(more) State Shared Revenues Handbook Now Available The 2011 State Shared and State Administered Local Revenues Handbook is now available on the MML website... (more) Legislative Status Link Jobs & Equipment Geocache Update: Geocachers will likely take advantage of some early spring weather to discover the municipal geocaches in your area. Ask your local merchants for discount coupons that will entice them to spend some time and money while they are in town. Please check your caches to make sure they are stocked and ready when cachers come to visit. Sewage Sludge Bill Passes House HB 24, a bill that would require the Department of Agriculture to promulgate regulations to address winter application of sewage sludge on agricultural fields passed the House of Delegates last week. The bill stipulates that the sewage sludge regulations be substantially similar to or the same as the regulations currently in place to restrict the application of animal manure during winter months. MML offered an amendment to eliminate the stipulation that the sewage sludge regulations be consistent with animal manure regulations to give the Department flexibility to promulgate regulations specific to sewage sludge, but not exactly the same as animal manure regulations already in place. MML will continue to work on the bill when it is taken up in the Senate to attempt to eliminate the restrictive language. Joint Planners Meeting Held at MML A meeting of municipal and county planners was held on Friday, March 4 to discuss issues of mutual interest and concern among local government planning staffers. MML Director of Government Relations Candace Donoho and Maryland Association of Counties Associate Director Leslie Knapp briefed the attendees on proposed stormwater management fee legislation and recently introduced legislative to restrict the use of septic systems in Maryland. The group also discussed recent action on the ongoing development of PlanMaryland, which is a statewide development plan in the works at the State level. The effort is led by the Maryland Department of Planning in conjunction with the Departments of the Environment,

3 3 of 9 3/8/2011 3:07 PM Housing and Community Development, Economic Development, Transportation and Natural Resources. Planners in attendance stressed the need to provide more information to county and municipal planners as the State plan is being developed prior to final adoption. Septic Legislation in Limbo in Annapolis The Chairman of the House Environmental Matters Committee issued a letter last week to the Governor expressing her desire to take no action on recently introduced legislation to significantly restrict the use of septic systems in Maryland (HB 1107/SB 846). Chairman Maggie McIntosh proposes instead to form a work group to work on the issue over the summer and possibly come back during the 2012 legislative session with consensus legislation. MML's Legislative Committee has not yet taken a position on the proposed legislation. The MML Legislative Committee will meet next on Wednesday, March 16 to continue to monitor and strategize on the League's legislative program. Program Open Space and Community Parks and Playgrounds Under Attack This year, land conservation funding is under attack like never before. In the Governor's original budget, Program Open Space and related conservation programs were fully funded. But last week, those programs came under an attack. General Assembly budget committees are considering not just diverting dedicated land conservation funds for this year, but permanently ending preservation programs by diverting all funding into the general fund, with a maximum of $50 million a year for open space, preservation and development. This raid would divert dedicated land preservation funding to the general fund and leave existing and future parks and recreation facilities with no funding source. This also impacts the Chesapeake Bay Trust grant program and Community Parks and Playgrounds. Please contact your Delegates and Senators today and tell them this raid is bad policy and the wrong direction for Maryland! It is likely that House budget decisions will be made later this week so time is of the essence. Electronic Legal Notices Legislation Hearing Held Last Week Legislation to enable municipalities and counties to post legal notices on their website was heard last week in the House Environmental Matters Committee. Testifying in support of the legislation (HB 909/SB 545) were Gaithersburg Mayor Sidney Katz and Poolesville Mayor Paul

4 4 of 9 3/8/2011 3:07 PM "Eddie" Kuhlman. The local government panel cited cost savings and enhanced visibility of legal notices by placing them on their websites. Press officials testified in oppostion to the proposed legislation. Takoma Park Mayor Bruce Williams was also on hand to testify. However, when the hearing ran into the evening, Mayor Williams had to leave prior to testifying due to a scheduling issue that evening. Main Street's Calling Only a few days remain to register for a booth on Municipal Main Street at the low rate of $175. Rates increase to $200 after March 15 and while both rates get you a spot to showcase your town and two convention registrations, the early bird gets the best rate. Southern Maryland OMO - March 30, 2011 On March 30, the Town of North Beach will open its brand new town hall for those officials interested in discovering what MML is all about. The Officials will kick off at 6 p.m. with an overview of MML and conclude with the Academy elective, Understanding Your Charter, presented by Jay Gullo, Esq. MML Resolutions and Bylaws Amendments MML is now accepting from its members proposed amendments to the MML Bylaws and MML Policy Statement and any resolutions which will be considered at the 2011 annual convention business meeting. State Shared Revenues Handbook Now Available The 2011 State Shared and State Administered Local Revenues Handbook is now available on the MML website at State Shared Revenue Handbook. MML Compensation Survey Update Looking for comparison data as you assess salary and other compensation during the latest budget cycle? The Maryland Municipal League, in collaboration with Technology Net, LLC, is now entering its third year sponsoring an innovative, web-based compensation survey for its members. The MML compensation survey provides participating cities and towns with a powerful state-of-the-art tool for comparing and assessing employee compensation data. The system allows municipalities to compare both salary and benefits data with other municipalities throughout Maryland as well as access to an additional mode containing compensation data from local governments in six other states, including Virginia. The cost to participate continues to be between $40 and $80 for most municipalities.

Candidates should have fifteen years of experience in law enforcement including at least five years command staff experience as Deputy Chief, Police Chief or position of comparable responsibility. Ideal candidates will hold a Bachelor's degree from an accredited university or college in at least one of the following: public administration, criminal justice, and political science, and/or successfully completed the FBI National Academy's Executive Command School. Computer literacy is required. Candidates will need to demonstrate proficiency in the following areas of law enforcement administration: policy and procedural development, personnel management, strategic planning, budget development and management, grants management, criminal investigations, patrol development and implementation, and emergency preparedness. Candidates must demonstrate a comprehensive understanding of problem oriented policing; community relations development; the

Specific to Water Resources, the position will serve as the County's resource for all drinking water issues, including water source planning and management, distribution system planning and assessment, and water storage evaluation. The position will also assist the County's Planning and Engineering staff in the evaluation, planning, and development of wastewater, stormwater, and transportation infrastructure. This may include the review of county and developer proposals regarding water, sewer, stormwater and transportation infrastructure, associated technical studies, water/sewer modeling, development of related planning documents, and the County's Water Resource Advisory Committee. Requires Bachelor's degree in civil engineering or urban planning and a Master's degree in a related field (may substitute 4 years experience) and five years infrastructure planning or civil engineering experience. Must

Registration as a Maryland Professional Engineer (P.E.) or American Institute of Certified Planners (AICP) required or eight years additional progressively responsible planning or engineering experience.
