1 First Quarter Key Performance Indicators KPIs: The First Step in Continuous Improvement By: Ron Noriyuki, Business Analyst, Quality Assurance Coordinator, St. Vrain Valley School District Introduction In the world of continuous improvement, there s a three-letter acronym that s finding its way into more and more school districts. It s KPI known as a Key Performance Indicator. It s pretty popular in the private industry, but in K-12 education, we re just beginning to see the value in utilizing KPIs. Definition A KPI is a critical measurement of how much something is happening. That something would be very important to the success of the district. It definitely would affect the district s ability to meet its primary objectives. Recommend CASBO Membership to a Professional Colleague! For a Membership Form and more information contact Bert Huszcza at As an example, a KPI would affect the primary district objectives of student achievement, district financial responsibility, and communication. We also could add customer (parent/ taxpayer) satisfaction, and safety. There would be a goal related to the KPI, such as a rate, a maximum or minimum value, a percentage, etc. Typically this would be a yearly goal in which progress would be tracked every month. Sometimes a monthly goal will give us a quicker indication of trouble. As examples, we could track playground injuries per month, or on-time bus drop-offs. 3 From the Desk of CASBO President, Kevin Smelker Reflecting on the past year and serving as your 2009 CASBO President has been eventful, rewarding and generates many emotions. I first would like to say thank you to the other board members that bring talent, commitment and dedication to the CASBO organization and represent each of their chosen support disciplines with utmost professionalism. It has been a pleasure to work with The CASBO Board of Directors and interact with members in an ever changing educational environment. The CASBO Board of Directors and its members are a family that is connected by more than just our professional duties and responsibilities. We come together to learn and share our knowledge, experiences, expertise, failures and successes. This interaction creates a family bond that happens over a period of time and when one of the family members has something happen to them it impacts the entire organization. Ron McCulley one of our dear family members received news that he had Multiple Myeloma (Blood Cell Cancer) in the Spring of 2009 and he would soon enter treatment in the Summer 2009 and begin a battle for his life. Throughout this whole ordeal Ron s willpower was amazing. He was always concerned about fulfilling his commitments to CASBO and ASBO and never wavered on his contributions. Ron is extraordinary in his commitment to others in a time of personal hardship and uncertainty. Ron s actions and positive attitude throughout this event made it clear to me that living by example relays the most powerful message. Thank you for teaching me life s most valuable lesson and I look forward to you sharing this LIFE CHANGING event at the Spring CASBO Conference. My journey with CASBO started in April 1992 as a member, eventually as Board Director, Treasurer, Vice President and then President; it has been filled with many valued experiences and cherished relationships. There are many avenues to obtain profession development and knowledge, CASBO has provided me with the most diverse learning environment representing every discipline of support services. This environment is created by the member s perspectives that can be expressed freely in many different venues. I know we are entering difficult times in K-12 education and yet these are the very times we need professional development that provides for shared ideas and thoughts, round tables for in-depth discussion and motivational speakers to rejuvenate us for the challenges ahead. The CASBO Board is so dedicated to providing opportunities for learning and has made available the CASBO STIMULUS PROGRAM to support this endeavor as outlined on page 13 of this newsletter. 5 Continued from Page 1 We could track teacher retention rates, worker s comp claims, and budgets and cycle times in construction projects. Ultimately, it must link to district objectives. Why it s important Key Performance Indicators Identifying and tracking KPIs are the very first steps toward making improvements in our processes. They become the baseline for improvement. They begin to give us a picture of what s happening in our areas, and for a lot of us, no one has been interested before. Just tracking KPIs provides awareness and some motivation to improve the numbers. In K-12 education, there has been a lot happening (sometimes controversial) in measuring student achievement, especially in terms of testing and grading systems. However, many of us having been taking the work we do behind the scenes for granted we really don t know how good or bad we are. As state and local funding reaches critically low levels, there will be more questions asked about our effectiveness and efficiencies. How to do it KPIs need to be recorded regularly. Monthly is a popular and useful time period. The time period needs to be frequent enough to give adequate warning to do something before a situation gets out of hand. Sometimes, weekly or daily tracking might be necessary. For our purposes, we began with monthly tracking. Principals/directors/managers will want to review these monthly. They can identify areas to improve. A spreadsheet can be used to make reporting as easy as possible. Each area has its own worksheet. Those worksheets are linked to a summary worksheet to allow a quick review by the managers. Red-green-yellow colors are automatically formatted to quickly identify KPIs in trouble. Eventually, good KPI spreadsheets could be converted to good balanced scorecards. The first time an organization is introduced to KPIs might cause concern among the owners of the measurements. They aren t used to being measured. So, we worked with process owners to allow them to have a primary voice in identifying their KPIs. Adjustments can be made later to KPIs that don t fully link to our primary district objectives. Also when KPIs are first introduced, we ve coached process owners to use measurements that are easy to collect. Simple check sheets are good for now. We will leave the more difficult data collection systems to be created for a little later. A simple KPI could be the number of energy audits we do per month. As we get better with data collection, we could track average audit scores. In some cases, we could use statistical process control (SPC) charts. Conclusion Vince Lombardi, the pro football Hall of Famer, said, If you re not keeping score, you re just practicing. So if you haven t already begun tracking KPIs, it s time to start. It s the first step toward creating a culture of continuously improving our education processes. It s those behind-the-scenes sources of waste that s putting a critical strain on our resources and we might not even know that s happening. 5 5

