2 What to Expect from the Webinar Two main components: 1. A walk through of the applica9on requirements as laid out in the RFA. Several of you have thoroughly read the RFA, but several have not. Let s all get on the same page. 2. A Ques9on and Answer session. You may already have ques9ons. More may come up during the walk through of the RFA. I will answer as many as I can. Remember: if you have a ques9on, type your ques9on in the chat, but please start it with three ques9on marks.

3 Purpose/Background The Basic Skills Partnership Pilot Program was created in response to two observa9ons: CSUs have thousands of students needing basic skills instruc9on. CCC have experience working with basic skills students which has led to an infrastructure that connects instruc9on and student services as well as effec9ve strategies for helping these students complete. It s a match made in educa9on!

4 Purpose/Background cononued This program seeks to pilot efficient and effec9ve methods of coordina9ng remedia9on instruc9on and services between the CCC and CSU systems o to beper meet the needs of students o to beper leverage resources between the two public higher educa9on systems to serve the needs of these students.

5 Purpose/Background cononued This is to be achieved through the implementa9on of partnerships between community college districts (or mul9ple districts in consor9um) and at least one CSU campus. To the extent possible, you are encouraged to include school districts with high schools in your proposal. Proposals should center on models of evidence- based remedial educa9on development, instruc9onal redesign, or program expansion.

6 ObjecOves In the applica9on, you must propose to implement the objec9ves summarized below. Funding can be used for the following items. 1. Collabora9on between community colleges and CSU campuses to develop and provide effec9ve instruc9on in basic skills at CSU campuses and/or community colleges/ other sites. 2. Processes and procedures for iden9fying and direc9ng students from one system to the other.

7 ObjecOves cononued 3. Integra9ng CCC instruc9on with programs at CSU campuses. 4. Iden9fica9on of fiscal impact for the CSU campus. 5. Use of effec9ve evidence- based instruc9onal strategies and prac9ces.

Use of student success data, including high school course comple9on data, to inform the delivery of basic skills instruc9on. 8. BePer ar9cula9on of English and mathema9cs instruc9on between high schools, community colleges, and CSU campuses.

9 Regional Project Zones Based on a review of the distribu9on of these students in the state, the Chancellor s Office has established three regional zones defined by CSU campuses need:

10 The top 10 CSU campuses with students needing some pre- colligate coursework exist within the Southern and Central zones and have 67% of all students requiring instruc9on in English or Math. Based on this concentra9on these two zones will be awarded two regional projects each. The Northern zone will be awarded one regional project. Community colleges are encouraged to form consor9a with other community colleges in the regional zones to serve mul9ple CSU campuses. Regional Project Zones

14 InstrucOons and SpecificaOons

15 Eligibility All colleges within California Community College Districts may apply. The grants shall be awarded regionally and will be based on the projected success of the applicant districts in maximizing the following factors, which are listed below in order of decreasing priority (Ed Code 88700(d)(2)): 1. The number of students enrolled, or who will enroll, at CSU campuses and who would benefit from access to instruc9on in basic skills at the community colleges par9cipa9ng in the applica9on (Ed Code 88700(d)(2)(A)). 2. The number of CSU campuses par9cipa9ng in the applica9on (Ed Code 88700(d)(2)(B)). 3. The number of community college campuses par9cipa9ng in the applica9on (Ed Code 88700(d)(2)(C)). 4. The likelihood that the project would be implemented effec9vely (Ed Code 88700(d)(2)(D)). 5. The use of effec9ve evidence- based instruc9onal strategies and prac9ces the community colleges have implemented for the delivery of basic skills instruc9on. Community college districts are encouraged to align the delivery of basic skills instruc9on with CSU campus programs that will accelerate the progress of underprepared students toward college comple9on (Ed Code 88700(d)(2)(E)). The Chancellor s Office reserves the right to make the final selec9on of the projects. This RFA may be reissued un9l all funds are allocated.

16 Rubric/Scoring Criteria All applica9ons will be evaluated and ranked on the basis of the following criteria:

17 Rubric/Scoring Criteria To qualify to be recommended to the BOG, an applica9on must receive at least 70 points. Such applica9ons provide in- depth evidence of abili9es defined by the specifica9on provide specific descrip9ons of how the requirements will be accomplished provide clear, detailed illustra9ons of a successful Basic Skills Partnership Pilot Program. Applica9ons that earn less than 70 points do not qualify to be recommended to the BOG. These applica9ons may lack the requirements defined within the applica9on specifica9on lack descrip9on in one or more areas of the applica9on be significantly deficient concerning the applica9on requirements

18 ApplicaOon Format and InstrucOons All ques9ons must be answered. Requested data must be supplied. All narra9ve por9ons of the applica9on should be ü in 12 point ü In Arial font ü single spaced ü with minimum 1 margins. There can be a one- page applica9on cover.

19 Need (Statement of Problem) Please limit to four (4) pages. In a narra9ve format, Describe the problem that this proposed program will be addressing. Describe the college and district, including demographics, regional characteris9cs, enrollment data, and experience working with CSU campuses and secondary schools over the last five years on ways to improve college readiness. Evaluate the college s efforts, resources, and support in addressing the needs of basic skills students using Basic Skills Ini5a5ve and other programs funds where applicable for the proposed instruc9onal partnership pilot program.

