5 INVITATIONS TO HOST FUTURE WORLD SCOUT EVENTS NOTE This document should be studied and discussed by your NSO and brought to the Conference by your delegation. The Conference will vote on which invitations to accept. Invitations to host: THE 42 nd WORLD SCOUT CONFERENCE AND 14 th WORLD SCOUT YOUTH FORUM, 2020 THE 25 th WORLD SCOUT JAMBOREE, 2023 In September 2015, in accordance with the official procedure adopted by the World Scout Committee (WSC) in 2007, World Scout Bureau (WSB) Circulars 19/2015 and 20/2015 called for invitations from National Scout Organizations (NSOs) to host the above-mentioned world Scout events. The Circular indicated that the deadline for receiving declarations of intention was 31 January The applicant NSOs were informed by the WSB as to the official WOSM guidelines and requirements for the hosting of these different world events as well as Resolutions regarding world events adopted by previous World Scout Conferences. In October 2016, the WSC reviewed the invitations and the feasibility reports which had been received from the applicant NSOs. The WSB also reported on the visits made by its staff to all NSO applicants. The WSC has decided to bring before the Conference the following invitations: 42 nd World Scout Conference and 14 th World Scout Youth Forum, 2020 Egypt Malaysia 25 th World Scout Jamboree, 2023 Korea Poland Basic information about the candidates appear on the following pages. 6 42 nd WORLD SCOUT CONFERENCE AND 14 th WORLD SCOUT YOUTH FORUM, 2020 EGYPT - Egyptian Federation for Scouts and Girl Guides (EFSGGs) Proposed dates (subject to confirmation) September September 2020 Proposed Venues Maritim Jolie Ville International Congress Centre <maritim.com/en/meetings-and-events/egypt> Located in the heart of Sharm el-sheikh Novotel Hotel Cairo. Located in Cairo and a 2-minute ride from the terminals of Cairo International Airport. <novotel.com/cairo> Proposed Facilities 12 meeting rooms and multipurpose rooms accommodate between ( ) with total of Central Reception area 3000 m square meters registration area WIFI, catering, simultaneous translation cabins for 7 languages, pre-installed sound systems and lighting and advanced display facilities. Large meeting room, 4 breakout rooms and numerous breakout areas Catering facilities, areas for exhibitions, offices and other facilities Accommodation Maritime Jolie vile hotel attached to the conference centre, Broad variety of hotel accommodation options located within 10 minutes of the Venue Youth Forum participants will have exclusive use of the entire hotel in which the event would be staged. 7 42 nd WORLD SCOUT CONFERENCE AND 14 th WORLD SCOUT YOUTH FORUM, 2020 MALAYSIA PERSEKUTUAN PENGAKAP MALAYSIA (PPM) Proposed dates (subject to confirmation) 4st 7th August th 14th August 2020 Proposed Venues Kuala Lumpur Convention Centre Located in downtown Kuala Lumpur, the capital of Malaysia Institute Aminuddin Baki in the Genting Highlands - Located in highlands (5,710ft) about 45 minutes from Kuala Lumpur. Proposed Facilities Plenary hall, Grand Ballroom, and Banquet Hall. Internet connectivity and digital audio visual services. 25 break-out rooms available within the main venue. The WSYF will have exclusive use of the facility. The venue has a hall to accommodate plenary sessions, smaller meeting rooms, dining services, areas for exhibition. Accommodation is within the facility. Recreational facilities for evening programme. Accommodation Broad variety of hotel accommodation options from 2-star to 5-star located within 10 minutes walk (using mostly covered air-conditioned walkway) from the venue. Accommodation for the Youth Forum participants and officials will be at Intitiut Aminuddin Baki itself. Single rooms with 2 rooms sharing one bathroom. Page 5 of 7

8 25 TH WORLD SCOUT JAMBOREE, 2023 KOREA Korea Scout Association (KSA) Proposed dates (subject to confirmation) 1-12 August 2023 Proposed venue Jamboree site: SaeManGuem Area in Jeollabuk-do Province Location - South-west part of Korean peninsula - 220km from Seoul (From Incheon International Airport: Flight 30min / Bus 2h 30min.) 10,000,000 m2 (1,000ha/2,500ac) camp site, that can accommodate more than 50,000. Well connected with new infrastructure including wifi, internet, electricity, water and roads Educational Objectives Capacity Building efforts will be initiated by empowering youth in developing and strengthening their skills, instincts, abilities, processes of surviving with life skills and accumulating resources they need to survive with, adapt, and thrive in this fast-changing world. Youth Involvement in the process of jamboree by making them to understand the concept of Creating Better World and to decide how to strengthen the social influence of Scout Movement. Global Exchange by creating opportunities and providing ample space for every youth to dream to accomplish the theme "Draw your Dream and create a phenomenon worldwide. Proposed Programme Dream Zone - Programme based on