2 Welcome to Moot The Interamerican Scout Moot will have a welcoming team at the Alejandro Velasco Astete International Airport on July 27th. The contingents that will be received from both, the airport and the terrestrial terminal, Avenue Via de Evitamiento #429, Cusco; will be transferred to the ranch Paucartika, in the district of Lamay, Calca Province, Secret Valley of the Incas, 57 minutes away from Cusco s city center. The buses disposed for the move will not be appointed by contingent and they will depart to the Paucartika ranch within the expected period, with the passengers that demonstrate their participation in the Moot. The boarding will strictly by order of arrival to the terminal. We recommend the Head of Contingents, knowing our scheduled times of stay at the pick-up places to foresight these when buying their bus or plane tickets. 2

5 Accreditation of Participant Youth and Contingents Staff The members of the contingents will register as they arrive to base camp in the welcome office, where they will receive their respective IDs and kit. Accreditation of IST Members The members of the EIS will be awaited at the Alejandro Velasco Astete International Airport on Wednesday, July 26, starting at 6 am, to be transferred to the base camp. Upon arrival at the camp site, you must go to the Welcome Office to prove your participation, receive the IDs and the IST kit. Other actions that may be carried out by the IST are the following. t oo e P 2 rú Engage in the Interamerican Scout Center, International Day, evening activities, ceremonies. Access the fun and relaxation areas prepared for the IST. Participate in the welcome, the program for the day off and the farewell to the IST. The IST Camp, where they will set up their tents, will feature exclusive restrooms module for use and a dining room where you take your food. 5

6 Contact Person IST We ask each contingent to name an IST contact person. Knowing this person will be very important to resolve any issue related to the IST of your contingent. Thus, there will be a meeting every day with these people and the person in charge of the Moot Human Resources Area, who is the Head of the Sub Field IST. If there is no IST contact person named, the Moot organizing team will contact the Head of Contingent. Head Of Contingent Meetings In order to follow up, evaluate and improve the conditions that allow everyone to enjoy the Moot, we will hold meetings every day for Head of Contingents with the Heads of the Suyos and the Organizing Team. These will be developed every day. Transfers for Departure The participants and the delegation staff will be transferred to the same pick-up points between the 4th and 5th of August until 12:00 noon. The itineraries will be set by the Moot organization. IST members will be transferred to the same points of origin on 6 August, between 12:00 pm and 6:00 pm. In the same way, if any member of the EIS wishes to change their departure time, we can assume it according to the availability of spaces and to the needs of the service. Itineraries Report We ask all Head of Contingents to send the travel itinerary of each member of their delegation indicating the following: 6 Name Date and time of arrival in the city of Cusco Date and time of departure from the city of Cusco Means of transport

7 Transportation between any point of arrival in Cusco other than the one proposed is the responsibility of each contingent. Anyone who attends the event individually must arrange and pay for their own form of transportation. It is strongly recommended to plan your arrival with enough anticipation to have time to raise your camp and be present at the opening ceremony, in the same way we hope you can plan your return after the closing ceremony. Fortunately both places, the International Airport as the land terminal, are very close to the center of Cusco for those who have additional plans before or after Moot. Set Up Once registered, the young participants will be taken to the area designated for their international team to set up their camp. As indicated above, the teams are made up of young men and women, united in the Scouting movement, from different nations, cultures, customs; because of this, the place where the international team suffices will be sized so that 10 personal tents can be armed. If the team, by mutual agreement, decides to share the same tent for several, they must take into account that they can not exceed the limits of the designated space, because they will be invading common areas of displacement or the space reserved for another international team. Moot Exit Once the coordination has been carried out to ensure their returns, consider that after the Closing Ceremony, and before leaving Paucartika, each participant should help to clean up their camp. This includes the dismantling of any item such as tents and the facilities of the Subfield, called Suyo. 7

8 Program Moot s Opening Ceremony Starting at 6:00 PM on July 27 th, everyone will move to the area designated as the central arena where, by their own, the international teams will take their location in the place indicated. The flag bearers of each present NSO must stand at the front of the stage before starting the ceremony. Flags Ceremony Since the Ceremonies in the Arena are occasions in which everyone shares the same atmosphere and celebrates the diversity and unity of the Scout Movement, we want them to be completely pleasant. For this purpose all the national flags of the participating countries will be present as part of the celebratory frame that means the Moot. For the opening and closing ceremony one participant will be needed to hold their national flag, being the measures of the mast 230 cm and of the flag 150 x 100 cm. International Day The international day is a unique opportunity to meet, interact and experience, in one place, the cultures, people and customs of each of the nations present in the Moot. Each contingent will present to all the samples of their food, traditions, typical costumes, games of their own country, etc. In order for this important time to 8