20 Response to the Need The grants shall be awarded based on the projected success of the applicant districts in maximizing the following factors, which are listed below in order of decreasing priority: 1. 21 Response to the Need Please limit to eight (8) pages. In a narra9ve format, address the consor9a s need for this program. Describe how this proposal develops, enhances, improves, or expands exis9ng collabora9on efforts. Your applica9on plan must do the following: Include a list of the community colleges and the CSU campuses that will work jointly to develop effec9ve instruc9on in basic skills and provide instruc9on to focus on students enrolled, or who will enroll, at CSU campuses.

22 Response to the Need cononued Include a commitment from the CSU campuses listed in paragraph (1) that these campuses will direct students to instruc9on at community colleges. (Note: can be included in the leper of support from the president in sec9on (d) below.) Include a narra9ve explaining the strategy for direc9ng students to instruc9on at community colleges and integra9ng this instruc9on with programs at CSU campuses.

23 Response to the Need cononued Include a leper from each of the presidents of the CSU campuses listed in the applica9on pursuant to paragraph (1) indica9ng support for the plan and iden9fying the fiscal impact for par9cular campus. Include a narra9ve describing any effec9ve evidence- based instruc9onal strategies and prac9ces the community colleges have implemented for the delivery of basic skills instruc9on and any efforts the community colleges have made to incorporate effec9ve evidence- based instruc9onal strategies and prac9ces within the delivery of their basic skills instruc9on.

24 Response to the Need cononued Include a narra9ve describing how faculty was involved in the development of the plan. Include a narra9ve describing if and how the community college district intends to incorporate the use of student success data to inform the delivery of its basic skills instruc9on. Include a narra9ve describing the measures the community colleges listed pursuant to sec9on (a) will undertake to collaborate with local school districts serving kindergarten and grades 1 to 12, inclusive, to beper ar9culate English and mathema9cs instruc9on between high schools located in the community college district and the community colleges and the CSU campuses listed in sec9on (a) above

25 Workplan Use form in Appendix A: One objecove per form The program workplan has three components. You must clearly address all three components which are scored individually. Workplan Objec9ves: Minimum required objec9ves (listed in sec9on D) should be itemized, numbered, and stated in measurable terms in the workplan. Workplan Procedures/Ac9vi9es: The objec9ves should be linked to procedures with ac9vi9es, 9melines, and responsible person(s). Workplan Performance Outcomes: The performance outcomes for each objec9ve must be measurable and quan9fiable.

27 Program Management Please limit to two (2) pages Describe your district s capabili9es and knowledge in conduc9ng and administering state funded projects. Describe your district s ability to collect and report financial and student performance data as required. Iden9fy experienced and appropriate program administra9on and support staff with sufficient 9me allocated to ensure success for the Basic Skills Partnership Pilot Program.

Provide an organiza9onal chart for the Basic Skills Partnership Pilot Program. (Not part of the two- page limit.)

29 ApplicaOon Budget Summary & Detail Complete ApplicaOon Budget Summary and ApplicaOon Budget Detail Sheet (forms in Appendix A) Round off to the nearest dollar. Indirect administra9ve costs (overhead) will be 4% of the total direct costs (line 9 of the applica9on Budget Summary) Failure to provide complete budget informa9on in the format required may result in applica9ons not being reviewed for funding considera9on. The district/college Chief Business Officer s signature is required on the Applica9on Budget Summary (no black ink). For travel (Object 5000), district travel and reimbursement policies apply. Only travel necessary to the project is allowed. List travel purpose and es9mated cost.

32 Data CollecOon and ReporOng On or before February 01, 2017, your district must provide all of the following informa9on to the Chancellor's Office: a. The number of students enrolled, or who will enroll, at California State University campuses who were provided, or are being provided, instruc9on by community colleges pursuant to the adopted plan. b. The number of students who successfully completed basic skills instruc9on at the community colleges, defined as demonstra9ng competency on CSU assessments or successful comple9on of appropriate college- level courses. c. The number of students provided instruc9on at the community colleges who subsequently enrolled at a CSU campus and demonstrated competency on CSU assessments or successful comple9on of appropriate college- level courses. d. To the extent available, first- year reten9on and success rates at the CSU of students who received basic skills instruc9on at the community colleges pursuant to the plan.

A qualita9ve descrip9on of the local successes or challenges that community colleges encountered when partnering with CSU campuses to provide instruc9on in basic skills to students enrolled, or who will enroll, at those campuses. f. A narra9ve describing the use of effec9ve evidence- based prac9ces by the community colleges to deliver basic skills instruc9on to accelerate the progress of underprepared students toward achieving postsecondary educa9onal and career goals. This narra9ve shall also include a descrip9on of the efforts of the community colleges to implement or expand the use of effec9ve evidence- based prac9ces to deliver basic skills instruc9on. g. A narra9ve describing the measures implemented by the community college district to collaborate with local school districts serving kindergarten and grades 1 to 12, inclusive, to beper ar9culate English and mathema9cs instruc9on between high schools located in the community college district and the community colleges and the CSU campuses listed in number 1 above.

34 AddiOonal ConsideraOons Overall Feasibility of the Project: The reviewers will be making a judgment as to whether the project is realis9cally capable of apaining the required and proposed outcomes.

36 Submission Requirements Submit an electronic copy of the en9re applica9on in a PDF format via electronic mail ( ) Submit three hard copies of the applica9on including required forms (Appendix A). Staple the applica9on in the upper lek- hand corner. Use 8-1/2 x11 white bond paper only. Please do not use binders or other covers and do not include appendices or other supplemental informa5on unless specified in the Request for Applica5on.
