4 STATE ACTIVITIES ODOT I-71/670 PROJECT INFORMATION Starting in September, the ODOT I-71/670 project will get underway in Franklin County (Columbus). This major interstate construction project, that when complete, will more safely move people, goods and services through Columbus and to the downtown neighborhoods. Some road closures will start in September, while the biggest impact to traffic will occur in November. Click on or call (877) for more information before you travel. This information is also posted on our website at OPERS ANNOUNCES EXECUTIVE DIRECTOR The Ohio Public Employees Retirement System (OPERS) announced that the Board of Trustees has chosen Karen Carraher, OPERS director of finance, as executive director. Carraher had served as interim executive director since Feb. 28. Her appointment is effective immediately. Carraher joined OPERS in December She had served as the director of business services for the Ohio Education Association and was controller for both Mount Carmel Health and Riverside Methodist Hospitals. Carraher began her career as an audit manager with the accounting firm Ernst & Young. Carraher earned her Bachelor of Science degree in business administration from The Ohio State University and her Master s degree in business administration from Capital University. She is a certified public accountant. KASICH ADMINISTRATION ROLLING OUT JOBSOHIO Governor John Kasich's administration is holding meetings with local officials, business and community leaders and citizens across Ohio to discuss details of JobsOhio, the state's innovative approach to job retention and creation, and the newly defined role of the Ohio Department of Development. The first of six regional meetings was held Aug. 16 in Dayton. Mark Kvamme, Interim Chief Investment Officer and President of JobsOhio, talked about the need to speed up the process of providing necessary assistance to companies looking to stay or expand in Ohio or move into the state. He also emphasized the importance of state, regional and local officials working together toward a common goal. "It is going to be essential that we at JobsOhio work closely with our regional and local economic development partners to grow our existing businesses and attract new business," he said. JobsOhio will oversee many of the development efforts once led by the Ohio Department of Development, including working with city and county development agencies to help draw employers to the state and retain businesses and top talent in Ohio. The meeting was hosted by the Dayton Development Coalition, which is one of six regional economic development agencies that will lead job-creation efforts at the local level as part of the JobsOhio Network a partnership between the tech-friendly Ohio Third Frontier and JobsOhio. The lead organizations in the Network are: Cincinnati USA Partnership; Columbus 2020!; Appalachian Business Council; Team NEO; and Toledo Regional Growth Partnership. All local officials are welcome to attend the events and interested parties should contact their regional agency. More information can be found at Once JobsOhio is fully funded it will take over many of those job-creation responsibilities from the Ohio Department of Development. Development will continue to process state-directed incentives, such as jobcreation and retention tax credits and community redevelopment programs to help gain and retain jobs. Development Director Christiane Schmenk, said, We ll be looking for the first set of results about a year from now, and I think we ll see increased jobs and the metrics move forward quickly." 4

5 Schmenk, Kvamme, and Jeff Hoagland, president and CEO of the Dayton Development Coalition, said the reorganization will result in better coordination and teamwork from local government up to the state level. "We have strong ties with the counties in our region," Hoagland said, "and this will only make those ties stronger. One of the things that JobsOhio will measure is how we involve all of the governments and agencies in our region." FEDERAL ACTIVITIES A NATIONAL MOMENT OF REMEMBRANCE U.S. Senator Frank Lautenberg (NJ) has sponsored and received unanimous support for his resolution, S. R. 237, A National Moment of Remembrance at 1:00 p.m., EDT on September 11, 2011 to stop and remember those we lost in the September 11th attacks. The senator calls for counties, cities and towns across America to sound sirens and ring bells at 1:00 p.m. EDT. NACo ACTIVITIES THE WILDS RECEIVES 5-STAR RESTORATION GRANT The National Association of Counties will award more than $133,442 as part of the 2011 Five Star Restoration Program grants to six high-quality, community-based projects to support habitat and wetlands restoration in counties across the nation. Five Star funds act as seed money by leveraging additional funds and services. Projects involve cooperation between local government officials and agencies, community groups, businesses, schools and environmental organizations. Guernsey County will receive $20,000 for The Wilds, a wildlife conservation center affiliated with the awardwinning Columbus Zoo and Aquarium, to restore a currently low-quality wetland and riverbank zone located in the Lower Muskingum Watershed. The Wilds are located in Muskingum County. Project partners will install and maintain pools and riverbuffers. The second season of the project will be devoted to intensive invasive species management and monitoring to ensure native species establishment. The Wilds will implement photo documentation for public outreach and education. 5

6 The Wilds is a private, non-profit conservation center located on nearly 10,000 acres of reclaimed mine land in Muskingum County. It was created as the conservation center of the future by a group of civic leaders, political leaders and zoo professionals who believed that a serious scientific approach was required to find solutions to environmental concerns. From its inception, The Wilds has been envisioned as a facility that combines cuttingedge conservation science and education programs with unique visitor opportunities. For more information, go to NEW ONLINE GAME COUNTIES WORK NACo, together with icivics, has created an online game, "Counties Work," to educate students in grades 6 through 12, about the important role and functions of county government by letting them run their own county. A curriculum and web quest has also been developed to assist teachers with preparing lessons on county government. CONFERENCES/SEMINARS/WEBINARS 2011 CHILDREN S REGIONAL BRIEFINGS Help Make the Future Bright for Ohio s Children is the theme for the Voices for Ohio s Children regional briefings to be held around the state for anyone who cares about the future of kids! Topics include the outcomes of the state budget, community budget cuts, role of Educational Service Centers, federal issues, and National Health Care Reform update. The individual selected, upon successful completion of the probationary period, will assume the joint responsibilities of Director/Fiscal Officer. Applicants should possess a strong work ethic, work well with others and be able to balance program, fiscal, personnel and external issues. The selected candidate will initially assist the current Director in: developing and monitoring the agency s two million dollar plus budget, assuring the agency conforms to federal, state and local policies and procedures, managing the purchasing of supplies, equipment and services and the processing of billing statements for payment, and preparing and submitting financial reports to the state in a timely and accurate manner. Upon assuming the role of Director, the individual will additionally oversee all personnel and public relations functions and will be responsible for administering all agency programs and activities of Public Assistance and Children Services Department. At a minimum, the candidate must be proficient using Microsoft Excel spreadsheets and have five years administrative or managerial experience, including in fiscal aspects of an organization, agency program or operational area and in assisting in the development and implementation of policies, programs and procedures. At least two of the five years must have been as a supervisor over subordinate staff. Prior experience in Job and Family Service fiscal operations and a background including a Bachelor s Degree in business administration, public administration, finance or accounting is preferred. Salary range commences at $60,000. The position has an FLSA Professional Exemption and is Unclassified.
