1 NEW TIMMS COMMUNITY CENTRE ART WORK PUBLIC ART PROJECT Artist Call for Expressions of Interest CPA # Due: September 9, 2015 at 4pm PST This is a Call for Expressions of Interest (EOI) from the City of Langley Recreation, Culture and Community Services Department seeking a professional artist or artist team for 3 pieces of artwork for the new Timms Community Centre. PROJECT VISION 1. Fence - This public art project will be highly visible from Douglas Crescent by both pedestrians and motorists. Inspired by the theme of motion the artwork will anticipate the rich history of the City of Langley, the community diversity and the various uses of the combined facility. The artwork can be attached to the fence structure or applied directly onto the fence. 2. Exterior Wall, North Entrance This public art project will be highly visible from both Fraser Highway and 204 th Street by pedestrians and motorists. It will be one of the first impressions the public will have of the facility as they arrive into the building. Inspired by the theme of motion the artwork will anticipate the rich history of the City of Langley, the community diversity and the various uses of the combined facility. The artwork can be attached directly to the outside of the building. 3. Interior Wall of Atrium This public art project will be highly visible within the main lobby of the facility from both the first and second floors due to the open nature of the area. The lobby is the arrival point for the new Timms Community Centre, Fraser Valley Regional Library and Langley City Hall. The artwork can be attached to the interior structure of the atrium. The artwork will be compatible with various uses of the floor space including art shows, intimate concerts, public gatherings and thoroughfare.

2 BUDGET 1. Fence - The project budget is $15,000, inclusive of all costs including artist fees, design, materials, insurance, all engineering expenses, fabrication, delivery, installation, travel and taxes. 2. Exterior Wall, North Entrance The project budget is $30,000, inclusive of all costs including artist fees, design, materials, insurance, all engineering expenses, fabrication, delivery, installation, travel and taxes. 3. Interior Wall of Atrium - The project budget is $25,000 $40,000, inclusive of all costs including artist fees, design, materials, insurance, all engineering expenses, fabrication, delivery, installation, travel and taxes. ELIGIBILITY This call is open to all professional artists and artist teams locally and regionally. DEADLINE FOR APPLICATION EOI submissions will be accepted until 4pm PST, Wednesday, September 9, SELECTION PROCESS Phase I: Expression of Interest: A selection panel will review all eligible Expressions of Interest submissions, and from these will recommend a shortlist of up to three artists or artist teams for each piece of art to be invited to create a concept proposal for each piece of artwork. Artists or artist teams can apply for one, two or all three art projects. Phase II: Concept proposal: Shortlisted artists will be offered a design fee of $500 to develop their concepts in detail. In advance of the selection panel meeting, artists will receive feedback from a preliminary technical review. Artists will be invited to make a personal presentation to the Selection Panel on their concept and to answer any questions. The Selection Panel will recommend one proposal to be commissioned to be approved by City of Langley Council.

3 VISION The new Timms Community Centre will serve as a community and cultural hub where residents can come together to access group activities, health and fitness opportunities, public information and community resources. A truly integrated facility, it draws together three primary users Langley City Hall, Fraser Valley Regional Library and Timms Community Centre into a single, active and inviting Civic Facility. Offering programs that will benefit youth, seniors, families, new immigrants and persons with disabilities, Timms Community Centre will attract regular and new visitors, encourage participation and social integration and become a vibrant focus for community pride. It will act as a potential catalyst for future development in the downtown core and will promote the well-being of the citizens of Langley through easily accessible and safe exercise facilities. Influencing positive health outcomes through active living, we envision this facility as the civic heart of our community a go-to-place to meet, engage, connect, learn, celebrate and be active together. ARCHITECTURAL The new two storey building will tie the new and the existing building together, allowing for maximum integration and intuitive way-finding. The central public concourse forms the seam between the existing and the new construction and functions as a vibrant circulation space and social hub. It offers intuitive, direct and supervised access into the library, the City Hall and to the new programs of the Timms Community Centre. The facility will provide a strong visual presence from all surrounding streets, creating a warm and friendly sense of arrival while improving way-finding with a prominent new single main entrance off Douglas Crescent. The inviting new view from 56th Avenue and from Fraser Highway will strengthen the city core as a thriving, integrated mixed-use area. The introduction of a pedestrian connection from the intersection of Fraser Highway and 204th Street will lead directly into the main concourse on the north side while providing views into the gym, thereby creating a visual connection to activities within the gym to encourage participation in community activities. The utilization of trees will soften and enhance this pathway and increase the prominence of this civic route.

