OHIO PUBLIC EMPLOYEE RETIREMENT SYSTEM - COUNTY COMMISSIONERS HANDBOOK CHAPTER UPDATED Over the decades, CCAO has published four editions of the County Commissioners Handbook and distributed copies to all counties. Since the first edition, the Handbook has grown to nearly 1,000 pages and publishing an updated copy of all chapters in a timely manner is nearly impossible. Due to technology changes and the high cost of publishing a hard copy, the Handbook will be published on our website. Recently, Chapter 68 Ohio Public Employer Retirement System was updated. 2 directed to Cheryl Subler, Managing Director of Policy, at (614) , (888) or COUNTY DATA EXCHANGE BULLETIN PROVIDES ORGANIZATION OF COUNTY JOB & SERVICE DEPARTMENTS FAMILY Attached to this edition of CIDS is County Data Exchange (CDE) Bulletin which provides the current designations of how various human service programs are administered at the local level. Commissioners may have the County Department of Job and Family Services (CDJFS) administer not only public assistance programs, but also children services, child support, and workforce development. As an alternative, commissioners may designate stand alone public children service agencies, child support enforcement agencies, and workforce development agencies to fulfill these functions. Commissioners also may designate any public or private entity to serve these roles. Information is posted on the front page of our website at Learn from experts the financial challenges facing County Alcohol, Drug Addiction and Mental Health Boards as they provide mental health and substance abuse prevention, treatment and support services in an era of limited resources. This program will feature the role of behavioral health boards in the community, the cost savings to county and other governments resulting from effective behavioral health programs, the funding crisis that Ohio s Behavioral Health Boards have experienced and the Ohio Association of County Behavioral Health Authorities (OACBHA) proposed solution to this funding crisis. The ring was designed at the request of current and former county commissioners under the guidance of CCAO. BIHN Former Mercer County Commissioner George J. Bihn, 99, died on June 8. His public service included serving as Mercer County Commissioner from , president of the NW District Commissioners and Engineers Association, chair of the County Planning Commission, chair of the advisory board of the County Department of Human Services, and a Gibson Township Trustee. On the state level, he served as a state director of the Ohio Public Employee Retirement System Board. NORMAN A. MURDOCK Norman A. Murdock, 78, a former State Representative who was later elected a Hamilton County Commissioner and judge, died of natural causes on September 11. Norm began his political career spanning four decades in the early 1960 s as a Delhi Township clerk. He served the 21 st House District in the Ohio House of Representatives from , Hamilton County Commissioner from , and Hamilton Common Pleas Court Judge from Norm served in the U.S. Army as a forward artillery observer. He graduated from Xavier University with an accounting degree and from the University of Cincinnati with a law degree. OSU EXTENSION ACTIVITIES NOW THAT EMERALD ASH BORER IS HERE WHAT IS THE PLAN? As of September 8, all 88 counties of Ohio are quarantined as a result of the Emerald Ash Borer (EAB). The quarantine stipulates that ash materials and hardwood firewood cannot be taken from a quarantined area into a non-quarantined area. Despite the fact that quarantining the whole state will allow for ease of movement of ash materials and hardwood firewood, it is recommended that Ohioans continue to exercise caution when moving these materials. The federal quarantine, enforced by the U.S. Department of Agriculture, remains in effect. This quarantine makes it illegal to transport ash trees, parts of ash trees and all hardwood firewood out of the state of Ohio. Ash trees infested with the emerald ash borer typically die within five years. The EAB belongs to a group of metallic wood-boring beetles. Adults are dark green, one-half inch in length, one-eighth inch wide and fly from early May until September. Larvae spend the rest of the year beneath the bark of ash trees and leave D- shaped holes in the bark about one-eighth inch wide when they emerge as adults. 3