Sustainability Grants Sustainability Grants Available Whitney Consulting, a division of Whitney Electric has been contracted by the Governor s Energy Office to deliver outreach and coordination of a sustainability management system (SMS) to Colorado school districts. The consulting team consists of professionals with a wide array of experience in facilities management, economics of public and private sector financing, facilitation of high performance team building and sustainability consulting and implementation in public schools. The team will be developing grant applications for school districts to apply for grant funding provided by the Governor s Energy Office for a sustainability program coordinator for school districts. The grants will be offered in a matching format for all public schools statewide. The team will also provide technical support and training to all facility executives and energy managers in SMS strategy, integration of a sustainability management system, and assistance in the application process for grant application. Team members will work closely with the Colorado Plant Managers Association and the Colorado Association of School District Energy Managers to provide outreach programs to assist districts in all phases of understanding and implementing a sustainability management system. 7 Candidates 2010 Ballot Colorado Association Of School Business Officials 2010 Election Per the CASBO bylaws Article VI. Nominations and Elections, The election of Vice President and board of directors, of the Association shall be by ballot at the Annual Meeting in each calendar year. A majority of the votes of active members present shall be necessary to elect the Vice President and Directors. The Vice President, upon completing the term of office, shall automatically ascend to the office of President. The Board of Directors will appoint the Treasurer and Secretary by a majority vote no later than the next scheduled board meeting. The right to vote and to hold office is limited to active members. 8 Vice President Stephanie R. Watson, Assistant Superintendent of Business Services, Windsor School District Candidate Biographies Stephanie is currently serving her 4 th year on the CASBO board. She has been with the Windsor School District and a member of the Colorado Association of Business Officials for sixteen years. Stephanie currently oversees the financial, nutritional, transportation, and maintenance and operations areas of the District. She graduated from the University of Northern Colorado with a Bachelor of Science degree in Accounting. Prior to working in K-12 education, Stephanie worked in public accounting for three years as an auditor of governmental entities. Stephanie appreciates the value and commitment of serving on boards and committees that assist in all areas of school business management. In addition to CASBO, she is currently serving on the CASE DBO (Department of Business Officials) board, and the CSDSIP (Colorado School District s Self-Insurance Pool) board. She is interested in continuing as a board member of the Colorado Association of School Business Officials and feels the benefits of this organization are invaluable to school business officials around the state. Board of Directors: Shelley Becker, Director of Budget, Douglas County Schools Shelley Becker is currently the Budget Director for the Douglas County School District having been in this position in the past four and a half years. Prior to her current position, she was Finance Director for over four years for a small school district on the Colorado Eastern plains. Shelley has been involved in public education for over twelve years including one term as an elected school board member. Shelley has been active with the CASE DBO organization for the past seven years, including mostly recently serving as past president. Shelley holds memberships with GFOA, ASBO, CASBO and CASE. She attended Drake University graduating with a BSBA in Accounting and Management. She is currently completing her MBA at the University of Colorado, Denver Nancy Hunt, Facility Usage Manager, Thompson Schools R2-J Nancy Hunt has been a member of CASBO for 10 years and a past CASBO presenter. Nancy has been Thompson School District for over 14 years and currently the Facility Usage and Services Manager. She is an active member of the International Facility Management Association (IFMA), Colorado School Plant Managers Association (CSPMA) and Colorado Association for Recycling (CAFR). Nancy spent 20 years as a dental hygienist, and was working in a local police department before deciding that public education was where her energy and her heart would thrive. Nancy volunteers in her community and is active on various school district committees. She is married with a 28- year old son. Nancy Hunt has the enthusiasm and energy needed for our CASBO board. Sandy McClure, Director of Financial Services, Adams 50 School District I have been with Adams County School District 50 for twelve years. During my twelve years I have worked in Human Resources with responsibilities ranging from hiring new employees, managing benefits, CDE reporting. Currently I am the Director of Financial Services for the District. I am responsible for budget development, monthly payroll processes, October count. I have a Bachelors of Science in Technology. I have been a member of CASBO for six years, where I am currently a member of the ASBO Denver 2008 Conference Committee. In addition I currently serve 8 8

