2 Approval of Minutes It was asked by Mike Twitty if there were any changes to the March 27 th, 2018 meeting minutes, none were noted. Paul Sacco motioned to approve, Rahim Harji seconded, all in favor. Minutes approved. Welcome New egis Team Members The egis team has welcomed two new members to the team. April Rosier has been hired as an analyst and comes to us from the Miami-Dade area. Jamie Munro has been hired by BTS as the Chief Information Technologist and comes to us from Collier County, previously employed with Woolpert. In October egis will welcome Jason Clemis, who will be filling the Geodatabase Administrator role. GIS Roles and Responsibilities Back in 2010 when egis was formed there was a resolution put in place and operating guidelines were created. Since then there has been an explosion of GIS in the county as well as growth in the egis team and county departments. In 2010, egis was responsible for moving from the Munsys/MapGuide platform to ESRI and was mostly involved in migration efforts. Now that this has been completed, roles and responsibilities have now shifted to more maintenance efforts and development of applications for departmental use. With this said, a document is in the works in which will explain the roles and responsibilities of the egis team and those of the county departments. Along with this a SLA (Service Level Agreement) will be created that will pertain to egis enterprise wide. BTS currently has SLA but it doesn t quite fit GIS. A slide was presented to show the shared responsibilities such as collecting data, data editing and data analysis. It also showed those responsibilities solely on the egis team such as database management, application development and publishing. Rahim Harji mentioned that one of these was created exclusively for Public Works but agrees it is time for an enterprise wide SLA. The GIS Roles and Responsibilities document, as well as the SLA, will be presented to the egis Steering Committee at the December 6 th meeting. Amantia Kempton suggested that once this is created that it needs to be mass communicated to the departments so everyone is aware of the different roles and responsibilities. Rahim Harji asked if egis was needing feedback on these documents and Jeremy responded only with the SLA. LIDAR and Pictometry Flight Updates LIDAR Update the initial data flown by Harris in December 2017 was delivered to Atkins on February 1 st. Atkins gave a 3 month processing timeline and initial data was received in May. This data was QC d by some county departments and SWFMD and the feedback was that it had issues. It was shipped back to Atkins to where they found a bug in their tool. They are working on getting the corrected data back to us by September 14 th, Once they do this, SWFMD will do another review of the data as well as some county departments (Penny Simone asked to be a reviewer). As well as the DEM that is being corrected, we are also waiting on a certified Survey Report, in which is needed in order for county departments to use the LIDAR data in certain projects. Jeremy mentioned that if this delivery has issues he may need to contact purchasing about the vendor. Rahim Harji stated that he believes we are already at that point and that purchasing needs to be contacted now. Both Rahim and Mike Twitty mentioned that they would help work with Joe Lauro on this. Paul Sacco asked if the vendor has been paid for this and Jeremy said no and that he was told that it was extremely under bid. Jeremy also mentioned that last year after Hurricane Irma, Governor Scott approved a statewide LIDAR flight project in which a project team had been formed to coordinate the flights. This team did have Pinellas County at the top of the list for the flight until they heard we had LIDAR flown within the last year so moved us down on the list. The team is aware of the issues we have been having with the LIDAR and said if we do not get it by October we will be put at the top of the is again. Rahim Harji suggested we encourage the team to put us back up at the top, just because of the issues we have been having. It was asked about the quality of the State LIDAR compared to ours and it was mentioned that ours would be of better quality. Rahim mentioned having more offline discussions with purchasing on both these issues Aerials the data has been received and is ready for use in ArcMap and ArcGIS Pro. egis will be adding them soon to the existing application basemap galleries. Penny Simone asked if this flight was the 2 year flight pattern and the answer was yes. The 2017 aerials were the SWFMD aerials that were received on the contracted off year. Page 2

3 Show and Tell by Deneta Jones Blue Sky Road Closures/Roadway Advisories Application Deneta Jones works in the Public Works Traffic Division and is responsible for the Pinellas County Traffic Advisory Report which shows the different road closures for the county as well as municipalitie s. In the past and currently, the data is received and kept in a spreadsheet that is updated weekly and sent out to over 200 recipients. It was asked by Public Works to create an application in which this data in the spreadsheet could be shown on a map f or internal county viewing and for the public. Deneta showed the Blue Sky Road Closures/Roadway Advisory application and how the data was categorized from the spreadsheet. Deneta currently adds the data from the spreadsheet into an editing application wh ich then supplies the data to the viewing applications. It is the intention for Phase 2 to incorporate the different county departments to start entering their own data into the editing application. Phase 3 would be teaching the municipalities to do the same, therefore retiring the spreadsheet format. It was asked by Megan Ross as to who generally looks at this data and what questions are asked? Deneta answered that it helps the county departments and municipalities plan projects that don t overlap and also informs the public of construction or maintenance on different roads and any detours that they may encounter. Sometimes they just get calls from residents about sign postings. It was asked about if the Waze data is incorporated in the application and the answer at this time is no. Deneta mentioned that they have another application for their Traffic Control center called WayCare which Waze is used. Jeremy mentioned that egis was going to get with Traffic Division and try to piggy back on their Waze contract, as years ago when egis tried to acquire Waze data it wasn t able to because of legal issues. Rahim Harji thanked Deneta for the demo and also asked how it was going be handled to have the different agencies keep the data updated, in other words not forget to remove something or updated the duration. This would