1 Art in Public Places Program Prospectus # 193 Receipt Deadline for Submission: 5 pm, Thursday, April 10, 2008 TIME New Mexico State Parks 75 th Anniversary The Art in Public Places Program (AIPP) of New Mexico Arts (NMA) and New Mexico State Parks Division seek to commission two temporary environmentally based artworks to be installed in Oasis State Park and Villanueva State Park. Project Intent The Art in Public Places Program of New Mexico Arts in partnership with New Mexico State Parks Division seek to commission two conceptually rich temporary environmental artworks to be installed in Oasis State Park and Villanueva State Park. One artwork will be installed at each State Park. The proposed artworks should relate to the State Park s 75 th Anniversary as well as to nature, the environment and the State Park s mission. NMA challenges artists to create artworks that will inspire, engage, question, puzzle, amuse, seduce and otherwise influence the visitors to the State Parks. NMA encourages interactive art because it promotes a response and transforms participants into active contributors to the creative process. At the agreed upon time of removal, the artist will return the installation site to its original condition, subject to the approval of the site manager. Media must be low maintenance, safe for both children and adults, ADA compliant, and not leave a permanent mark on the environment when removed. Site Information A true oasis, Oasis State Park is set among cottonwoods trees, shifting sand dunes, and a small fishing lake. Although fishing is the park s main draw, it also has several hiking trails, a peaceful and shady campground, and an abundance of birds. The pond was created in In addition to being stocked with trout during the winter, the pond is stocked with channel catfish in the summer and numerous area residents head to the park each weekend. The pond has several picnic tables, including two with shelters. Most anglers sit on the shore or bring lawn chairs. The High Plains Trail runs along the base of the dunes, through prairie grasses, for about 1.5 miles. There is also a walking path 0.4 mile around the pond, and a nature trail, which wanders through the sand for about a mile. A paved wheel-chair accessible trail runs from the parking area north of the pond to the pond. Ducks and geese are often seen on the pond. Sightings of more than eighty species of birds have been reported in the park.

2 Villanueva State Park is a charming riverside park nestled in a canyon of red and yellow sandstone cliffs near a picturesque Spanish-colonial village of Villanueva. Towering cottonwoods and a variety of other native trees and shrubs add additional color to the landscape. The park s adobe-style picnic shelters were designed and grouped to resemble a Spanish hamlet, similar to those that existed in the area in earlier times. A footbridge gives hikers access to trails leading along the river to other sites. The park has two maintained hiking trails. The Canyon Trail is a 2.5-mile loop from the river to the top of the canyon and back to the river. Hikers cross a bridge over the Pecos River and turn (south), heading gradually up the canyon wall. The trail gives good views down to the river, and also has two interpretive signs part way up the side of the canyon. One discusses ruins of a nineteenth-century Spanish colonial threshing floor, used in processing grain. The other describes the Texas/Santa Fe expedition of 1841, which passed through this area. For more information about the State Parks please visit the New Mexico State Parks website, To prevent irreparable environmental damage, no large holes may be dug or foreign organic materials released into the environment. Artwork must also be sufficiently secured against high winds and intense weather conditions that often arise in New Mexico. The artist understands that their artwork may be subject to damage, vandalism or theft at any time. Neither New Mexico Arts nor the sites will be responsible for such occurrences. Project Amount $1,500 per project. This amount includes all applicable expenses that the artist may incur creating the artwork, such as materials, labor, insurance, taxes, installation, photographic documentation of the artwork and retrieval of the artwork and return of the site to its original condition. Artists or artist teams will also be compensated an additional $300 for travel to the state park they are working at. Artists will be paid in 2 phase payments. The first phase payment of $750 plus the $300 travel per diem will be made after the contract is approved. The second phase payment of $750 will be made after the artwork is installed, removed and the installation site returned to its original condition, subject to the approval of the site manager, if applicable and all required documentation materials are received. There is no medical or workers compensation insurance provided by either the State of New Mexico or the sites. Artists will be responsible for providing coverage.

3 The selected artists will be required to enter into a professional services contract with the State of New Mexico. Selection Process and Criteria All New Mexico Arts public art projects are fair and open competitions pursuant to section 13-4A-8 (1997 Repl.) of the Art in Public Places Act (Section 13-4A-1 through 11, NMSA 1978). The selection criteria used by the LSC shall include, but is not limited to: Proposal Submission Quality of project concept Thoroughness of proposal How the artwork relates to the State Park. 4 Proposal Submission Requirements A one-page resume listing relevant experience, including temporary environmental art installations if applicable. Up to two-pages of sketches, diagrams or computer renderings of your proposed artwork, including scale, media and the approximate lifespan of the artwork. A detailed description, including dimensions, materials, installation, lifespan, interactivity, content and physical impact. Please tell us what your proposed artwork means to you and what you're trying to communicate. A well thought out clean-up plan. YOU MAY NOT LEAVE ANYTHING BEHIND. CD containing up to ten images of prior works. A one-page annotated image list, listing the title, media, dimensions, and year of completion. Your name should appear at the top of the image list. Images must be submitted digitally on a CD. All printed materials must be in black ink on white 8 ½ x 11 paper. Do not staple pages or submit them in a binder or in plastic sheets. Digital image requirements: Size: Not to be more than 1920 pixels in either height or width. File format: baseline jpg Compression: files should not be larger than 1.8 MB File Names: each jpg must be titled with the artist s name and number that correspondes to the annotated image list. For example johndoe01.jpg, johndoe02.jpg. If you are using a mac, please note that New Mexico Arts computers sometime have trouble identifying images that are burnt to a CD using iphoto. Incomplete or late submissions will not be accepted. If you would like to have an Art in Public Places staff person review your submission materials, please make an appointment prior to the deadline.
