4 Navigator News New Health Insurance Premium Rebate Program for Self-Employed Child Care Providers! Are you one of the 206 self-employed family child care providers in Cayuga County? Are you registered with the CSEA*? You may be eligible for a new rebate program coming soon from CSEA and the NY State of Health Marketplace. The program will offer rebates of up to $1500 for eligible child care providers. Be on the lookout for a letter from CSEA which will outline the program and provide you with your eligibility credentials. The rebate program start date is yet to be determined. Meanwhile, we are able to provide some highlights of the program: Child care providers must be registered with CSEA. Your regulated program must serve between 6-16 children in your home. The families/guardians of the children must receive child care assistance. You must either be currently enrolled in a NY State of Health Marketplace health insurance program, or enroll upon receipt of your eligibility letter from CSEA. There will be a Special Enrollment Period (SEP) to enable you to enroll. You must pay your premium directly to your health insurance carrier, and then submit documentation to CSEA. Premiums for individual, family and Child Health Plus coverage are all eligible for the rebate. Up to $1500 in rebates will be available for premiums paid in 2015 Only health insurance purchased through NY State of Health will be eligible for the rebate. The Cayuga County Chamber of Commerce Health Insurance Navigator Program will be happy to assist you with your enrollment in the NY State of Health Marketplace. To make an appointment call (315) and ask to speak with a Navigator. You will need to bring your eligibility letter from CSEA with you to your appointment. Membership in the Cayuga County Chamber of Commerce is not required to receive assistance from the Heatlh Insurance Navigator Program. * Civil Service Employees Association 4

For More Information Contact (315) Seward House Museum Announces Two New Staff positions: Jeff Ludwig has been selected as the Director of Education. Jeff completed his PhD in U.S. History from the University of Rochester. For the past 3 years he has worked for the Rochester Public Library and the Office of the City Historian choosing public history over the traditional academic path. Ludwig will spear-head the museum s vibrant educational and outreach program as well as manage the museum s volunteer and internship programs. Seward House Museum also welcomes Mitch Maniccia as the new Facilities Manager. Mitch has been with the SHM for over a year as a research assistant and has worked in maintenance and facilities management for Ft. Ontario State Historic Site for the past 7 years. He completed a BA in History from SUNY Albany. Mr. Maniccia is also a 2015 graduate of Leadership Cayuga. Maniccia will manage the preservation of the famous Auburn landmark and oversee the implementation of the Museum s master site plan. Work is conducted over four months in a professional climate that fosters the belief that community needs and challenges can be addressed by working collaboratively within a group and with others in the community. Class participants, working in teams, exercise research and networking skills in new and creative venues. Leadership Cayuga provided an avenue for me to understand where things stand today, the challenges, and gave me ideas on how to help drive the community forward and make positive changes. I want my sons to grow up in this community, but I want them to have many positive experiences Leadership Cayuga provides the motivation to stop thinking and start doing. Kyle Tomlin, 15 What issue or area of concern do you feel affects your organization, or the economic or social climate of Cayuga County? Would a project addressing this have the potential to have an impact on that issue? We are looking for topics that are neither too broad nor too narrow in scope, and that will be just as relevant in five or six months as they are today. 15 IGNITE to host Doubledays on the Deck, would like your opinions By Jon Wilcox: July has been a busy month for IGNITE and needless to say I cannot believe August is already here. IGNITE members joined the Cayuga County Chamber of Commerce members at Owasco Paddles for an ambassador s luncheon catered by Mike Kustyn, the owner of Auburn Clambake & BBQ. The ambassador s council puts on a luncheon twice a year as a way to give back to chamber members while explaining the benefits of belonging to the Chamber. The Finger Lakes Musical Theatre Festival was there to promote its new musical, Saturday Night Fever, playing through Aug. 12, so everyone left with a funky disco pin showing the times and dates. I want to thank Audrey Iwanicki, owner of Owasco Paddles and Amy Fuller, chamber manager, for organizing such a wonderful event. Several of our steering committee members attended the Cayuga/Seneca Community Action Agency s Taste for Community Action event at the Holiday Inn. The annual event was well-attended, with local wineries and restaurants offering samples, or shall I say a taste, to any individual interested in their local product. There was also a silent auction that had everything from gift baskets to vacation getaways. It was a wonderful night with all the proceeds going to a great cause. Laurie Piccolo, executive director of CSCAA, and her staff did a wonderful job organizing the event, and it is always an event that IGNITE looks forward to supporting and being a part of. The annual New York Dance Festival was held at West Middle School and ran from July 13-24, an event produced by local native, international producer and American choreographer Sean McLeod. IGNITE is proud to support Kierstyn Zaykoski, who is the product director for the New York Institute of Dance & Education, an international dancer and an IGNITE steering committee member, as she is part of the executive team that organizes and promotes the event. Participants from Germany, Japan, Australia, Italy and everywhere in between came to Auburn for the two weeks to not only indulge in dance, but more importantly, to learn how to be happier and healthier people. This influx of participants and their families that are in Auburn and the surrounding areas for a full two weeks is also an economic boost to Cayuga County each summer. There was also a special treat this year where a few key personalities in the Kaleidoscope Dance Theatre and New York Institute of Dance & Education returned, including former chair of IGNITE Lorienne Beals, who now lives and works in Italy. The festival concluded with the 24th annual A Day in Dance gala concert, where all festival participants were able to perform in the first half, and the international faculty, special guests and the New York City- and Auburn-based professional dance company the Kaleidoscope Dance Theatre/Sean McLeod Dance Experience shared their experience with the audience in the second half. IGNITE supports the New York Institute of Dance & Education and the Kaleidoscope Dance Theatre/Sean McLeod Dance Experience for all they do in the community for people of color and women. The next concert will be in Auburn in early October, so keep an eye out for more information. This month, IGNITE will be doing something new in conjunction with the Auburn Doubledays on Saturday, Aug. 22: Doubledays on the Deck, a social family event. IGNITE steering committee members will also be honored by the United Way for their part in last year s United Way campaign. Michaels and Smolak is sponsoring local community leaders through their Hometown Heroes in conjunction with the United Way. IGNITE will be kicking off its IGNITE the Vote that night by setting up a voter registration table to get people registered to vote. How can we get you and the community more involved in IGNITE? Would you like to see more events through the local colleges, online seminars, tangible takeaways such as certifications, or more? We are working to build out our social media presence. 16 2015 Ambassadors Council This dedicated group of volunteers works hard to promote the Chamber and to welcome and nurture new members. You will see Ambassadors welcoming new members by attending ribbon cuttings and stopping by businesses to say hello and to answer any questions about the services and benefits of the Chamber. Wage Board Votes On Recommendations for Fast Food Workers in New York State New York City (July 22, 2015) - Today the Fast Food Wage Board, appointed by Acting State Labor Commissioner Mario J. Musolino, voted on three motions, the summary and results of which are below. 1. A motion to raise the wage to $15 for employees of fast food chains. Passed A motion to phase in the increase incrementally to take effect in New York City by December 31, 2018 and by July 1, 2021 for the rest of the state. The Board is scheduled to meet on Monday, July 27, to approve its report. The details of this meeting will be announced soon. The Board s Report and Recommendations will then be published and followed by a 15-day public comment period. Comments will be accepted online and by mail. Based on those comments, the commissioner may accept, reject or modify the board s recommendations and file a wage order. The wage order must be filed within 45 days once the report is filed. The order is then subject to an additional regulatory process.

