2 BRIDGES, FLYOVERS AND ELEVATED ROADS April 21, 2014 Mission Development and construction of bridges, flyovers and elevated roads has accelerated in the last few years in India. Several landmark projects are currently being developed. The Rs 11 billion unsymmetrical-cable-stayed Signature bridge, expected to be operational by end-2014, is considered to be an engineering marvel. The upcoming Rs 15 billion Bakhtiyarpur-Tajpur greenfield bridge across river Ganges in Bihar is India s most expensive bridge project. The Rs 5.5 billion Chenab rail bridge is the world's highest bridge under construction. The 5 km Bogibeel road-cum-rail bridge across river Brahmaputra will become the longest bridge of its kind in India, once it is commissioned in Sizable investments in the roads and railways sectors will continue to drive development of bridges, ensuring that India remains one of the fastest growing bridge construction markets in the world. By 2018, almost 4,600 bridges will be constructed under the Rs 800 billion Dedicated Freight Corridor (DFC) project. Further, Indian Railways plans to construct over 10,000 new bridges and invest Rs 80 billion in deployment of modern technology for rail bridges by In the roads sector, almost 16,600 km of national highway works are planned to be awarded under the NHDP and almost 200,000 km of state roads are expected to be developed. However, issues related to inadequate investigations, frequent changes in scope, delays in securing approvals from the railways, complexities in the construction of sub-/super-structures, poor contracting practices, inadequate funding and lack of contractor capacity need to be addressed for these targets to be met. Further, deployment of innovative technologies and methods to enhance productivity and ensure timely delivery of projects, bridge management systems, monitoring systems, sensors, etc., need to be explored. There is also greater room for adoption of international standards in bridge design and construction methods. The mission of this conference is to highlight opportunities for the development of bridges, flyovers and elevated roads in India, and discuss key challenges in this segment. It will also showcase latest technology, best practices, and noteworthy projects. 4 OPPORTUNITIES IN STATE ROAD DEVELOPMENT April 22-23, 2014 Mission India s state road segment continued its steady march forward in the last one year, despite the challenges facing the sector. The spotlight remained on award and completion of large-scale projects. Two major PPP projects the Rs 10 billion Chennai Outer Ring Road project and the Rs 13 billion Sambalpur-Rourkela four-laning project were awarded. Key projects such as the Eastern Freeway in Mumbai and the Jaipur-Reengus road stretch were commissioned. Several big-ticket projects achieved financial closure including the Rs 12 billion Mohania Ara, the Rs 9 billion Jaipur ring road and the Rs 5 billion Bikaner-Suratgarh projects. This pace of activity is expected to accelerate in the next 3-5 years. Fifteen states have unveiled plans to award over 190 PPP projects valued at Rs 1 trillion. The EPC opportunity is driven by increasing commitment of multilateral agencies such as the World Bank, ADB and JICA. In , the three agencies together extended over $1,450 million for projects in Bihar, Gujarat, Kerala, Uttar Pradesh and Uttarakhand, more than double the amount sanctioned in the previous year. Major expressway projects (Agra-Lucknow, Ganga Path) are also planned to be awarded on an EPC basis. In addition, several states are also promoting the operations, maintenance and tolling (OMT) format and have drafted major plans. That said, road development at the state level is not without challenges. These include land acquisition issues, difficulties in obtaining environmental clearances, lack of standardised bidding and award documents, poor historical data, faulty traffic projections, inadequate institutional capacity, and lack of long-term funding. Several states have taken steps to resolve these issues. Innovative PPP models have been introduced to improve the financial viability of road projects and to manage traffic-related risks. Multilateral aid is being mobilised to build institutional capacity. The model concession agreement (MCA) for state highway projects has also been adopted in many states. Going forward, states need to step-up their efforts to resolve long-pending issues to attract greater investor interest and to realise their plans.
