Seeking Revision to 2002 Pre-Annexation Agreement (third sentence, paragraph 2) Pursuant to the City s land use policies, designation of the Subject Property as subject to the Venetian Gateway Overlay signage and architectural standards is required; provided, however, that nothing herein shall be deemed to require application of those standards to hospitals and related healthcare facilities. Effect: Will allow hospital and related healthcare facilities to:! Exceed 35 feet in height.! Observe architectural style that meets current hospital construction standards and promotes the highest level of patient care, safety and satisfaction. 16
Why We Need to Revise These Standards!! Current Hospital Construction Codes/Requirements! Clinical/Functional Benefits of Vertical Organization! Patient Experience and Healing 17
Optimal Function and Patient Flow 18
Horizontal vs. Vertical Organization Horizontal organization increases travel distance and time moving/ responding to critical/sensitive patients Vertical organization stacks patient care areas above Emergency, Surgery and other treatment/support areas, providing a safer care model for patients. Vertical organization promotes patient-centered care hospital departments are located just above and below each other, with elevators that minimize patient movement and reduce distance and travel time.! 19
35 Height - Disadvantages Requires hospital departments to be adjacent rather than stacked Inpatient Rooms Emergency Rooms, Surgery and Hospital Support Areas Separation of support and inpatient rooms increases patient care risk and travel times 20
Higher Height Advantages Placing patient floors above treatment areas promotes a safer environment Inpatient Floors (above) Example of inpatient bed floors adjacency to an elevator core Reduces travel time between departments Emergency Rooms, Surgery and Hospital Support Areas 21
Current Inpatient Room Height and Infrastructure 22
Typical Patient Room Heights Structure Zone Concrete Slab with beams Mechanical Zone (for critical life safety and support systems) 15-0 (floor to floor) Lighting Zone 9-0 Ceiling Patient Room Lowered Ceiling Views Building systems make each floor taller than other types of construction (ie: residential) 23
Hospital Patient Room Height vs Residential Height Ceiling finish on concrete structure A/C from wall vent Dropped ceiling for plumbing Concrete Slab Structure Zone Mechanical Lighting 2 floors = Ceiling Structure Zone Mechanical 9-0 Ceiling Lighting Patient Room Patient Room floors = 28-6 Hospital Residential 2 floors of Hospital = 3 floors of Residential 24
Current Hospital Room Design/ Therapeutic Environment 25
Current Hospital Room Design Large Windows Natural light promotes healing 26
Venetian Gateway Architectural Standards! Requires small windows
Hospital Inpatient Rooms Venetian Gateway Impacts Venetian Gateway Standards: Reduces views and daylight into the inpatient room 28
Requests for Future Approval 1.! Amend existing PCD zoning designation to reflect hospital and related health care facilities instead of the previously approved shopping center and office uses. 2.! Special Exception for hospital and related health care facilities. 3.! Site Plan approval. 29
Site Guiding Principles Flexible and expandable. Focus on patient and community. Use nature to enhance patient experience. Optimize site utilization. 30