9 fulfill its purpose, we kindly ask you to provide the necessary resources, since many must bring them from their countries of origin, or obtain them before entering the Moot. Regarding the limitations on the income of some foods, the Oficina de Migraciones del Peru has a list available at the following address: senasa.gob.pe/senasa/ingreso-al-peru/. This important day of cultural exchange culminates in a great night where each contingent will be present with their dances and typical music. In order to prepare the program for this important evening each Contingent Leader must write to programa.moot@scout.org.pe, indicating the country, name of the number to be presented and a description of it, which will serve our masters of ceremonies to present it. The time they will have for presentation will be 5 minutes. In order to recognize the technical availabilities, they can request the scenario in advance to do an essay in the same place where they will act. It is also important to remember that in advance they must deliver to the people in charge of the Show Area, the support material or audiovisual support in AVi, MPEG or MP4 format, in a USB. Interamerican Scout Center Each Contingent Staff may request a space to be used in the Interamerican Scout Center. The Interamerican Scout Center is open to both participants and visitors, so the contingents must prepare materials or activities that can be developed in their Stand. The place will have a light source, table and chairs. Size of the spaces available for contingents: 3 x 3 m. 9

10 Safe from Harm World Organization Scout Movement have a Safe from Harm Global Policy which indicates at regional and world events an online training must be completed. As the rules of interpersonal communication may vary from one culture to another, it is necessary to have this knowledge to understand the limits of what is acceptable since behavior sometimes differs between cultures. Therefore, for all participants, members of the IST, Contingent Management Teams and the Moot Organizing Team (CMT) and Moot Organization Team (EOM) are required to complete the Safe From Harm training course. Online training will be available from June 2018 for all members of EIS, CMT and EOM. It is expected that all of them complete the course before their arrival, the certification will be requested at the time of accrediting the entrance to the Moot. Members of these teams that do not complete the training course before their arrival, must complete it in the Welcome Center before registering to secure entry to the III Interamerican Scout Moot Peru 2018, it is recommended that the course be completed before arrival. We all share the responsibility of creating a Moot where participants can have fun in a respectful environment. 10

11 Services at the Moot Risk Management and Emergencies in the Moot To ensure that the III Interamerican Moot Scout offers a safe and secure environment for all participants, in health, safety and emergency management, we have implemented a security system at all levels of the organization aimed at: Ensure the safety of the attendees and minimize any risk to their welfare. Maintain mutual trust and tranquility in the development of the Moot. To meet the expectations of the participants, as well as of the local communities regarding safety and well-being. All team leaders, contingent staff, subfield coordinators, members of the EIS and Organizing Team must be familiar with the Health, Safety, and Emergency Management Plan. 11

12 Health Care Scope of the Health Assistance Provided Participants of the III Interamerican Scout Moot will have access to the care provided in medical facilities installed at the base camp, from the time it is credited in place until the time of his retirement. In this sense it is noted that the preexisting conditions are excluded. Services Given We will have a field hospital whose work will be dedicated to the immediate attention of emergencies, prehospital care and prevention. These attentions are covered by the III Interamerican Scout Moot. Any additional treatment required will be provided at local medical facilities. In that case the organization does not cover the expenses of surgeries or treatments that require hospitalization, each individual is responsible for the expenses generated by these events. Therefore, all attendees of the III Interamerican Scout Moot are required to have insurance to cover such eventuality, and it is the responsibility of the Head of Contingent to ensure that said insurance has been obtained and to know their coverage. Travel Insurance It is recommended that each person obtain an insurance with an appropriate coverage that guarantees their attention throughout their travel period, from leaving their country of origin to their return. Pre Existing Conditions Those who have pre-existing medical conditions should consider having the ability to meet the derived expenses of this scenario. 12

13 Repatriation The medical care offered in the III Interamerican Scout Moot are made within practices, standards and Peruvian laws repatriation, either for medical reasons or another are outside the scope of our responsibilities. If you consider this possibility we recommend you get a proper insurance to cover such an eventuality. Drinking Water We will have clean water suitable for human consumption. This will be distributed during meal times, both for consumption on the site and at the departures. Hygienic Service Modules We will have Hygienic Services Modules in each subfield of the participants (suyos), and sub field of the IST. Tips: The toilets are available for use by all times as necessary, however consider optimizing time employment, as they are for public use in the Moot and others also need to use it. Sanitary waste should be placed in the special container provided, and all other waste should be placed in the correct recycling bin. For the use of body hygiene are the services included in each modul. For other types of washing, there will be adequate places for this purpose. Make sure not to leave residues in any of them. Use the toilets as indicated in the same places. 13

