2 THE CITY THE PORT Majestically located on the Pacific Ocean between Los Angeles and Orange County, The City of Long Beach, California is frequently described as a series of strong, diverse interwoven smaller communities within a large city. The Long Beach Convention Center, Aquarium of the Pacific, Queen Mary, the annual Toyota Grand Prix of Long Beach plus a wide variety of other attractions serve to draw 5.5 million visitors a year. The City is also home to Long Beach City College and California State University, Long Beach, which was ranked the No. 3 best-value public college in the nation. While offering all the amenities of a large metropolis, many say the City has the added benefit of having maintained a strong sense of community and cohesiveness despite its growth. As the sixthlargest city in California, Long Beach has been referred to as the most diverse city in the country by USA Today. A superb climate, quality schools, a vibrant downtown and a wide variety of neighborhoods help make Long Beach one of the most livable communities in the country. In addition to the Port, the City also has its own fullservice commercial airport which has become a favored travel-friendly alternative to other Southern California airports by offering preferred flight schedules, carriers, and overall accessibility. Los Angeles rail transit system, The Metro Blue Line, has numerous stops within Long Beach and throughout the region. The Port of Long Beach is one of the world s premier seaports, and is a leading gateway for international trade. Founded in 1911, it has grown to 3,200 acres and moves $180 billion in trade each year. The Port of Long Beach is the second busiest container port in North America. East Asian trade accounts for more than 90 percent of Long Beach shipments with the top trading partners being China, South Korea, Japan, Hong Kong and Taiwan. The Port of Long Beach is the City of Long Beach s Harbor Department and is governed by The Long Beach Board of Harbor Commissioners. The Port s Executive Director is appointed by the Board and is responsible for overall Port activities. With over 500 employees and annual operating revenues of nearly $375 million, the Port of Long Beach is a landlord port and leases and acquires property for port development. The Board of Harbor Commissioners leases port shipping terminals and other facilities to private entities, and revenues are reinvested in new facilities and port-related improvements In 2005 The Board of Harbor Commissioners adopted a Green Port Policy that has positioned the Port as the leader in the area of environmental stewardship.

3 PROJECT CONTROLS DIVISION POSITION SUMMARY The Project Controls Division is located within the Engineering Bureau. The Bureau consists of two groups: Program Delivery and Engineering Design and Maintenance. The Project Controls Division is in the Program Delivery Group and serves as the service provider to all divisions of the Engineering Bureau. The Division is responsible for data gathering, management and analytical processes; predicting, understanding and influencing time and cost outcomes and identifying schedules and cost variances. Primary focus includes project scheduling, estimating, standardized bureau-wide project information tracking, reporting, and visibility. The Division will also create financialrelated baselines and updates, budgets and capital expenditures, support proposal preparation; and ensure compliant financial, budget, claims and other reporting. With an annual operating budget of $3 million and a staff comprised of professional and administrative positions, the Project Controls Division plays a key role in improving quality, increasing accessibility to, visibility of and consistency in project information and ultimately reducing project delivery costs. REPORTING STRUCTURE The Director of Project Controls will be responsible for a staff of thirteen and will report to the Chief Harbor Engineer. The Director of Project Controls will have the following direct reports: Manager of Project Controls Cost Engineers (6) Secretary Under general leadership from the Chief Harbor Engineer, the Director of Project Controls will be responsible for leading all project control related activity for capital construction projects. This position will develop and implement project control strategies, budgets, procedures, guidelines and tools. In addition, this position will create, review and help maintain cost reports and schedules for a variety of construction programs, and provide related analysis and guidance for the Engineering Bureau. The Director of Project Controls: Provides leadership and direction for the division that provides all project control services for the Engineering Bureau of the Port of Long Beach. Provides direct and indirect supervision of all project control staff, establishes goals and objectives, measures performance, and ensures an effective customer-oriented service level is attained. Serves as the Port expert on project control methods, procedures and systems, as well as the development of historical information and procurement processes. Ensures the quality and consistency of project control work produced by the division or project. Provides project management oversight and independent verification and validation on capital projects and related systems implementations. Acts as an internal resource for Engineering Design, Construction Management and Program Management, especially project engineers, program managers, and similar personnel. Frequently interacts with project personnel, engineers and project control/estimator and scheduler positions. Supports Program Management from the planning stage through project execution and close-out, including staffing and assisting on projects.

4 POSITION SUMMARY (continued) Leads Project Controls Team meetings and identifies and assigns staff to project control positions consistent with individual abilities and development needs. Prioritizes activities and goals and ensures deadlines are met. Reviews project scopes, budgets, cash flows, and project and master schedules for the Engineering Bureau, cost estimates and contract documents. Fosters a collaborative work environment as a service provider to all other Port divisions. Plans, supervises and allocates financial resources appropriately and responsibly. Develops reporting methods and generates reports on a regular basis. Critically reviews project control deliverables prepared by staff and/or contractors. Prepares the Division annual budget. CANDIDATE PROFILE The preferred candidate for Director of Project Controls is a Civil Engineering or Project Controls professional who has a proven track record in project estimating and/or scheduling and/or cost engineering on large capital projects/programs in the public sector. S/he is a results-oriented leader who is comfortable working in a deadline-driven and demanding environment. The Port seeks a leader with exceptional verbal and written communication skills who can work effectively with Port stakeholders, including the Board of Harbor Commissioners, Senior Management, Port staff and the community. The Director must convey superior professional standards and unyielding integrity. The successful candidate is expected to be a strong leader and an effective manager. S/he must be a problem-solver, with a collaborative style of management. The Port seeks a Director who can adjust to dynamic situations and implement effective decisions accordingly.

5 EDUCATION CORE COMPETENCIES A minimum of a Bachelor s degree in Civil Engineering, Construction Management, or relevant combination of technical degree and business degree is required. A Master s degree or advanced coursework in disciplines related to Engineering Management and Business Management is preferred. Broad working knowledge of project control methodology, cost estimating, scheduling, financial controls, project delivery tools and systems and management principles. Leadership of a project controls organization Principles and practices of sound business communications. EXPERIENCE Approximately ten to fifteen years of experience managing multidiscipline business and project service teams on large major capital projects and establishing, developing or managing a project controls group is required. Demonstrated experience with developing and implementing control systems for projects, planning and cost management is required. Experience in reporting/finance/accounting desired. Must understand the mechanics of earned value and relation to schedule and cost forecasting. Experience using a variety of cost/schedule applications is required. A history of managing and successfully working with people from diverse backgrounds and areas of technical expertise is required. Must have a history of effective partnerships and problem-solving. Must be comfortable working under pressure and tight deadlines. Strong leadership background, with experience as a number one or number two management professional in an organization with comparable challenges and structure, is expected. Large capital projects experience is preferred. ABILITIES Understand, interpret, explain and apply Port policy. Establish and maintain effective working relationships with Commissioners, other elected and appointed governmental officials, industry and business executives, city departments, professional and community groups, consultants, developers, employees and the public.

6 COMPENSATION & BENEFITS FOR CONSIDERATION: The Port of Long Beach has established a salary range between $165,000 and $170,000. Placement within the salary range is based on qualifications.
