For newcomers to gardening, herbs are some of the first plants that can be started in the spring. A Free Sustainable Gardening Workshop All About Herbs will be held on Wednesday, April 25 th, from 7:00 p.m. until 8:30 p.m. at the Harris Barn in Ladner. Kristin Crouch will instruct how to grow a variety of herbs, as well as the basic methods of preservation to allow herbs to be enjoyed year round. Register at DeltaReg.ca. 2 Community Banner Design Contest Canadian Blood Services Organ Donor Awareness Week Mayor Jackson reminded Delta artists that the 2018 Community Banner Design Contest is now accepting applications. The format has been revamped slightly for this year s contest - a winner will be selected from each of the Delta Heritage, Discover Delta, and Child/Youth categories. Delta is looking for artists to create banners that really emphasize Delta s natural beauty, culture, and heritage. The contest closes on June 1, For full contest rules and guidelines, please visit Delta.ca/BannerContest. Mayor Jackson announced that the Canadian Blood Services is holding clinics in Delta over the next couple of weeks and would like to invite anyone who is willing and able to, to donate to this important life-saving cause. Clinics will be held on Sunday, April 29 th at North Delta Senior Secondary School from 9:30 a.m. until 4:30 p.m., and on Saturday, May 5 th at South Delta Senior Secondary School from 9:30 a.m. until 4:15 p.m. Learn more and book an appointment at Blood.ca. Mayor Jackson noted that as part of this week s National Organ and Tissue Donation Awareness Week, the Canadian Blood Services, along with organ donation organizations across Canada, is encouraging Canadians to register their intent to donate. 3 SPECIAL PRESENTATION Earth Day Photo Contest Winners Presentation: Presentation to 2018 Earth Day Photo Contest Winners. Mayor Lois E. Jackson Mayor Jackson advised that as part of this year s Earth Day celebrations, Delta held their 10 th annual photo contest. To celebrate Delta s Birds and Biodiversity Conservation Strategy and the 2018 International Ornithological Congress, the theme of this year s contest was Birds and their Environment. Delta received a great selection of photos from residents and staff representing what Birds and their Environment meant to them. For six years now, Delta has had a fan favourite vote allowing people to vote for their favourite photo at City Hall or on Delta s Facebook page, where the photos were showcased during the month of April. Lori Mayhew and Aimee Cho, New Westminster & District Labour Council Correspondence from Janet Andrews, Secretary-Treasurer, New Westminster & District Labour Council dated March 12, 2018 refers. Ms. Lori Mayhew and Ms. Aimee Cho, New Westminster & District Labour Council, gave a presentation providing up-to-date information on workers health and safety issues, WorkSafeBC regulatory reviews and/or changes that have impacted British Columbia s workplace accident and fatality rates. Ms. Mayhew noted the following: Bullying and harassment are identified as injuries in the workplace. Programs must be developed and implemented where risks of violence are identified in the workplace. Prevention, education and positive action is necessary to inform young people of their rights. The New Westminster & District Labour Council, New Westminster City Council Members, and Labour Leaders will host the Day of Mourning on April 28, 2018 at 11:00 a.m. at Westminster Pier Park, New Westminster, to recognize the workers who have been killed or injured on the job. One Minute of Silence Day of Mourning BCIT Air Quality & Emissions (B.02) Delegation: Council observed one minute of silence, in recognition of the National Day of Mourning for Workers Killed or Injured on the Job. Presentation regarding New Equipment and Training Offered by BCIT for Air Quality and Emissions. Steve Perry, Associate Dean, BCIT John Dymond, Business Development Manager Mr. John Dymond, Business Development Manager, introduced the PowerPoint presentation (On Table) of the BCIT School of Transportation, Introduction to Emissions Reduction and Research Test Hub (ERRTH). Mr. Steve Perry, Associate Dean, BCIT, provided an overview of the Motive Power Centre of Excellence in Delta, based at the Annacis Island campus, noting the following: ERRTH is a publically accessible test hub which conducts high level testing, previously only available in one other city in Canada, Ottawa. BCIT Hybrid Class 7 is the first and only hybrid in the post secondary system. On Monday, April 30, 2018 BCIT is hoping to embark on the testing of the BC Scrap-It Program, carrying on with the emission testing for the province, working with all levels of government and innovators. Mr. Dymond noted the following: The Burnaby campus will offer Red Seal automotive training for hybrid and electric vehicles. The ERRTH launch event will take place on May 30, 2018 from 11:00 a.m. to 2:30 p.m. The A/City Manager requested that Delta s work yard and heavy trucks be tested on the dynamometer to determine the air quality of the emissions. 11 In response to Council queries, the Director of Community Planning and Development, noted the following: The applicant has received information from the neighbors regarding privacy concerns, as a result in addition to planting new trees on lot 2, there is a set back from the new home to the adjacent property. Staff can contact the applicant to see if they are willing to extend the existing hedge to provide additional privacy. There will also be a fence to delineate the property lines. An auxiliary accessory building would be permitted under the zoning. The floor plan design includes a spice kitchen located in close proximity to the main kitchen, which is not uncommon in homes, as the spice kitchen is designed to accommodate food preparation. The applicant would be required to sign a covenant prohibiting secondary suites. An additional kitchen is not permitted in the basement. The lots comply with the setbacks; a setback variance is not being requested. At the building permit stage, the applicant will be asked to submit more detailed drawings showing compliance with building codes, including windows and window wells and the exiting from the basement. 12 BYLAWS FOR FIRST, SECOND AND THIRD READINGS 2018 Annual Tax Rate Bylaws (E.06) Presentation: Report by the Finance Department dated April 11, 2018 regarding 2018 Annual Tax Rate Bylaws. (File: B/Ls 7770, 7771 & 7772) Karl Preuss, Director of Finance Karl Preuss, Director of Finance, gave a PowerPoint presentation (On File) providing an overview of the proposed tax increase for During the course of the overview and in response to Council queries, the Director of Finance noted: Property tax rates are set each year to enable the municipality to collect the tax levy that is required in the financial plan. Delta s 1.95% property tax increase is below the average increase, being one of the lowest in the region. The Year Financial Plan tax increase of 1.95% includes 0.75% to maintain City Government services, 0.4% for the Civic Building Program and 0.8% for the Neighborhood Road Improvements Program. The average single family residence assessed at $946,000 will see a 2.4% increase from 2017 ($924,000). The typical home impact will be an increase of approximately $45 in Delta property taxes, $70 if utilities are included. ($18 City Government, $9 Civic Building Program and $18 Neighbourhood Road Improvements Program.) The Delta Property Taxes 101 taxation video will be posted on social media to help provide an understanding of the property tax increase to Delta residents. Other government taxes also impact the total property tax. These include: School, Greater Vancouver Regional District, TransLink, BC Assessment, Metro Vancouver and Municipal Finance Authority. Approximately 40% of the total property tax bill is compromised of taxes collected on behalf of these other taxing authorities. Delta has no control over these levies. The $18 City Government includes all of the collective agreements, to keep all facilities running and operating. The Civic Building base has been slowly built up to $20 for 2018; this will pay in entirety for the new fire hall in The School tax is set by the Province. Regular Meeting April 23,

