinsey has a bachelor s degree from the Indiana University School of Nursing, which is consistently ranked as one of the top schools of nursing in America by the National Institutes of Health and other organizations. She earned her master s degree in nursing from Anderson University in Indiana and followed up with an MBA degree from the same institution. I love teaching nursing students. I am excited about the opportunity at Keiser University. I can impart a lot of my knowledge of nursing, said Kinsey, who was part of the bagpipe corps at Highland High School in Indiana, which performed at community events. With more than 3 million members, the nursing profession is the largest segment of the nation s health care work force. As a whole, the industry is facing work force challenges as demand for front line nurses, who have a direct effect on patent care, is outstripping supply. A report by the Health Services Administration says every single state in the nation will experience some kind of nursing shortage by 2015, said Kinsey, adding, Florida is going to need 15,740 new RNs, not people coming back into the profession, by Aging baby boomers, who will make up nearly 20 percent of the population by 2030, will help drive that nursing demand. They will need more health care services as they live longer and have more active lives, she said. Kinsey came to this interview with a stack of reports from the U.S. Department of Labor, the Institute of Medicine and from other entities that compile nursing data. Employment of registered nurses is expected to grow 26 percent now through 2020, faster than the average for all occupations. When I talk to my leadership students, I let them know just exactly how secure their jobs really are, because the average age of a nurse today is 44.5 years. The Department of Labor is projecting 1.2 million RN vacancies across the country (now through 2020). That is an incredible number. All of us in the profession have been circling these numbers, she said. Nursing growth is expected to be much faster than average in outpatient care centers, such as those that provide same day chemotherapy, rehabilitation, and surgery. Also, an increased number of procedures, as well as more sophisticated procedures once performed only in hospitals, are being done in physician offices. The financial pressure on hospitals to discharge patients as soon as possible should mean more people admitted to extended and long term care facilities, which will increase the need for home health care. Statistics show that only 57 percent of RNs work in hospitals, said Kinsey. They also work in care facilities, freestanding surgical centers, clinics, physician offices and other settings. She said the average age of a nursing student is 30. We have students who have worked in other fields are now coming into nursing and earning their degree. 11 Independent agency Twin Rivers Insurance in Melbourne prepares for health care reform sets up private exchange for businesses and individuals to shop By Ken Datzman The new health insurance online marketplaces, also known as exchanges or web based portals that are similar to retail sites, will soon open for guaranteed enrollment. It s decision time for many businesses in this new world of reform, which represents the broadest health care overhaul since the 1965 creation of the Medicare and Medicaid programs. There will be both public government run and private exchange models as part of the Patient Protection and Affordable Care Act, which requires almost all Americans to have health insurance by Jan. 2, 2014, or pay a penalty. The exchange platforms are where individuals and businesses without employee coverage or those who just want to explore new options can compare health plans and get answers to questions. Locally, independent agency Twin Rivers Insurance Inc. has established its own private exchange, a new avenue to serve customers, and is licensed to do business in all 50 states. The agency has longstanding relationships with multiple carriers. The newly launched site is HealthExchange.com. We are gearing up for health care reform, said businesswoman Cindy Wooten, president and owner of Twin Rivers Insurance Inc., a full service agency on East New Haven Avenue in downtown Melbourne. The private exchanges will work the same way as the public exchanges will work when they open (Oct.1 for enrollment). However, the public exchanges will only offer medical and dental coverage, whereas our private exchange will have medical, dental, life, disability, homeowners, automobile and other insurance coverage available for purchase. The Twin Rivers Insurance site is open for business but guarantee issue for health care insurance won t begin until Oct. 1, about 14 weeks away. The actual coverage from the exchange marketplace starts in January Each exchange, whether it s public or private, will have different insurance companies marketing products. The vendor representation will vary from state to state, from California to Maine. Wooten said the private exchanges will have more carrier participation and that the Twin Rivers Insurance site will feature a host of insurance