2 Targeted Community Alternatives to Prison Grant Pre-Announcement PURPOSE: This Pre-Announcement is meant to provide Ohio County Board of Commissioners and Ohio County Court of Common Pleas Administrative Judges with advanced notice of the Ohio Department of Rehabilitation and Correction s (ODRC) intent to release a formal solicitation regarding the Targeted Community Alternatives to Prison (T-CAP) grant on or about July 17, ODRC is providing this information to allow County Board of Commissioners and Common Pleas Court Administrative Judges the opportunity to begin preparations prior to the opening of the formal solicitation period. This announcement provides estimated dates for the various events in the submission process, selection process, and grant period. While these dates and guidelines are subject to change, prospective Counties should be prepared to comply as indicated. BACKGROUND: House Bill 49 codified in part the TCAP pilot project DRC has been administering by prohibiting certain felony 5 offenders from serving prison terms in DRC on and after July 1, The provision will apply to the ten most populous counties and voluntary counties whose boards of commissioners and the administrative judge of the general division of the court of common pleas agree to have the counties participate. An additional $58 million in funding is available for the counties to manage locally the targeted population. 3 ELIGIBILITY & REQUIREMENTS: All Ohio counties are encouraged to apply. Newly created ORC requires the submission of a Memorandum of Understanding (MOU) which must include: (1) plans by which the county will use grant money provided to the county in state fiscal year 2018 and succeeding state fiscal years and (2) specifies the manner in which the county will address a per diem reimbursement of local correctional facilities. GRANT BENEFITS: Grantees can use this grant to cover a wide array of expenses associated with local supervision and programs. This includes costs associated with personnel (salaries and fringe benefits), general operating expenses, program expenses (non-residential or residential) and equipment. Essentially, the dollars associated with this grant can be used broadly to enhance or augment existing community corrections, supervision and criminal justice services. Capital improvement expenses cannot be covered by this grant. RFP SUBMISSION AND REVIEW: All MOUs must be submitted as instructed in the solicitation that will be released in the near future. DRC will fund all counties who submit acceptable MOUs. The two (2) year totals in the chart below depict the current projected funding amounts available per county. Grant totals will be finalized when the funding is awarded. T-CAP FUNDING AVAILABLE BY COUNTY: T-CAP grants will account for an additional $19M in FY18 and an additional $39M in FY19 for a total of $58M over the course of the biennium. Specific funding amounts per county for the 2- year grant were determined by a weighted formula that considered factors such as county population, case filings, and the number of non-violent, non-sex, non-mandatory Felony 5 commitments serving one year or less averaged over a three-year period. 3
