1 Revised October 2013 Camcare was established in 1976 to meet the needs of people in the local area who sought community support. Camcare is a community-based organisation that operates from three sites at: Ashburton Camberwell Camcare delivers support services principally to individuals and families living in the City of Boroondara, and in addition the Integrated Family Services team provides family services support as part of Inner East Integrated Family Services Alliance to the Cities of Monash and Whitehorse. We seek to ensure the provision of high quality services, which will bring about significant improvements in the life and experience of the children, young people and families with whom we work. Camcare receives funding from local, state and federal governments. It also attracts funds through the support of private donations, philanthropic trusts and the community sector. General Information: Position title: Reports to: Organisation: Rate of Pay: Family Services Team Leader Manager, Counselling and Family Services Camcare Inc. $31.53 per hour (Social, Community, Home Care and Disability Services Industry Award 2010, Level 17) Hours of Work: 45 hours per fortnight (.6 EFT). An additional 15 hours per fortnight is available for direct service activities if desired to be negotiated with the selected candidate. Key Responsibilities: Supervision of family support caseworkers, in the delivery of best practice family services to the community. Liaison with the Department of Human Services. Liaison with the Inner East Integrated Family Services Alliance and local working groups. Page 1 of 5

2 Promote the safety, stability and development of vulnerable children, young people and their families, and to build capacity and resilience for children, families and communities. Position Objectives: The Team Leader will be expected to provide leadership and operational management to the Integrated Family Services Team, working in partnership with children, young people and families toward the achievement of their goals and the reduction of risks posed to children and young people s safety and well-being. The team leader will be required to. 1. Provide clinical supervision and operational management to team members, supporting a cohesive, creative and professional team structure. 2. Manage clinical risk according to the Best Interests framework. 3. Liaise and, where necessary, consult with Community Based Child Protection Team Leaders (CBCPTL). 4. Manage the waitlist and case allocation. 5. Manage referrals from Child FIRST. 6. Liaise effectively with the Inner East Integrated Family Services Alliance in support of a productive partnership model. 7. Attend weekly Allocation and other relevant meetings. 8. Through effective supervision and case practice, redress protective concerns and enhance family functioning whilst ensuring the safety and wellbeing of the child/ren, young people and family members. 9. Ensure compliance and ongoing quality improvement against DHS Registration Standards, particularly as they pertain to service delivery. Key Responsibility Areas: Clients: Ensure all IFS staff: Work within a child-focused, family-centered approach to service delivery; Undertake case management responsibilities, where appropriate; Undertake comprehensive strengths-based needs assessment of client families, with a particular focus on risk assessment for high need cases; incorporate both the individual and systemic perspective; Ensure staff utilize a full range of outreach strategies in order to engage with families who may be reluctant to use the service; Respond to client inquiries in a timely and professional manner; Page 2 of 5

3 Provide an in-home and agency based service as required; Work with families to strengthen parent capability to provide basic care, ensure safety and promote their child s development Work together with families to improve community connections and access to community resources. Support the family to achieve optimal family functioning. Establish a working relationship with families that demonstrates respect and honest communication, particularly about protective concerns and consequences; Negotiate realistic and achievable Child and Family Action Plans, in consultation with all family members and other relevant parties. Supervise the practice of appropriate client case planning processes, including individual action plan records for all client families. Liaise with agencies involved with the family, especially Child Protection and Inner East Integrated Family Services partners. Programs: Provide regular supervision to clinical staff. Participate and make an active commitment to the development and maintenance of a cohesive team. Attend and facilitate, where appropriate, staff meetings, team meetings and staff development training. Ensure that program requirements regarding case records, statistics and other data collection requirements are fulfilled. Review and develop program policies and procedures (including practice guidelines) and perform regular checks to ensure compliance with Registration Standards. Ensure familiarity with a range of recognized, relevant therapeutic approaches and strategies, relevant to working with families. Promote a learning culture, to ensure the team acquires new techniques and strategies that add to the service s repertoire of knowledge and skills. Participate in other duties as directed by the CEO. 4 Evidence of effective communication, collaboration and advocacy with the Inner East Integrated Family Services Alliance, and other community stakeholders in addressing protective concerns for client families. Working with families toward desired change, through direct case practice and/or support and supervision of team members. Qualifications: Relevant Tertiary qualifications in Social Work, Psychology, Youth Work or Child Health and Development are essential. Selection Criteria: Experience or demonstrated capacity to manage a team of practitioners in a community setting. Demonstrated skills in risk assessment and understanding of the Best Interests Case Practice framework. Demonstrated theoretical understanding and experience of individual and systemic casework practice. Demonstrated capacity to communicate effectively and negotiate with diverse stakeholders. Experience in working with families in crisis, including a capacity to practice active engagement. Ability to think broadly in relation to child and family action planning, at the same time focusing on specific issues for resolution. Effective verbal and written communication skills. Sound understanding and working knowledge of the Children, Youth and Families Act 2005 and the Child Wellbeing and Safety Act 2005 and other relevant legislation. Understanding of relevant service sectors, including the child protection system and mental health system. Computer skills in Microsoft Office packages. Good organizational and time management skills, and ability to be self directed. Experience in the community services sector, in particular in the child and family welfare system. Relevant Personal Characteristics: Ability to work harmoniously with a team of paid staff and volunteers. A strong customer service approach. Page 4 of 5

Employment is consistent with conditions under the Social, Community, Home Care and Disability Services Industry Award 2010 Some salary packaging is available. This position is subject to a probationary period of three months. A driver s license and access to own vehicle are required. Camcare has a fleet of vehicles that can be utilized for client work. Where use of own vehicle for workrelated purposes is required, reimbursement will be made at the prescribed rate. The position main base will be at our Ashburton site, but services may be required to be delivered from the Camberwell office and other locations at times. Pre-employment checks (including proof of identity, qualifications, driver s license and three referees) are required. Employment is subject to a satisfactory criminal records and Working with Children check. Ethical Requirements: All Camcare employees are required to adhere to Camcare s Code of Ethics.