companies. One of the features of TwinRivers HealthExchange.com is client branding, said Wooten. For a nominal fee, we will be able to provide our customers with an employee facing portal that is branded as their own employer exchange. In general, many of these private insurance exchanges see themselves catering to small employers who provide a set dollar amount, or a defined contribution, toward health coverage for their employees. The employees in turn use the money to purchase insurance from the private exchange their employer has chosen. It s likely that the small employers will favor the defined contribution health benefit arrangement, said Wooten. For instance, instead of paying 50 percent of the group health insurance price, the employer might give each employee $100 a month using the defined contribution model. There is no minimum contribution from the employer to purchase insurance on the exchange. Both the private and public exchanges share similar features. Consumers, for instance, will be able to qualify for government subsidies through the Twin Rivers Insurance exchange portal just like they can through the government exchange, said Wooten, adding, We believe that the employees will feel more comfortable working with something the employer endorses as opposed to going to a government site, which is why we decided to create a private exchange. She said there is a misconception swirling in the marketplace about qualifying for a subsidy through a private exchange. You absolutely will be able to qualify for a subsidy using our private exchange. Every health insurance plan in the new marketplace will offer comprehensive coverage, from doctors to medications to hospital visits. When you shop online for insurance, through a public or private exchange, everything you need is laid out for you. All your costs are stated up front. People can shop and compare on our site right now. It s open. Anybody can compare prices, including coverage for individual insurance, auto, homeowners, life, supplement and disability policies. Disability is one benefit people often overlook. Disability is paycheck insurance. It s something everyone should have as part of their protection coverage. Under the Affordable Care Act, insurance companies can t refuse to cover you or charge you more just because you have a chronic or pre existing condition, and they can t charge more for women than for men. Because of the Act, millions of Americans will be newly eligible to receive health care. The Act seeks to increase coverage for roughly 32 million uninsured individuals, including 24 million who are expected to obtain coverage through an exchange, according to the Congressional Budget Office. With this decision, Florida State has begun to implement its comprehensive Top 25 Plan to move the university up in the national rankings through targeted investments. 17 SBA announces $50 million increase in Early Stage Fund; $70 million bump in Impact Investment Fund WASHINGTON U.S. Small Business Administration Administrator Karen Mills announced during remarks at the recent G8, or Group of Eight, session on social impact investing, in London, England, that the agency s next solicitation for its Small Business Investment Co. (SBIC) Early Stage Fund will be opening in the fall of As part of the announcement, Mills announced that the agency has expanded by $50 million the amount of leverage it is investing in funds during this second Early Stage solicitation from $150 million to $200 million. In addition to the new solicitation for Early Stage funds, and increase in investment leverage, the SBA said it had increased its allocation size for its Impact Investment Fund. Previously, an Impact Investment Fund could only receive up to $80 million in SBIC leverage, but now these funds can receive up to $150 million a $70 million increase. The agency also recently expanded the definition of impact investing to include rural communities. Both funds operate through the SBA s SBIC program. Research shows that early stage companies face difficulty accessing capital, particularly those without the necessary assets or cash flow for traditional bank funding. Early stage financing rounds between $1 million and $4 million are often referred to as the so called Valley of Death, with only about 6 percent of all venture capital financing deployed during this stage. The SBA s Early Stage Fund is designed to help fill that gap. Mills, representing the U.S., participated in the G8 Social Impact Investing Forum to discuss the National Impact Initiative). Attendees enjoyed a nutritious tableside lunch at the Conference Center and learned about food preparation and diabetes in general. The menu included freshly prepared green beans, a green salad, fruit, chicken breast with sauce, rice pilaf, and sugar free cherry pie. Herbert, who was a winner on the reality television series Cake Boss: The Next Great Baker, which airs on the cable network TLC, travels around the nation putting on the Diabetes Academy cooking events for Novo Nordisk. Diabetes is a chronic condition caused by too much glucose in the blood. Glucose levels are controlled by