In a collaborative effort, OSU Extension Medina County and the North East Regional Office have invited CCAO/CEAO to meet together on August 19-21, 2009 in Medina County (Wadsworth). Together with OSU Extension, Commissioners Pat Geissman, Stephen Hambley, and Sharon Ray and County Engineer Mike Salay will co-host this joint summer meeting at the Galaxy Restaurant & Banquet Center, in Medina County

2 (Wadsworth). This is the first time that our three organizations will meet together. The theme of the meeting will be Effective Government Through Collaboration. Taking tight county budgets into consideration, OSU Extension invited CCAO/CEAO to meet together instead of holding both the CCAO/CEAO Annual Summer Conference and OSU Extension County Commissioners Days. The CCAO Communication and Education Committee has been considering different options for meetings during the past few years. In addition, CCAO has sought the input from our affiliate members. PUTNAM COUNTY TO HOST NW DISTRICT JULY 20 Join Putnam County Commissioners Vincent Schroeder, John Love, and Travis Jerwers and County Engineer Terrence Recker on Monday, July 20 for the Northwest Ohio Commissioners and Engineers Association Quarterly Meeting to be held at Pike Run Golf Club, County Road H, in Ottawa. Tours of Poet Biorefinery, Pro-Tec Coating, and the Putnam County 24-hour Recycling Center will depart at 12:00 noon. Golf tee times will begin at 12:00 noon at Pike Run. Greens fees: $23.00 (includes 18 holes and a shared cart). Golf registration deadline: July 13. The business meeting will begin at approximately 4:00 p.m. followed by the social hour and dinner. The focus of this meeting will be on criminal justice issues and you are urged to invite members of your staff who might be interested in this topic to attend. Topics to be discussed include sentencing reform and public defender issues. In addition, a criminal justice roundtable discussion will take place after lunch. CCAO STAFF UPDATE WELCOME SHERRI NOLL! CCAO is pleased and excited to announce a new addition to the staff. On July 16, 2009, Sherri Noll will be the new CEBCO Managing Director of Health & Wellness. The name Sherri Noll may seem familiar to many of you and it should. Many of you may have already met Sherri or have seen her at one of our conferences or golf outings as she often participates in these events. 2

3 From Sherri worked for PENCo/WILLIS and her responsibilities included sales and service of the CORSA pool. Sherri comes to us from Wichert Insurance Services in Westerville where she served from 1999 to the present as sales manager, assistant vice president, and account executive. One of her many duties included responsibility for sales and service of health products of an agency specific program. AFFILIATE ACTIVITIES 2009 CCC/EAPA REGIONAL MEETINGS The County Commissioners Clerks and Engineer s Administrative Professional Association of Ohio (CCC/EAPA) has scheduled regional meetings to share information and network with other clerks. CCC/EAPA is comprised of county commissioners and engineers office staff. All commissioners clerks and engineers administrative professionals are welcome to network with this most informative organization. The board works hard to provide educational workshops and training opportunities at summer and winter conferences. Regional information and networking luncheon meetings are a priority with CCC/EAPA. You are encouraged to join this yahoo group at STATE ACTIVITIES STATEHOUSE GETS NEW ADDRESS Capitol Square Review and Advisory Board, the agency that runs the Statehouse, announced that the building has received a new mailing address: 1 Capitol Square. The new address, which becomes effective on July 4, was established to make mail and package delivery to the building more simple. 4 STATE OF OHIO NSP 2 APPLICATION As part of the American Recovery and Reinvestment Act of 2009, Congress allocated $2 billion to the Neighborhood Stabilization Program (NSP) 2. The NSP 2 funds will be awarded competitively to eligible local governments, state and nonprofit organizations. The application deadline is July 17, The Ohio Department of Development s (ODOD) Office of Housing and Community Partnerships (OHCP) will submit a NSP 2 application requesting approximately $50 million. The funds must be expended to establish financing mechanisms for the purchase and redevelopment of foreclosed upon homes and residential properties, including such mechanisms as soft-seconds, loan loss reserves and shared-equity loans for lowand moderate-income homebuyers; purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon, in order to sell, rent, or redevelop such homes and properties; establish land banks for homes and residential properties that have been foreclosed upon; demolish blighted structures; and redevelop demolished or vacant properties as housing. The proposed State of Ohio NAP 2 target areas include selected Census tracts in the following 33 counties: Adams, Allen, Belmont, Brown, Clinton, Columbiana, Coshocton, Crawford, Darke, Fairfield, Fayette, Guernsey, Hancock, Harrison, Highland, Jefferson, Licking, Marion, Medina, Meigs, Morgan, Morrow, Muskingum, Perry, Pike, Portage, Putnam, Ross, Scioto, Seneca, Van Wert, Vinton, and Wood. The methodology used to determine the Census tracts to include in the state s application is posted on In addition, during the NSP 2 application planning process, ODOD contacted Ohio s entitlement communities and determined that 18 Ohio counties will apply directly to HUD for NSP 2 funds. In general, entitlement communities are urban cities with a population of more then 50,000 or urban counties with a population of more then 200,000. OHIO HOUSING LOCATOR The Ohio Housing Locator was conceived, funded and developed by a collaboration of five Ohio state agencies: Aging, Job & Family Services, Development, Housing Finance, and Developmental Disabilities. Designed as a free, web-based, landlord registry, currently has more than 1,500 rental properties listed in 88 counties, and more register each day. Property management companies control the information, and can update prices, vacancies and other information 24/7. More than 100 other web sites include a link to the Ohio Housing Locator, including state and federal government agencies, public libraries, community action agencies, county Departments of Job & Family Services and area agencies on aging. More than 3,700 visitors use the Ohio Housing Locator web site each month to search for affordable, accessible rental housing, and that number is growing. A federal grant from the Ohio Developmental Disabilities Council is enabled the agencies to do outreach and market the Locator. 5 FEDERAL ACTIVITIES RECOVERY ACT REPORTING GUIDANCE RELEASED; NACo RELATED WEBINAR JULY 16 On June 22, the White House Office of Management and Budget released the guidance for reporting on activities and projects funded by the American Recovery and Reinvestment Act. The first report is due Oct. 10. In addition to the guidance, a list of all programs under the Recovery Act subject to reporting and a data model were also released. This position is responsible for administering/coordinating various programs related to labor and employee relation activities under the direction of the human resources director.