4 Now that Ohio has been declared quarantined by the Ohio Department of Agriculture, what should we expect in the way of damage to not only the ash trees but the impact of the loss of ash trees on other shrubs and trees? In addition, what will be the impact on birds and wildlife? EAB INFORMATIONAL PROGRAM: To help answer these and other questions regarding the direct and indirect damage done by the EAB, OSU Extension Greene County and the Greene County Master Gardeners are offering an informational program on Wednesday October 27 from 9:00 a.m. to 1:00 p.m. at the OSU Extension Office, 100 Fairground Road, in Xenia. Topics to be presented: Mechanisms of Host Resistance to The EAB and Ecological Impacts of Widespread Ash Mortality in Cities and Forests. For more information call (937) or Barb Mills at or STATE ACTIVITIES PUBLIC RECORDS TRAINING REMINDER Pursuant to House Bill 9 (126th General Assembly), all elected officials or their designees are required to attend a three-hour public records certification course (per term of office). The Auditor of State and Attorney General provide the required training for this course and have scheduled numerous public records sessions throughout Ohio. Shared services produce shared savings for a growing number of local governments, schools and community organizations in Ohio. Go to and search for examples to see how governments are working together to save money. You can search by county (or click on the interactive map) or subject to find ways to inspire your own community s efforts to partner with others and offer quality services a lower cost. NOVEMBER ELECTION ISSUES SUMMARY In addition to candidate races, there is a total of 1,750 separate ballot issues appearing on an November 2, 2010 General Election Ballot in Ohio: 2 bond issues (10 are school issues) 1,059 tax issues (169 are school issues) 301 local liquor options 8 combination questions 2 are school bond issues with a tax levy 1 has two school bond issues and a tax levy 1 is a school bond issue with two tax levies 4

5 4 are school income tax questions with a bond issue 370 miscellaneous questions 23 electric aggregation questions 4 gas aggregation questions 234 charter amendments 22 zoning amendments 64 tax changes (28 are school issues) 23 miscellaneous questions FEDERAL INFORMATION CENSUS BUREAU ANNOUNCES FINAL MAIL PARTICIPATION RESULTS; 78% RETURN RATE IN OHIO The U.S. Census Bureau announced Thursday that 74 percent of households in the United States filled out and mailed back their 2010 Census questionnaire, matching the final mail participation rate achieved in 2000 Census. The final 74 percent mail participation rate includes an additional 2 percent of households that mailed back their forms after April 27, when the U.S. Census Bureau announced a 72 percent participation rate. The 2010 final mail participation rate in Ohio was 78 percent, one percentage point lower than in You can access the final mail participation rates for the nation, states, counties, cities, towns and neighborhood level by clicking on the following link: For more information, please visit: NACo ACTIVITIES 2010 COUNTY SUSTAINABILITY STRATEGIES According to a new survey from the National Association of Counties (NACo), counties are implementing innovative green government strategies and have seen cost-savings as a result. The NACo Green Government Initiative in June surveyed all 3,068 counties on their current and future sustainability strategies, priorities, and the challenges. Responding to the survey were 572 counties or 18 percent. NACo thanks to the following Ohio counties that responded: Ashtabula, Athens, Brown, Clermont, Cuyahoga, Darke, Franklin, Hamilton, Lake, Logan County Solid Waste Management District, Montgomery, Noble, Stark, and Wyandot County Sustainability Strategies survey key findings: 58 percent affirmed that their county has sustainability strategies underway; 45 percent sais the more important benefit is cost savings; Energy efficiency, renewable energy generation, and waste management are the most common sustainability efforts; Funding is the most significant challenge inhibiting counties from accomplishing all sustainability strategies. Staffing is the second most cited challenge; and a Majority of respondents would like to further invest in energy efficiency & renewable energy, waste management, green building construction/renovation, water conservation/reuse and green purchasing, local food systems, and green economic development. 9 Bulletin October 22, 2010 ORGANIZATION OF COUNTY JOB AND FAMILY SERVICE DEPARTMENTS County commissioners are given broad discretion with respect to how various human service programs are administered at the local level. Commissioners may have the County Department of Job and Family Services (CDJFS) administer not only public assistance programs, but also children services, child support, and workforce development. Conversely, commissioners may designate stand alone PCSAs, CSEAs, and WDAs to fulfill the child support, children services, and workforce development functions. Commissioners also have the option to designate any public or private entity to serve these roles. Often these county departments are referred to as double, triple, or quadruple combined agencies. Yet, regardless of which entities a county designates to perform these roles, each entity must follow all legal requirements. Commissioners may change the designation, but must strictly follow the provisions of ORC Section and Ohio Administrative Code Sections 5101: and 5101: The following table shows the current designations.
