2 POSITION SUMMARY The City of Brighton, Michigan, operating under a Council-Manager form of government, seeks an experienced Community Development Professional to serve as the City?s Community Development Director. This renewed position will help manage the daily demands of a department working to set itself apart from its peers. As an evolving community located at the intersection of I-96 and US-23, central to the major metro areas of Ann Arbor, Detroit, Flint and Lansing, the City of Brighton is experiencing significant development interest. With new development such as a 300K square foot regional medical facility, strong interest in new housing options, and a thriving downtown, the Community Development Director will help guide the City through this next stage of its evolution. Opportunities for development, redevelopment and infill are plentiful, with many projects in the pipeline. The City has redefined its Community Development mission and is currently finishing up its first comprehensive master plan, which will include, master land use, downtown development, parks and recreation plans and a complete streets plan. Actively working through the MEDC?s Redevelopment Ready Communities Program, the City recently reformatted its zoning code, is updating its internal processes and procedures, and will be overhauling its regulatory environment based on the recommendations outlined in the comprehensive master plan once completed. Our reputation is burgeoning as one of the most collaborative community development departments in Southeast Michigan. As such, the City requires the successful candidate to interface and team up with internal and external stakeholders to continue the delivery of exceptional services. The Community Development Director will be a collaborative, creative and driven part of the management team, providing leadership and oversight that moves the City?s vision and goals forward. This opportunity is for someone who has a track record of working with residents, businesses and developers by helping their projects become reality within the confines of the City?s ordinances and other regulations. Knowing how to balance the role of facilitator vs administrator vs enforcer is essential. The ideal candidate is looking for an opportunity to be an innovative visionary in an organization led by a management team who is passionate about their professions and the City of Brighton. The Community Development Director will be responsible for City planning functions, which include planning, zoning, land development, code enforcement and rental inspections. The City currently contracts with Livingston County for Building and Planning (site plan reviews) Services. Additionally, the City has contracted with a Planning Consultant for additional planning services. Ideally, the qualified candidate will have a Master?s degree in Urban Planning, Public Administration, Civil Engineering, Landscape Architecture or related field from an accredited university with a minimum of five (5) years progressively responsible experience. A Bachelor?s Degree with additional experience may be considered in lieu of a Master?s degree. Local government experience, GIS proficiency and AICP Certification preferred, but not required. 5 IDEAL CANDIDATE The ideal candidate is a leader, an innovator, and has a passion for his/her work. They must have a proven ability to build and maintain effective working relationships with fellow co-workers, elected and appointed officials, property owners and constituents. The ideal candidate reflects a persona of integrity, genuineness, drive, resourcefulness, sound judgment, and collaboration. The City of Brighton Community Development Director will round out a management team that has been built from scratch over the last two (2) years. He/she will enhance the current management team and find ways to build upon existing departmental team resources. The City Manager's vision for the Community Development Department is well underway. The new Director will strengthen this vision. The ideal candidate will have detailed knowledge of community development and planning services and related software, along with the ability to read, update and maintain records and computer files. The selected candidate may need to work outside for extended periods of time under a variety of weather and site conditions. A full job description can be found here. EDUCATION & EXPERIENCE Required Educat ion and Experience Bachelor?s Degree in Urban Planning, Landscape Architecture, Public Administration, Civil Engineering or related field with a minimum of seven (7) years of progressively responsible experience along with five (5) years in a supervisory role. COM PENSATION AND BENEFITS The City of Brighton offers a competitive starting salary of $71,092 t o $84,422 commensurate with experience.