19 PPI analysis shows New York private sector employment rates increasing New York nearly matching national growth rates ALBANY, N.Y. June job numbers show promising improvements in private sector job creation in New York State, according to the Monthly Economic Outlook released today by The Public Policy Institute of New York State (PPI). With June s year-to-year private sector job growth at 2.3 percent, New York nearly matched the national growth rate of 2.4 percent. The state s private sector job count grew by 173,000 to 7.88 million in June 2015, with strong growth in construction, heath/education services, and in professional and business services. Manufacturing remains a relative soft spot in the state s economy, with manufacturing employment falling 0.3 percent, or by 1,300 positions, over the last 12 months. National manufacturing jobs grew by 1.3% over the same period. Job growth has become more balanced across New York State as well. Year-to-year private sector growth was 2.6 percent downstate (and 3.1 percent in New York City), compared to 1.5 percent upstate. Buffalo showed a particularly strong recovery, with a 2.8 percent growth rate, translating to an increase of 13,000 private sector jobs. Several areas of the state, including the Capital Region and the Buffalo-Niagara region, also showed promising increases in manufacturing jobs, despite the overall state decline. New York State s unemployment rate matched the federal rate of 5.3 percent for June 2015, with each of the state s fifteen major metropolitan areas showing a lower unemployment rate in June 2015 compared to the prior year. The remaining non-metro areas of the state also showed a reduction in their aggregate unemployment rate over the same period, from 6.2 percent to 5.6 percent. Combined state and local government employment over this period remained essentially flat, with an increase of 0.1 percent, or 900 positions. These overall job numbers remain encouraging, especially the improving job picture in upstate New York. said Heather C. Briccetti, president and CEO of The Business Council of New York State. Private sector investment and job growth are the best remedies for many of the state s most serious challenges. Combined, they lead to increases in family income without new government mandates, and generate increased public revenues without tax increases. We need to ensure that New York s public policy decisions continue to support our economic recovery. 19

Auburn Clambake & BBQ catered the event, providing guests with several different menu options, including pulled port and chicken.
