2 North Carolina s Fuel Resiliency Profile State obtains virtually all of its transportation fuels via two interstate pipelines serving three major terminals Distribution system serves approximately 6,415 fuel stations statewide via truck 6,250 commercial operators 165 government operators Research and historical events indicated potential vulnerability in distribution and retail systems due to power outages Experienced during Hurricane Irene (2011) & several winter weather events

3 Commercial Fuel Station Study (2015) 2012 study identified <2% of stations along hurricane evacuation routes had generators or pre-wiring NCEM & State Energy Program completed a statewide update in 2015 Relied on phone and surveys of major operators Pre-wired: 836 or 13% Permanent generators: 87 or 1% Results incorporated into GIS datasets

4 Fuel Station Locators Initiative launched following Hurricane Irene in 2011 Several counties impacted by prolonged power outages Extremely limited backup generation Difficulty accessing/securing fuel Impacts to the public and first responders Intent of the project: Identify stations in highest hurricane risk area with backup power capability Represent them on a map Make it available to first responders Developed by: NC Department of Agriculture & Consumer Services - Office of Emergency Programs Department of Commerce Energy Assurance Program

5 Web Viewer Available online at: Part of NC DA&CS Office of Emergency Programs Multi-Hazard Threat Database Used at the State EOC during several events, most recently during severe winter weather which caused power outages in Wake and Johnston counties.

6 Mobile Applications Same database of commercial fuel stations across NC Offline functionality (requires additional download) Work with no cell coverage (i.e. in a post-disaster setting) Save favorite or known-operational stations Same data points as web viewer Available for Android & ios Search for NC Fuel Station Locator

8 Fuel Risk Management Plan Generator Developed by NCEM & the State Energy Program Intended to support local energy emergency planning User provided with supporting documentation Questions lead the user through a multi-step process Fields are pre-populated with basic responses (fully editable by the user) Produces standardized plan that are compatible with the State Emergency Operations Plan ESF-12 Annex Launched February 2016 & hosted by NCEM Risk Management
