FIRST AID COURSES - ADULT CARE Re: Standards of Practice for First Aid Courses in Adult Care Facilities With the proclamation of the new Community Care and Assisted Living Act, several sections of the Adult Care Regulations that contained wording such as "in the opinion of the medical health officer" or "acceptable to the medical health officer" were removed. These phrases are redundant as medical health officers now approve exemptions at the field level so long as there is no increased risk to health or safety. It has recently come to my attention that these amendments may cause particular problems with regard to the approval of first aid courses in residential care facilities, as a licensee could assert that the regulations now simply state, in section 4(4)(e) that a licensee must Ensure that persons in care have immediate access to an employee who is certified to administer first aid While it is recognized that there may be a need to provide some flexibility in approving first aid courses, there is also a need to ensure that staff of community care facilities have appropriate first aid training in order to ensure the health and safety of vulnerable adults in care. Under the new legislative framework it is reasonable to continue to accept first aid courses that had previous medical health officer approval. In addition, the Community Care and Assisted Living Act provides, in section 4(1)(e) that the Director of Licensing may Specify policies and standards of practice for all community care facilities or a class of community care facilities Therefore, as the issue of appropriate first aid training is one of significance for the protection of vulnerable persons in care, and the issue is of such significance that it must be addressed as quickly as possible, I am specifying the attached standards of practice. 2 DIRECTOR OF LICENSING STANDARDS OF PRACTICE FIRST AID COURSES - ADULT CARE 1. The training program instruction time is a minimum eight hours duration. 2. The training program is instructed by a fully qualified first aid specialist. 3. The training program issues an exam - based, expiry dated competency certificate to participants who successfully complete the program. 4. The training program is designed to instruct caregivers in providing first aid to children, youth and adults in residential settings. 5. The training program will provide instruction in the following competencies:. Emergency Scene Management. Patient Assessment. Unconsciousness and Fainting. Shock. Artificial Respiration. Choking. Wounds and Severe Bleeding. Bites - insect, animal, human. Dental Emergencies. Eye Injuries. Fractures of the Limbs (bone & joint injuries - icl. upper & lower limbs). Head and Spinal Injuries Cardiovascular Emergencies Cardiopulmonary resuscitation (CPR) - (including infant and child CPR when appropriate). Burns Electric Shock. Poisoning Environment Injuries (heat/cold) Medical Conditions (Diabetes, Epilepsy, Convulsions, Allergic Reactions) June 25, 2004