The building organization promotes the integration of the Timms Community Centre, the City Hall and City of Langley Library and will allow all users to capitalize on the benefits of a single

The main floor of the new building houses the main central reception counter, the Games Room, the Weights area, Change Rooms, Washrooms, the Cafe and social Lounge. A central prominent stairway leads to the Fitness Room, the Multipurpose Rooms, Kitchen, and Running Track. Social alcoves and gathering spaces are available around the concourse at both levels. The design provides an uplifting and inviting environment utilizing appropriate materials, colours and daylight within all occupied spaces. These factors promote healthy and positive spaces and will positively impact users physical and mental health, as well as their behavior. The Timms Community Centre Renewal Project provides an excellent opportunity to create change and to positively impact the City by transforming the existing site into a magnet for vibrant yet peaceful community activities for all ages.

7 PUBLIC ART OPPORTUNITY Expressions of interest are sought for 3 pieces of artwork to be located at the new Timms Community Centre as outlined above. It is desirable that the work respond to the City of Langley s history and diversity; be highly visible and not interfere with the public thoroughfare. Artists may consider as part of their proposal, light, volume, suspension, sound, and public interaction. THEME Artists and artist teams are invited to respond to the theme of motion. 9 SELECTION PROCESS Eligibility: This call is open to qualified professionals and artists teams, defined as having specialized training in the field or a history of having exhibitions as an artist, and who are recognized as artists by peers and art s professionals. Selection Panel: A panel will review the EOI responses and qualifications submitted. Based on the criteria below, the panel will recommend a short list of up to three artists/art teams. The short listed artists will be invited to develop their preliminary concept proposal in detail, for presentation to the selection panel. The City of Langley reserves the right to choose not to make a selection from the EOI submissions received. Selection Criteria for Expressions of Interest: Artistic excellence and innovation as demonstrated in past work and shown in submitted materials. Quality of recently completed projects, including demonstrated adherence to schedules, deadlines, project requirements and budgets. Previous experience working efficiently, collegially and collaboratively with design professionals and civic agencies in design and execution. Ability to create artwork appropriate in concept, materials and scale for the identified opportunity. 10 SUBMISSIONS Artists are to submit the documents listed below on one PDF Acrobat format file, no more than 5MB. Please do not secure the PDF file as we may need to extract an image for presentation. Images need to include the artist s last name. Submissions should be ed to the Director of Recreation, Culture and Community Services by 4pm on September 9, Page 1. Letter of Interest (1 page) This letter should explain your interest in the project; provide a brief perspective on your practice and the materials you generally work with. Please cite any relevant experience. If submitting as a team, the letter should include a description of how the team works together, and describe any previous collaborative work experience. Your letter is to confirm that you have read, accept and will abide by the terms and conditions outlined herein. Please note in your letter how you were notified of this call and, if you received notice by listserve, please specify which listserve. Pages 2 and 3. Preliminary idea (max. 2 pages) In the PDF, describe and/or illustrate your preliminary idea for the artwork at this facility. Pages 4 and 5. Artist s Resume (max. 2 pages) Include a professional artist s resume. For team applications please include resumes for all team members and contact information including addresses. CITY PRACTICES Interested artists are advised that neither the City nor the selection panel are obliged to review or accept any of the EOI submissions, and may reject all submissions. Each artist is advised and by responding with an EOI submission, agrees with the City that the city will not be responsible for any costs, expenses, losses, damages (including damages for loss of anticipated profit) or liabilities incurred by the artist as a result of or arising out of an EOI submission, or due to the City s acceptance or non-acceptance of their EOI, or arising out of any contract award not made in accordance with the expressed or implied terms of the EOI. Until a written contract, in a form satisfactory to the City is executed by both the City and artist, no legal rights or responsibility will be created between the artist and the City. Artists and Artist teams and their agent will not contact any member of the City Council, or City staff with respect to this EOI, other than the contact person named in the EOI, at any time prior to the award of any contracts or the cancellation of the EOI. An artist and artist team is to disclose in its EOI response any actual or potential conflicts of interest and existing business relationships it may have with the City, its elected or appoint officials or employees. The City may rely on such disclosure. All EOI responses become the property of the City of Langley and will not be returned to the Artist or Artist teams. All submissions will be held in confidence by the City unless otherwise required by law.