Draw your dream concept by providing youth a stage to create their own world of reality by which dreams transform in to real life experience. IST Island - an exclusive area for fun and relaxing after working time. 21st century life skills - Challenge Valley Smart techniques to enjoy Nature and Scouting, with new experience of innovations with a fusion between advanced technology and Scout traditions. Home Hospitality (HoHo) programme - Customised HoHo programme on regional basis by crossing borders and building bridges, which will be a totally new experience and new trend will be set for next decade. Reducing and controlling costs The cost of the event preparation phase will be covered by the Korean government. Costs of all Jamboree infrastructure will also be covered by the Korean government. Participant fee will only pay for programs and basic amenities. Support from Korean major global companies will minimise financial burden on participants. To reduce the airfare and easy entry for participants, consultations are taking place with national airlines to become Jamboree sponsors and also to facilitate with charter flights for desired NSO s. Estimated Fees Participants & CMT: USD 500(average) IST - Aged 17-25: USD 350(average) IST - Aged over 26: USD 400(average) Minimising environmental impact KSA will ensure an eco-friendly Jamboree with energy conservation and solar energy utilisation in all sub camps. The aim is to plant more than 100,000 trees to leave behind a better Jamboree site, A comprehensive recycling system will be implemented in line with Korea s Green Vision 21 a comprehensive sustainability policy. 9 25 TH WORLD SCOUT JAMBOREE, 2023 POLAND THE POLISH SCOUTING & GUIDING ASSOCIATION (ZHP) Proposed Dates (subject to confirmation) 27 th July 7 th August 2023 Proposed Venue Sobieszewo Island, Gdansk on the coast of the Baltic Sea in Northern Poland: Island surrounded by the sea and rivers, 20-minute drive from the centre of medieval city of Gdansk, Gdansk International Airport has direct connections to all major European intercontinental airports with a maximum of 1.5 hours flight. Gdansk has high speed rail links to Warsaw (the capital), Over 700 hectares available to Jamboree that can accommodate up to participants, Check-In, Day Visitors Centre and International Media Centre located in the downtown of Gdansk. Educational Objectives Encourage Scouts to discover their potential of being change-makers, Raise Scouts awareness of global issues and responsibility for their local communities, gain knowledge on how to act as an active citizen of the world, Build openness to other cultures and religions and support the sense of brotherhood to live in peace, Learn how to embrace challenges, develop self-reliance, build self-confidence and spark off the need for continuous self-improvement, Raise awareness, develop skills and shape attitudes to achieve the goals of the UN 2030 Agenda for Sustainable Development through creating a learning environment for the future young leaders of local communities, Proposed Programme BE THE SPARK Inspired by the Lech Walesa Solidarity movement, which started in the city of Gdansk: 4 Off-Site Modules in Kashubia region - Water Adventure, Explore Kashubia, Discover Gdansk, Community, 6 On-Site Modules - Skills for Life, Global Development Village, Your Jamboree, Power in Diversity, Earthers Village, Technology for the Future Economy, Free Activity Programme - Ceremonies, Faiths and Beliefs Zone, Plaza, World Scout Centre & Thematic Villages, Evening Programme for Hubs and Subcamps, Close-to-site Walks, Water Park & Marina, HoHo programme covering various European countries in partnership with European NSOs (Stopover EUROPE program) and heritage sites in Poland Redefined IST Experience with a new IST Adventure component. Reducing and controlling costs The City of Gdansk and the Government of Poland has agreed to provide financial support for the years to cover the costs of the Jamboree infrastructure, provide for free Schengen visas for Jamboree Participants and agreed to waive import and export taxes for goods Corporate donors and advisors will be involved in reducing and controlling the costs of the Jamboree a partnership letter has been signed with the top Polish business organisations Solidarity Operation based on three pillars: Donors Programme, Economic Activation Programme and Tailor-Made Support Estimated Fees Participants: 530 USD (average) International Service Team and Contingent Management Teams: 424 USD (average) Minimising environmental impact Linking to the UN Sustainable Development Goals the ZHP will ensure: Ethical supply chains for all products needed to deliver the Jamboree, Minimising the carbon footprint in electricity supply, logistics, transportation and food Extensive us of the 3Rs principle (Reduce, Reuse, Recycle) in all aspects of the Jamboree, Sustainable infrastructure that will remain permanently to improve facilities for the local community Page 7 of 7