17 Community Signs (F.08) -- Recommendations Report by the Corporate Services Department dated April 4, 2018 regarding Community Signs. MOVED By Cllr. Campbell, SECONDED By Cllr. McDonald, A. THAT the plan for secondary monument signs and tertiary business association signs be approved as described in this report. B. THAT the plan for secondary monument signs and tertiary business association signs be funded from Council contingency. In response to Council queries, the Director of Corporate Services noted the following: The banner sign on 56 Street will be replaced to its former location and the Welcome to Sunny Tsawwassen sign will be relocated closer to Tsawwassen Town Centre. The Heron will remain in Ladner. Staff is working with Tsawwassen Business Improvement Association (TBIA) to address some of the challenges with the confusion between Tsawwassen and the Tsawwassen First Nation. Branding is increasingly important. The current signage for libraries will not be replaced, only signage proposed for replacement at the March 12, 2018 Regular Council Meeting is being considered at this time. All future signage will be consistent with the Delta Brand. The A/City Manager noted that a new Delta secondary monument sign will be implemented on 72 nd Avenue once the highway construction has been completed. Regular Meeting April 23,

THAT the fee-for-service agreement (Attachment 'A') in the amount of $54,000 be approved for the Delta Chamber of Commerce to operate the Visitor Information Centre and provide tourism services through B. THAT the Mayor and City Clerk be authorized to execute the service agreement on behalf of the City of Delta. In response to Council queries, the Director of Corporate Services commented on the following: The Experience Delta phone app for the Delta Chamber of Commerce will be checked to ensure that the app is accessible. Following the April 9, 2018 Regular Council Meeting, Tourism Delta has been invited to council to present their annual report and provide information on their tourism services. It was suggested to invite the Delta Chamber of Commerce to Council to speak to their services. The Director of Corporate Services will report back after looking into the details of the net income balance for the Delta Visitor Centre Annual Report and Service Plan for The different services between the Delta Chamber of Commerce and Tourism Delta were discussed. Delta Chamber of Commerce focuses primarily on street interaction, with direct contact with individuals while Tourism Delta focuses more with online services and campaigns. Regular Meeting April 23,

NOTICE OF MOTIONS Trans Mountain Pipeline Expansion Project (I.01) Councillor Bishop provided the following Notice of Motion for consideration at the May 14, 2018 Regular Meeting: WHEREAS the Trans Mountain Pipeline Expansion project and the related seven-fold increase in tanker traffic in Burrard Inlet will increase the risks to neighbouring municipalities of spills of diluted bitumen and; WHEREAS Delta s approximately 62 km of waterfront which includes the Fraser River RAMSAR Site which is of international importance may be at risk and; WHEREAS Delta s coastline supports marine and wildlife important to the environment and ecology of the region and; WHEREAS municipalities will bear costs of damages in excess of that covered by the federal spill response program; BE IT RESOLVED THAT that the City of Delta supports British Columbia s reference to the courts to assert its jurisdiction to protect the coast; AND BE IT FURTHER RESOLVED THAT that the City of Delta write to the government of Canada and Kinder Morgan to seek guarantees that the municipality and its taxpayers will be insulated from any and all costs (economic losses, tax losses, clean up etc.) of any spill that affects our shoreline.
