9 RFP City of Independence Truman Connect Proposals should address: Integrate the Truman Connect into existing City plans and National Historic Trail Retracement Plan. Identify a single, optimal route from the Harry S Truman Presidential Library and Museum to the Englewood Business District through the Historic Independence Square. (see map on page 12 of RFP). Identify the type of transportation facilities to be implemented throughout the proposed route. A robust engagement component including citizens, business owners and stakeholders, to achieve the priorities above. Final Report Due: December 31, 2019

11 RFP City of Independence Tasks: Data Collection/Review: Review existing plans, collect existing conditions data, and create inventory study area. Community Engagement: Establish steering committee; three public meetings; creative communications including interactive options; and summarize and document process. Design Concepts: Minimum of three alternatives including cost estimates, how they integrate with City s brand and historic trail retracement, and integration with existing infrastructure. Final Plan: Document all public engagement, summarize data collection, detail implementation plan, and public presentations. Project Budget: $121,000

13 RFP City of Kansas City, MO 63 rd Street Corridor Project Development Proposals should address: Develop concept level design for improving pedestrian safety, accessibility, and mobility along the corridor with emphasis on 3 key commercial centers. Design concepts should be consistent with KCMO s Complete Streets ordinance, incorporate green infrastructure and preserve and/or expand the urban tree canopy. Address neighborhood and business group concerns including: other studies, planning efforts and projects; Trolley Track Trail connection; streetscape improvement; and better parking integration. Coordinate improvements among public and private entities Identify implementation strategies and logical project phasing Provide meaningful opportunities for public engagement Final Report Due: September 30, 2019
14 RFP KCMO 63 rd Street Corridor Tasks: Task 1 Data Collection/Analysis: Physical assessment of existing conditions; mode counts including crash and safety analysis; signalized and select unsignalized intersection analysis; summary of local studies/design/planning; and local community input. Task 2 Concept Development: Develop concepts that address items from Task 1. Breakdown of required presentations are detailed in this task. Task 3 Final Conceptual Designs and Recommendations: Report will document final concept, phasing, order of magnitude cost estimates, and an implementation plan. Project Budget: $130,575

16 RFP City of Kansas City, MO Linwood Corridor Complete Street & Bikeway Connections Proposals should address: Create a detailed concept plan for a high quality major separated bikeway along Linwood Boulevard Corridor connecting the Truman Sports Complex/Rock Island Trail terminus to midtown Kansas City and the 39th Street/KU Medical Center District. Include off-street recommendations to connect to the Emmanuel Cleaver II/Brush Creek Trail & the Blue River Trail. Propose other complete street design recommendations including intersection treatments to facilitate access to existing or planned intersecting bike routes/facilities. Use a data driven approach and current best practices. Ensure that members of the community along the corridor are engaged throughout the process in a meaningful manner. Final Report Due: October 31, 2019

20 RFP City of Kansas City, MO & HEDC West 31 st Street Corridor Southwest Boulevard to Southwest Trafficway Proposals should address: Capture new multimodal transportation options connecting East West corridors that plan and prioritize future capital investments and land use. Concept development - conceptual plans, maps and financial estimates needed to implement desired corridor improvements that efficiently move people, not just cars. Develop Sustainability Master Plan to provide overall direction and goals to pursue sustainability in the Westside Community. Equitably engage the Westside Business Community and neighborhoods about the future uses in the corridor and community improvements. Final Report Due: October 31, 2019

23 RFP City of North Kansas City, MO North Kansas City Bike Plan Proposals should address: Identification of gaps in the bicycle network and supportive infrastructure needs; Recommendations regarding public education and outreach to support and encourage bicycling, particularly among the Interested but concerned type of cyclist; Establishment of goals for shifting transportation modes; Development of metrics and performance measures other than vehicular Level of Service; such as Multi-Modal Level of Service, Quality of Service, Level of Stress, or Accessibility; and establishment of targets to evaluate future projects; Implementation plan for future improvements to be used in capital improvement planning and future projects. Final Report Due: September 30, 2019
24 RFP North Kansas City Bike Plan Tasks: Community Engagement: Facilitate community consensus regarding infrastructure needs and bicycle network goals. Utilize several methods of engaging the community including interactive. Infrastructure Planning: Develop concepts for facilities to fill network gaps; connections to regional routes; supportive infrastructure; and scenario planning to analyze alternative impacts and identify recommendations. Benchmarking & Performance Measures: Define metrics and performance measures beyond Level of Service for future project evaluation. Establish goals for measuring and increasing bicycling. Master Plan: Plan will detail implementation, including Capital Improvements Program projects. Project Budget: $83,000
