1 CITY OF BOISE TO: Mayor and Council FROM: Perry Oldenburg, Deputy Chief Operations, Fire Department RESOLUTION NUMBER: R DATE: September 5, 2011 SUBJECT: 2010 DOT HMEP grant - An Idaho Bureau of Homeland Security (DHS) Grant Award and Agreement for training to respond safely and efficiently to hazardous materials accidents and incidents. ACTION REQUIRED: Council resolution authorizing the Mayor to sign the Grant Agreement with Idaho Department of Homeland Security for training of Fire Department employees. RECOMMENDATION: Boise Fire Department recommends the City accept this grant being offered by Idaho Bureau of Homeland Security authorizing the Mayor to enter into the grant agreement for this training. FISCAL IMPACT/BUDGET IMPLICATIONS: Grant acceptance is for $12, with a matching stipulation by Boise Fire Department of $3, for a total project cost of $15, Boise Fire Department has sufficient dollars budgeted to meet the grant matching requirement. BACKGROUND: This grant will allow Boise Fire Department to train public sector employees to respond safely and efficiently to accidents and incidents, including those involving transportation of hazardous materials. Training may be designed for public officials who are not responders but who perform activities associated with emergency response plans developed under EPCRA. Operational equipment to be used in response is excluded from consideration for funding under this grant program. ATTACHMENTS: Grant Award Letter Grant Agreement Letter

BY THE COUNCIL: CLEGG, EBERLE, JORDAN, MCLEAN, SHEALY AND THOMSON A RESOLUTION APPROVING THE GRANT AWARD OF $12, AND AGREEMENT FROM THE IDAHO BUREAU OF HOMELAND SECURITY PROVIDING FUNDS TO THE CITY OF BOISE THROUGH THE BOISE FIRE DEPARTMENT FOR HAZARDOUS MATERIALS RESPONSE TRAINING; RATIFYING ACCEPTANCE OF THE GRANT AWARD; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Boise Fire Department provides hazardous materials response services and provides training to public sector employees transporting hazardous materials or involved in hazardous materials accident or incident emergency response planning and the Fire Department has budgeted funds twenty percent matching funds in the event the City of Boise was awarded grant funds to provide hazardous materials response training; and WHEREAS, the Idaho Bureau of Homeland Security (DHS), through the United States Department of Transportation, provides grand funds to support hazardous materials accident and incident response training and awarded $12, in eighty percent matching funds to the City of Boise s Fire Department to further the Fire Department s training in hazardous materials accident and incident response. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO: Section 1. That the Grant Agreement from the United States Department of Transportation, through which the Idaho Bureau of Homeland Security awarded $12, in eighty percent matching funds to the City of Boise s Fire Department to further the Fire Department s training in hazardous materials accident and incident response, copies of said Award and Agreement are marked Exhibits A and B attached hereto and incorporated herein by reference, be, and the same are hereby, approved as to both form and content. Section 2. That the Boise Fire Department s receipt of $12, in eighty percent matching funds is hereby ratified. R

Training may be designed for public officials who are not responders but who perform activities associated with emergency response plans developed under EPCRA. Operational equipment to be used in response is excluded from consideration for funding under this grant program. Please refer to the enclosed guidance for specific details. This HMEP grant provides 80% ($12,730.17) of the total cost of the training monies. Subgrantees must contribute a minimum of 20% ($3,182.58) matching share. The matching requirement can be satisfied by costs incurred by the subgrantee or by the value of in-kind contributions.
