3 Purpose/Background SB 1391 (Hancock) CDCR and CCCCO Interagency Agreement Lead to degrees or certificates Reduce recidivism and gain employment Emphasis on face-to face instruction Assessment and student services

4 Instructions and Specifications 1. Submit only one application per district 2. Collaborate and share information 3. Assist in preparing a report to the legislature and the Governor on or before July 31, Undergo training related to providing instruction in a correctional environment

5 Eligibility Districts are eligible to apply if one (or more) of the identified CDCR 13 Reentry Hubs is located within the college district boundaries. Avenal State Prison (ASP), Avenal, Kings County Central California Women s Facility (CCWF), Chowchilla, Madera County California Institution for Men (CIM), Chino, San Bernardino County California Institution for Women (CIW), Corona, Riverside County California Men s Colony (CMC), San Luis Obispo, San Luis Obispo County Correctional Training Facility (CTF), Soledad, Monterey County Chuckawalla Valley State Prison (CVSP), Blythe, Riverside County Folsom Women s Facility (FWF), Folsom, Sacramento County High Desert State Prison (HDSP), Susanville, Lassen County Ironwood State Prison (ISP), Blythe, Riverside County California State Prison, Los Angeles County (LAC), Lancaster, LA County Substance Abuse Treatment Facility (SATF), Corcoran, Kings County Valley State Prison (VSP), Chowchilla, Madera County

6 Minimum Required Objectives Align the objectives and outcomes of inmate education grant based funding and inmate education apportionment funding Priority will be given to programs that result in degrees or certificates that lead to transfer or employment in high-growth, high-need careers

7 Grant-Based Funding Objectives 1. Sustainable and scalable 2. Introduce innovative ideas 3. Strengthen student support services 4. Collect data and inform field 5. Report on best practices

8 Apportionment-Based Funding Objectives 1. Offer college-level instructional programs 2. Prepare incarcerated students to enter professions that provide a living wage and career ladder 3. Provide articulation and support services

9 Application Format and Instructions All questions must be answered Requested data must be supplied Use 12 point, Arial font, single spaced, and with minimum 1 margins There can be a one-page application cover Table of Contents

10 Need (Statement of Problem) Please limit to four (4) pages a. Description of the proposed program b. Description of the college and district c. Evaluation of incarcerated student interest; resources and support available from the Reentry Hub; and demand for the proposed instructional programs

11 Need (Statement of Problem) continued d. Explanation why the instructional program(s) were selected and demonstration of the regional and economic need e. Further evidence of need (quantitative and/or qualitative)

12 Response to the Need Please limit to four (4) pages a. Programs geared toward improving students ability to find employment and reduce recidivism b. Emphasis on face-to-face instruction c. Innovative, sustainable, and scalable d. Quality student services with rigorous assessment e. Data collection and analysis

13 Program Management/ Institutional Commitment Please limit to two (2) pages a. Capable and knowledgeable; able to collect and report performance data b. Experienced and appropriate program administration c. Successfully implemented similar programs d. Organizational chart