9 as an alternate on the Financial Policies and Procedures (FPP) committee. I have enjoyed being a member of CASBO Association and feel that because of the networking and information it provides has helped my career in education be more successful. I would like continue my growth within education and would love to serve on the board. Candidate Biographies Bill Sutter, Executive Director of Budget & Supply Chain Management, Boulder Valley Schools My name is Bill Sutter. I have been a member of CASBO since Although relatively new to the CASBO group, I find this professional organization to offer a high degree of value for its members. From professional development, to networking, to contacts with quality vendors, as well as the support of ASBO International, this group covers it all for the school business official. I currently work for the Boulder Valley School District as the Executive Director of Budget and Supply Chain Management. I have been with BVSD since 1994, supporting the district in a variety of accounting and budget functions. I have an MBA from the Leeds School of Business at the University of Colorado. I hope to serve the CASBO membership as a member of the CASBO Board, to help leverage the organization in supporting its members as we face the challenges of K-12 education in Colorado. Cristal Swain, Director of Resource Operations, Adams 12 Five Star My name is Cristal Swain, and I am the current Director of Resource Operations of Adams 12 Five Star Schools. I have spent my entire professional career in the business services side of education. My current responsibilities include leading the Purchasing, Warehouse, Instructional Material and Conference Center staff along with managing all quality improvement projects for the Business Services division. I have both a Bachelor of Science and Master of Business Administration degree from Regis University, graduating with honors. Over the years I have had the opportunity to present purchasing card practices at three national conferences, along with CASBO and RMGPA (Rocky Mountain Government Purchasing Association). I am well versed in supply chain management for public education. I have had the opportunity to work with all facets of public education including: Learning Services, Finance, Construction Management, Legal, Transportation, Maintenance, Human Resources, Information Technology and School Security. With this diverse background, I believe I would be a valuable member of the Board of Directors for CASBO. Mona Martinez-Brosh, R.D. Director of Nutrition Services, Aurora Public Schools Mona has over 23 years experience in school nutrition service programs in Colorado. School Nutrition is what she loves and plans to stay in the industry until she retires. She has been in her current position since July Mona is a registered dietitian and received her Bachelor of Science from Colorado State University. She worked as a consultant in the Nutrition Unit at the Colorado Department of Education. She was the Nutrition Service Supervisor for Brighton School District then the Nutrition Services and Procurement Director for Weld County School District 6 before moving to the Aurora Public Schools system. Mona is on the advisory board for both the University of Northern Colorado and Colorado State University Didactic Programs. She is very active in the Colorado School Nutrition Association. She has served as President, President-Elect, Vice President, Industry Committee Chair, State Directors and Supervisors Chair, and District Directors and Supervisor Chair. Mark Wilsey, Director of Support Services, Harrison School District 2 Mark has been the Director of Support Services in Harrison School District 2 for the past 8 years, managing the daily operations, maintenance, and custodial services for the district, as well as capital construction projects. Prior to working for Harrison, he worked three years for Colorado Springs Utilities, 4 years teaching high school math and science, 2 years teaching at the University of Utah, and 16 years as a nuclear engineer in the Navy. He has his Colorado Principal s license, an MBA, an MS in Astronautical Engineering and his CEM certification. Mark has been a member of CASBO, CSPMA, and CASDEM for 8 years and a member of ASBO for 2 years. He is excited about the opportunity to serve as a CASBO board member and continue his associations with k-12 professionals throughout the state 9 9

15 CYBER LIABILITY SECURITY BREACH Recently, schools across the country have experienced significant financial losses when unauthorized withdrawals were made from their payroll accounts by cyber thieves. School computers were infected by a Clampi Trojan Horse, which collected bank account information, including passwords and login information and transferred it back to the hackers without the computer user knowing their machine had been infected. The Trojan Horse can be introduced in many ways including downloads on web sites that appear legitimate or s from trusted sources. At a small Colorado district, hackers made unauthorized transfers out of the school s payroll account, keeping them just below $10,000 to avoid anti-money laundering reporting requirements. Nearly $120,000 had been stolen from the account by the time a school employee noticed the payments. Very little was recoverable through reversed transfers. Under the Uniform Commercial Code, the online banking customer is limited to approximately two business days to spot and dispute unauthorized activity. If the activity is discovered after that time, recovery is uncertain. Other information may also be vulnerable to hackers. Any personal information stored in the computer may also be accessed, and could result in identity theft losses to employees or students. The district then faces the exposure of breach of fiduciary duty to protect employees or students private information, and may have obligations to notify them of such security breaches and monitor their credit records to mitigate losses. If the district accepts credit card payments, this information is also at risk. In 2005, hackers obtained names, photos and Social Security numbers of 32,000 students and staff when they attacked a university s main ID server. That same year, a hard drive was apparently stolen containing the personal information, including bank account numbers of 30,000 employees and beneficiaries of the University of Northern Colorado. In 2009, nearly 800 students and alumni were at risk as their personal information, possibly including social security numbers, was thought to have been on a stolen laptop taken from a UCCS professor s home in a burglary. Some recommendations to consider: Use up-to-date anti-virus and anti-spyware protection, and run virus protection daily. Use firewalls, intrusion detection, encryption and network segregation. Monitor system use. Use a designated computer, not connected to your network for financial transactions. This computer should not be used for file sharing, , or to access the internet. Beware of free software. Do not click on unsubscribe. Establish policies for appropriate use of and internet by all employees. For computer equipment that leaves your facility, implement strong access control protections and hard drive encryption to prevent unauthorized access to information if the device is stolen Require use of complex passwords Perform assessments designed to identify vulnerabilities. Familiarize yourself with the data-security-breach notification laws that may apply should a breach occur. Establish a data breach recovery plan Controlling the risk of a security breach is important, but it does not assure financial recovery from a loss should one occur.
