2 Context and Scope HammondCare is an independent Christian charity that exists to improve quality of life for people in need. We specialise in aged and dementia care, palliative care, rehabilitation, mental health services for older people, and other related health and aged care services. HammondCare seeks to embed evidence based best practice in its services and we provide these services through sub-acute hospitals, home care, and residential aged care. Bringing these health, hospital and aged care services together, HammondCare has been able to develop innovative, flexible care models designed to serve people with complex health or aged care needs, regardless of their circumstances. HammondCare works to provide its staff with support, career development opportunities, education, responsibility and recognition, work/life balance, and satisfying roles. The role of the Operations Manager and Director of Nursing, North works within the Mission and of HammondCare to ensure operational performance of the sub-acute services within the area of responsibility and accountability. This role works with the General Manager, HammondCare Health to plan the delivery of care services and is accountable for ensuring that all aspects of operations achieve expected outcomes in accordance with the organisation s Future Directions. This role is also responsible for driving the strategic direction of nursing services and fostering the professional development of nursing staff. The breadth of this role requires a strong level of business acumen, people leadership skills and the ability to delegate responsibilities to others. This role allocates resources and makes a wide range of decisions that appropriately balance patient, client, staff and organisational outcomes. As a senior executive within HammondCare Health, this role is expected to provide a strong behavioural role model for others and to ensure the delivery of HammondCare s services in line with its Mission, Purpose and Values. The essence of this role: Establish overall direction and priorities, coordinating the efficient management of staff and volunteers within areas of responsibility in accordance with the Mission, Motivation and of HammondCare Provide operational management, leadership and coaching to senior Nursing, Allied Health and Medical teams, casual pool and agency nurses, administration staff, and domestic services. Support clinical leadership and business development of Palliative Care Services, Rehabilitation Services, Older People s Mental Health (OPMH), and Pain services Ensure the performance of staff and volunteers is provided at the highest standards of care to improve quality of life of patients Proactively consider ways to develop services. Managing the hospitals efficiently implementing process improvements and change when needed Initiate, lead and manage functions or projects as delegated or approved by the General Manager with a particular focus on establishing our differentiated services in line with Future Directions. Key Responsibilities 1.0 Leading and establishing a culture within the hospitals that aligns to HammondCare s Mission and principles of care. Lives the Mission leadership Actively develops and promotes the desired culture of HCH in line with HC s Mission. Articulates HC s principles of care and quality frameworks for
3 2.0 Strategic Planning with a particular focus on establishing our differentiated services in line with Future Directions Actively involved in the formulation of service development plans; articulation of management philosophy; development of strategic and operational policies and procedures for the overall management of allocated HCH sites. Support the General Manager in the development and implementation of the strategic direction of HCH services, actively participate and engage in policy decision making and operational implementation of Future Directions. Actively lead and provide support to others in establishing methods for implementing the principles of Continuous Quality Improvement. Establish an environment, which facilitates and promotes a culture of organisational learning and continuous improvement. Lead services in Palliative Care, Rehabilitation Services and Older People s Mental Health. Ensure the alignment of theory, principles of care, protocols and procedures with professional standards. Works effectively with others approaches delivery of care as it relates to subacute services and measures performance against this. Articulates and reinforces the organisation s Mission, Strategic Plans and objectives to staff and other stakeholders. Holds staff accountable to working within the principles of care. Services are aligned to HC Mission and this is a point of differentiation. Takes a major role in identifying future growth opportunities in sub-acute services. Examines trends as they affect service provision and makes plans to maximise the benefits or minimise the impacts of anticipated changes. Actively embraces innovation challenging the current state and looking for improvements in service delivery. Initiates quality improvement projects to address areas of concern and measures effectiveness of these projects. Works in collaboration with other Senior Managers on a range of projects and issues to ensure that there are no barriers or silos that hinder the effective operation of the whole organisation. Organises and manages resources as required for each project in accordance with the Approval and Delegations Policy and in consultation with the GM HCH.
4 Ensure that staff have access to the most current information in relation to service provision. 3.0 Operational Management & Activities Initiate and support efficiency measures and process improvements across nursing and patient care services. Advise and provide direction to department managers on the application and implementation of policies and procedures associated with patient care in each of the specialty clinical services: Palliative Care, Rehabilitation and Older People s Mental Health. Participate in organisational and external committees, projects and working groups at strategic and operational levels as delegated by the General Manager. Provide leadership to and facilitate regular meetings of the service managers. Ensure cost centre budgets are being managed correctly and that such cost centres are being operated within parameters of the relevance cost centre budget(s). Undertake activities or functions as required in the absence of the General Manager. Participate in regular NSLHD Executive/Managers meetings Lead and manage key whole of organisation functions or projects as delegated by the General Manager. 4.0 Staff Management Provide leadership, direction and coordination to staff, in relation to: professional delivery of clinical services, education and development, Approaches Focus is on quality of care and principles of care linked to MIA and patient outcomes. Judgements, decisions and actions are aligned to HC s MIA Collaborates with clinical units to develop and monitor financial performance against budget. Monitors and approves income and expenditure of Services within the established delegated authorities. Local policies and procedures are developed that align with corporate policies and procedures.
