1 June 2018 Privileging Rules are Changing EFFECTIVE January 1, 2019, the practice of privileging non-credentialed caregivers will be eliminated. The ABC Board of Directors has revised ABC s Orthotic, Prosthetic and Pedorthic Scope of Practice, specifically the way individuals can be privileged to provide patient care. A new definition of Support Personnel was also created allowing ABC credential holders to delegate certain non-critical patient care tasks to non-credentialed individuals. In addition, changes were made to the definitions of Direct Supervision and Supervision and Privileging of a Credential Caregiver. These Scope of Practice changes take effect January 1, 2019 and do not affect the privileging of certified individuals. Support Personnel An ABC credential holder may delegate certain tasks in the provision of any custom fabricated or custom fitted orthosis, prosthesis or pedorthic device to non-credentialed support personnel. Those delegated tasks must be within the ABC credential holder s scope of practice. These tasks must not include patient assessment, formulation of the treatment plan, final fitting and delivery and any follow-up care that modifies the function of the device as originally prescribed. Any tasks delegated to Support Personnel must be supervised under Direct Supervision. These changes will ensure that individuals providing patient care are properly trained and educated. If you are not currently privileging non-certified individuals in your practice then no action is required. However, if you are using this business model in your practice, then you need to begin making changes. This could be accomplished either by those individuals obtaining certification or by assigning them to different roles as outlined in the Support Personnel definition. For more information, please see the FAQs about privileging on the Patient Care Accreditation page of the ABC website. v Residency and Practitioner Eligibility Changes EFFECTIVE JULY 1, 2018, any individual applying to enter an NCOPE residency program, either domestic or foreign educated, must have a minimum of a master s level O&P education. Individuals with a bachelor s in O&P, a post-baccalaureate certificate or a foreign education equivalent to a bachelor s in O&P must enter their NCOPE residency no later than June 30, 2018 in order to complete their residency by December 31, 2019 and apply for the ABC certification exams. Whiteside, CO, FAAOP Honored A SPECIAL CEREMONY WAS HELD on May 3rd at the ABC Testing Center in Tampa, Fla. to recognize Steve Whiteside s contributions to ABC by officially naming the Center s examiner lounge the Steven R. Whiteside, CO, FAAOP Examiner Lounge. As an ABC volunteer for three decades, Whiteside has held nearly every certification volunteer position available, including many years as an orthotic examiner as well as auditor and site coordinator for the orthotic CPM exam. He is also a long-time member of the orthotic exam development committee and has written exam questions, helped develop exam forms and played a major role in helping ABC transition from a CPM exam focused on craftsman-like skills to one that emphasizes diagnostic evaluation, clinical problem solving, assessment and formulation of care. He has chaired the Orthotic and Prosthetic Practice Analysis task forces and dedicated a lot of time to these studies that help ABC develop clinically relevant and valid certification exams and valuable candidate resources. Beyond his work with certification, Whiteside has also served on the ABC Board of Directors in several roles, including President of the Board in 2002 and Chair of ABC s Professional Discipline Committee. Whiteside also served as an NCOPE Board director and a long-time NCOPE residency director. He was awarded the Academy s Clinical Commitment Award for his dedicated service to the profession as well as ABC s William D. Beiswenger Volunteer Award. Don t forget to submit your Category II credits! I N ORDER TO RECEIVE CREDIT, your Category II application and supporting documentation must be submitted within 60 days after completing a course or other activity. The fillable PDF application is easy to complete and can be found on the Credit Opportunities page of the ABC website. Submit your application as soon as possible while the information is fresh in your mind. Try thinking out of the box: You may already have more credits than you think! For instance, did you recently attend a staff meeting where another certified individual shared an overview of the information they attained at a course or meeting? This is an example of an in-service lecture and can be eligible for Category II credit provided that the event is documented and verified by the individual who was in attendance. Consider electing one representative from your practice to send in a single Category II application with a completed Program Evaluation, copy of the staff meeting agenda and a sign-in sheet for an in-service program that includes signatures of ALL attendees. This will help make sure you get all of the credits you deserve and make it quicker for us to post them. Here are a few more Category II opportunities you might not have considered. Representing ABC were Immediate Past President Eric Ramcharran, CPO, current Board Director-Public Member Anthony Sertick, Jr., JD, Executive Director Catherine Carter, Director of Clinical Alliance Update Resources Stephen Fletcher, CPO and Outreach Development Manager, Jim Lawson. This year s Policy Forum featured three congressional speakers; Peter Roskam (R-IL), Mike Bishop (R-MI) and Senator Ben Cardin (D-MD). Each presenter gave their perspectives on the biggest issues facing the O&P profession. The most recent legislative victory regarding Section 1834(h) of the Social Security Act was highlighted and celebrated at the Forum. Earlier this year, the Section was amended with the addition of language mandating that documentation created by an orthotist or prosthetist shall be considered part of the patient s medical record. This new federal law recognizes the vital role certified orthotists and prosthetists play in the care of patients in need of orthotic and prosthetic services. The focus of the advocacy efforts at this year s Forum was in requesting support for multiple bills in Congress that impact O&P; including the Injured and Anthony Sertick, Jr., JD and Jim Lawson Amputee Veterans Bill of Rights, the Wounded Warrior Workforce Enhancement Act and the Medicare Orthotics and Prosthetics Improvement Act. Emphasis was also placed on asking congress members to put pressure on CMS to publish final regulations to implement the now 18-yearold BIPA Section 427 law establishing payment rules for custom fabricated orthoses and prostheses. In addition, ABC, NCOPE and the Academy sponsored a brunch for the current O&P students participating in the Forum. There were 17 students from all 13 O&P master s programs and the brunch was an opportunity to provide education and mentoring to support and enhance the students experience at the Policy Forum and on Capitol Hill. v O&P students representing the profession at the Policy Forum. 4

I n Case You Misse ABC Annual Report Available Online T T HE ABC Board of Directors has voted to combine the orthotist and prosthetist written certification exams and change the eligibility criteria for when a candidate can sit for the exam. Since all practitioner certification candidates are now graduates of a combined O&P master s degree program, the change is in keeping with the changing face of O&P education. ABC s written practitioner exams were created to test the knowledge of a post-residency candidate, but with the introduction of the O&P master s program, it became apparent that a combined exam testing the knowledge gained from the master s program was more appropriate. This past spring, Jim visited the technician students at Baker College and Spokane Falls Community College and will continue to meet more at Joliet Junior College and St. Petersburg Community College in June. There was a 100% participation among staff from all three organizations and participants raised an impressive $4,000. These donations will enable at least two children to attend this year s camp! In addition to ABC, AOPA and NCOPE staff, the Amputee Coalition s President and CEO, Jack Richmond and Director of Government Relations & Marketing, Dan Ignaszewski, also joined the group for the walk.