insulin, a hormone produced by the pancreas. Herbert says his advice is to exercise regularly and eat in moderation, avoiding white rice, French fries, and soda, as well as processed foods. In general, a rule of thumb is to sidestep white foods when shopping the grocery isle. You should strive to eat a balanced diet with fruits and colorful vegetables so you are getting the right vitamins, minerals, and nutrients, and then manage the carbs you consume, said Herbert. Type 2 diabetes, which may be prevented through lifestyle changes, accounts for 90 percent to 95 percent of all diabetes cases in the U.S., according to the Centers for Disease Control and Prevention. Hambidge says her organization works closely with Novo Nordisk. We have developed a great relationship. They bring a lot of resources and information to the table that we normally would not be able to afford to provide to the patients because we are a not for profit entity. She added, We recognize there is a huge need for diabetes education. The doctors in their offices are doing all they can on the diabetes education front but they are time constrained, so events like the Diabetes Academy play an important role in the community. Today, one in 12 Americans has diabetes and if the current trend continues, by 2050, one in three adults will have diabetes, according to the American Diabetes Association. For the past three months, Brevard Physicians Network has teamed with Novo Nordisk s Diabetes Academy in conducting seminars at One Senior Place in Viera. They ve been a big success and we re hoping they will continue to grow in the community, said Hambidge. Novo Nordisk brings certified diabetes educators who work with us at One Senior Place. The total estimated cost of diagnosed diabetes in 2012 was a stunning $245 billion, including $176 billion in direct medical costs and $69 billion in reduced productivity, according to the March 2013 report published by the American Diabetes Association. The largest components of medical expenditures are hospital inpatient care (43 percent of the total medical cost), prescription medications to treat the complications of diabetes (18 percent), antidiabetic agents and supplies (12 percent), physician office visits (9 percent), and nursing/ residential facility stays (8 percent). People with diagnosed diabetes incur average medical expenditures of about $13,700 a year, of which $7,900 is attributed to diabetes, the report said. People with diagnosed diabetes, on average, have medical expenses roughly 2.3 times higher than what expenditures would be in the absence of the diabetes. Having diabetes, said Hambidge, puts you at risk for other conditions including heart attack and stroke. There are many ramifications from uncontrolled diabetes. But we want patients to know, if they get their diabetes under control they can avoid a lot of very serious health conditions. Uncontrolled diabetes can eventually lead to vision loss, kidney failure, and amputation, she added. For the cost categories analyzed in the American Diabetes Association report, care for people with diagnosed diabetes accounts for more than 1 in 5 health care dollars in the U.S., and more than half of that expenditure is directly attributable to diabetes. Today, one in 12 Americans has diabetes and if the current trend continues, by 2050, one in three adults will have diabetes, according to the American Diabetes Association. I think a big part of trying to curb the rise of diabetes in communities revolves around nutrition education and the importance of exercising, said Hambidge. And, as an organization, we are trying to bring that aspect to the table in Brevard County. The American Diabetes Association recommends that those who are 45 years of age or older get tested for diabetes once every three years, in particular those who are overweight and have one or more risk factors. The risk factors include a family history of diabetes, lack of regular exercise, high blood pressure, having had diabetes during a pregnancy, or giving birth to a baby who weighed more than 9 pounds. Members of all race/ethnicity groups should follow the risk factor guideline for diabetes testing. Our message to patients with diabetes, and even prediabetes patients, is that they need to be aware of how to take care of themselves and be conscious and active in taking a role in their own health care, said Hambidge. That s one the things both BPN and MPAC are really trying to stress to the senior population in Brevard County. Her organization formed a separate company Medical Practitioners for Affordable Care, or MPAC. It is an Accountable Care Organization. ACOs are entities formed by groups of doctors and other health care providers that have agreed to work together to coordinate care for people with Medicare. The goal is to lower costs and improve care for patients, while rewarding practitioners for reaching certain quality standards. We are making big strides with MPAC in the community, said Hambidge, adding that the trend will continue years into the future as thousands of baby boomers (people born between 1946 and 1964) become eligible for Medicare every day.