14 Environmental Manifesto of the III Interamerican Scout Moot Participants of the III Inter-American Scout Moot commit ourselves to health and environmental care: To treat the environment as if it were my own home. To minimize pollution of land, water and air to the best of my abilities and understanding. To minimize pollution of land, water and air to the best of my abilities and understanding. To treat the places I visit with respect, and never leave behind trash, disturbing the bird life or damage geological features or vegetation. To follow the instructions on separation and waste management and provide guidance to those who require it. To select more environmentally friendly forms of transportation available. As a participant of the III Interamerican Scout Moot Peru 2018, I want to set an example and use the means at my disposal to minimize the loss of resources and environmental damage, and to raise awareness of the importance of sustainable development. Therefore, I promise: To increase my knowledge of nature and the environment, to constantly strive to improve and lead others. Washing and Wastewater Disposal Please do not wash dishes in the bathroom sinks, there will be stations dishwashing. Hygiene Practices An outbreak of foodborne illness during the Moot is a serious problem. The best way to prevent an outbreak is observing strict hygiene practices: ALWAYS wash your hands with soap and water before handling or eating food, between handling different foods, and of course, after using the toilet. Disinfectants based hand alcohol can be used a supplement, but it is never a substitute for proper hand washing. 14

15 Rules Moot Regulations In the III Interamerican Scout Moot, as in all Scout camps, the Scout Law is the Law of this event as the basic norm for coexistence. In this respect the rules of Moot determine the code of conduct we expect all meet. Local Laws The Moot is carried out under the laws of Peru, where young people acquire the age of majority at 18 years of age and therefore respond to their actions. Sanctions Any person who violates the Moot Rules may be expelled from the site. Any person, including guests and visitors, who behaves in a manner deemed dangerous, which offends others, or acts inappropriately in the context of the III Interamerican Scout Moot will be withdrawal of the event and may not request any refund. Similarly, if the situation so warrants, and in compliance with Peruvian law, will be made available to the competent national authorities. In all cases he or the Head of Contingent will be notified and included in the decision making process involving his contingent. 15

16 Important Information The official languages will be Spanish and English. The stay in Peru is according to national laws. From the age of 18 in Peru you become a legal adult, meaning, there will be no minors in the event. The III Interamerican Scout Moot is a drug-free event. This means that the sale and consumption of alcoholic beverages or the possession of drugs is not allowed. The stay before and after the days designated for the Moot is not included. However, if you want to extend your stay, our PR team can support you to get schools that can temporarily lodge groups of participants.stay and quota are not the responsibility of the organization of the Moot. 16

17 Food in the Moot Thought and designed the ideal balance of nutrients and variety offered in the offer. We offer 3 types of menu choice: International, Peruvian and Veggie; for the service of the Veggies menus these will only be given to those who in their registration date requested this type of food. The food for the Staff includes additionally the following days before and after the event: Thursday, July 26: Lunch and Dinner. Sunday August 5: Breakfast, Lunch and Dinner. Monday, August 6: Breakfast. The first few days the menu offered is light to adapt to the climate and height of Cusco. The Headquarters of Food provides the utensils for the alimentary services, it is requested that later they must leave them in the zone indicated for the messy household. There is no Waiter service. There will be a dining team who are there to support the food service, maintain the correct order in the place and indicate the sanitation areas. The service will be provided in tabolas with temperature control for the breakfast, lunch and dinner options, which are detailed below: Breakfast: These include tea, instant coffee and mates. Lunch: Includes drinks (soft drinks, tea and water). Dinner: Includes tea, coca tea and instant coffee. 17

18 Dining Schedule The hours of service are: Breakfast: 06:30 hrs. at 08:30 hrs. (Days with outside activities, breakfast will be served at 05:00 hrs.) Lunches: 12:00 hrs. at 14:00 hrs. Dinner: 18:00 hrs. at 20:00 hrs. (Friday July 27 dinner will be served at 19:00 hrs., due to the opening activities) Outside of the service hours, the dining rooms serve as common areas. Box Lunch (for outside activities) For outiside activities, a box lunch will be provided that complies with the nutritional recommendations for the type of activities that will be carried out. The delivery of Box Lunch will take place in the dining room at breakfast time (05:00 hrs.) For those who have outside activities. Fast Food The Moot will offer complementary food services in the area planned for it, which will attend every day of the event at specific times. There you can find meat choices - vegan - sausage and typical sweets and hot drinks such as coffee and chocolate and tea. 18

19 Other services Sale of equipment and camping accessories Laundry Crafts and typical products of the Sacred Valley SIM cards Chargers for electronic devices. (Bear in mind that the number of available plugs is limited, we must use energy responsibly). Contingent Receptions during the Interamerican Scout Moot Contingent may organize receptions in the reception area to meet with members of other contingents and introduce their own culture in a welcoming atmosphere Receptions can be made in the following days: From July 29th to August 3rd Hours: 1st. shift: 7:00 PM to 9:00 PM, 2nd. shift: 9:00 PM to 11:00 PM. Cost of use of spaces and facilities: $100. To have the catering coordinate with Moot Administration. The reception tent will have a surface of 200 m2 and will be equipped with an audio system. Contingents wishing to organize a reception should contact kathya.valladares@scout.org.pe to fill out the Delegation Reception Request Form before June 15, 2018, indicating the preferred day and time and the estimated number of guests. The payment of the reception will be made the day they arrive at the Moot. Please note that being a single area available in two slots, reservations will be accepted in strict order of application. 19