have to be a reminder notification of some kind to the other agencies. Visit the application here: ESRI Conference Attendee Take Aways In July 2018, 10 different county departments sent 20 people to the 2018 ESRI Annual Conference in San Diego using the free complimentary passes. It was asked of these individuals to prepare a slide with their take aways from the conference. Utilities Anderson Mitchell & Elizabeth Harper (not present) Jeremy gave insight on the slide that they created. They were very impressed with the mobile applications that could benefit their field staff. They also enjoyed the plenary session regarding the Planet initiative: The trillion tree campaign. Human Services Deborah Berry & Stephanie Reed Stephanie mentioned that they were impressed with the security feature now in ArcGIS Online. They were also interested in the Survey123 options that could be used for the yearly homeless counts as well as the Health Equity spatial analytics. Jeremy mentioned to Stephanie when she is ready to start the project for the homeless to let him know and egis can create it. Stephanie also asked other departments of devices that could be used. Blake Lyon mentioned to get with Jim McKillen about the use of their androids. Rahim Harji also mentioned that Public Works could also help if needed. Currently this count is done once a year in January for one day, where teams go out using paper to collect the data. Solid Waste Shawnee McQuillen Shawnee mentioned as being new to GIS and an EAM Core Team member that it was enlightening to see how the dashboards are used as well as the need for accurate workflows and quality control. It was also good to see the BIM-GIS for lifecycle management and analysis. Real Estate Management Keith Royster & Amantia Kempton Keith mentioned that from a division perspective the location strategy was very interesting, which will help mature their GIS journey. He also pointed out the data management through field mobility. Amantia was very impressed with the GIS Indoors for their building management. Jeremy mentioned that egis was partnering with ESRI to test. Keith asked to be involved in this. Public Works Jared Phillips, Marcia Colby & Kerry McQuillen Jared mentioned some topics such as the Oriented Imagery Add-In, GIS-BIM Integration and Insights for ArcGIS. It was asked about Insights and Jeremy responded that we do have it but only 45 licenses are available and egis is currently working on an issue with Insights connecting to our data. Rahim mentioned that Bill Berger may be interested in using this for asset inventory on the dashboard. Emergency Management Regina Hagger Regina mentioned that she was on the Emergency Management track at the conference and what caught her eye was Story Maps, Situational Awareness and ArcGIS Online & WebEOC Integration. If you know your WebEOC login you can see the dashboards that have been recently created. Regina mentioned that Emergency Management is holding monthly WebEOC training for those that need to attend. There was some discussion about certain types of analysis that could be done before events. Property Appraiser Curt Nielsen & Marie Swift Curt stated that he believes if anyone would ever be able to take over Jack s spot it would be Lauren Bennett. Her presentations in analytics and modeling need to be seen. Page 3

4 egis Steve Clark, Mike Dawson, Gregg Obarski, Jamie Munro Jamie mentioned that the egis team was represented by 4 attendees so there were many tracks that were taken and covered. From the emerging technologies such as ArcGIS Indoors and ArcGIS Urban, to Business Intelligence Opportunities, then to server/developer tools to software such as ArcGIS Pro and the new collector tool called Aurora. Jeremy talked a bit more about ArcGIS Urban and that egis is partnering with ESRI to become one of the early adopters of this tool. Blake Lyon from Development Review Services is working with egis and ESRI to work on this and explore the options. One pre-requisite is for the county to have a 3D basemap, which egis is working with ESRI to create. Curt Nielsen suggested being able to engage the municipalities in this effort would help in creating a countywide solution. Jeremy thanked all those that came to the meeting to discuss their take aways. He also mentioned that in December it will be time to start planning for the 2019 conference with the complimentary passes. egis will keep you informed. egis Project Updates Jeremy showed the egis Pipeline of major projects. Some that have been completed since the last meeting were Blue Sky and Gray Sky Road Closure applications, Capital Needs Viewer and Damage Assessment training and organization. Some of the projects in progress were Know Your Zone moving in the cloud is almost done, some after action items from Hurricane Irma for Emergency Management, CIP Projects data updates and Story Map and Sea Level Rise Study. Blake Lyon mentioned 2 new projects for his department; Phase 2 for the Site Plans and an Application to map foreclosures/lien values. Mike Twitty mentioned updating to the swipe tool in the FEMA maps to compare. Rahim Harji agreed but insisted that it may need to be a separate application as the one that Lisa Foster is doing is becoming way to busy and needs to be simplified. Rahim did mention that anything to do with the FEMA flood maps should take priority. Jeremy showed a graphic of the additional accomplishments from the egis team which doesn t include the project list items. It showed a total of 649 tickets that were processed from March-August 2018, with the major contenders being application support and data entry/editing. Jeremy also showed that the two initiatives for the budget were approved or approved for consideration. Those being the county 3D Basemap and the ESRI Routing Solution. Planning for Upcoming ELA Renewal with ESRI The renegotiation of the ESRI ELA will begin soon since it needs to be presented in next budget for egis will be scheduling some meetings with the departments to talk about their future uses and growth for the next 3-5 years. egis has a good inventory on the users but are currently working on the servers. One item to be discussed is ArcGIS Online as that it is changing and each user account will cost $500 yearly. Open Discussion Rahim Harji mentioned data sharing for future agenda item, preferably concerning CIP Projects. Working on sharing sensitive data with cities and the legalities. Currently working to see how we can help Safety Harbor Public Works/Utilities department create their Utility data since they have no funding or ESRI access. May need to look into an inter-local agreement like BDRS currently does with certain cities. Only issue to be addressed on this is priority of projects when they are county or city.
