RECOMMENDATIONS: A. THAT Alpha Aviation Inc. be permitted to host the 2016 Battle of Britain Commemorative Parade at Boundary Bay Airport on September 18, B. THAT a letter be sent to the Royal Canadian Air Force approving the request to conduct a series of fly-bys as low as 500 feet during the 2016 Battle of Britain Commemorative Parade. C. THAT an application for grantfunding to organize the Boundary Bay Airport Cenotaph Rededication ceremony be submitted to Veterans Affairs Canada. PURPOSE: The purpose of this report is to seek Council's approval to allow Alpha Aviation Inc. to host the 2016 Battle of Britai!1 Commemorative Parade at Boundary Bay Airport and to also obtain approval to allow the Royal Canadian Air Force to conduct a series of fly-bys during. the event. To coincide with the 2016 Battle of Britain Commemorative Parade, the Corporation of Delta and the Air Cadet League of Canada will be rededicating the Boundary. Bay AirpQrt Cenotaph and staff are seeking Council approval to apply for funding to organize the rededication ceremony. BACKGROUND: On June 4,2016, Alpha Aviation Inc. submitted a request to host the 2016 Battle of Britain Commemorative Parade at the Boundary Bay Airport on September 18, 20J6 (Attachment A). The Air Force Association of Canada has also requested permission to have the Royal Canadian Air Force conduct a series of fly-bys as low as 500 feet to commemorate the Battle of Britain Parade (Attachment B). Council has approved this event and the request to conduct a series of fly-bys in previous years.

2 Page 2 of Battle of Britain Commemorative Parade and Cenotaph Rededication~ Ceremony Grant Application June 05,2016 The Battle of Britain Commemorative Parade is organized by the Air Cadet League of Canada British Columbia Provincial Committee (BCPC). In August 2015, the BCPC approached the Corporation of Delta with a proposal to develop a garden at Boundary Bay Airport to commemorate the 75th anniversary of the organization's establishment in Canada. Mayor Lois E. Jackson requested that the Boundary Bay Airport Cenotaph also be included with the garden and that the entire project be located in a place that provides more recognition and prominence. On March 7,2016, Delta Council approved a plan to relocate and rededicate the Boundary Bay Airport Cenotaph to the front of the terminal building - this will give the cenotaph the recognition it deserves. The project will also include two commemorative pathways that will extend out on either side of the cenotaph. Pedestrians entering the airport terminal will be able to walk along these pathways to view the eight informative glass plaques displaying information and pictures about the Air Cadets and the history of the airport (Attachment C). The cenotaph rededication ceremony is 'scheduled to coincide with the 2016 Battle of Britain Commemorative Parade and will occur immediately before the parade begins. To assist with the project costs, Delta applied to Veteran Affairs Canada's Cenotaph Monument Restoration Program for a $25,000 grant. On June 2,2016, Veterans Affairs confirmed that the Corporation of Delta was successful in its application and will receive the full $25,000 grant. Council Policy: Under Alpha Aviation's operating lease for Boundary Bay Airport, Delta's approval is required for airshows and special aviation events proposed to be held at Boundary Bay Airport. DISCUSSION: 2016 Battle of Britain Commemorative Parade and Fly-by Request The Battle of Britain Commemorative Parade has been held at Boundary Bay Airport since The event continues to be very successful and attracts a large public audience. The format for this year's Battle of Britain Commemorative Parade will be similar to previous years and will include a parade of approximately 800 to 1,000 Air Cadets with a military band, fly-bys of several vintage aircraft, and a memorial ceremony. The Royal Canadian Air Force has been asked by the #801 (Vancouver) Wing of the Air Force Association of Canada to conduct a series of fly-bys during the 2016 Battle of Britain Commemorative Parade. The fly-bys may include one or more aircraft flying as low as 500 feet. Before the Royal Canadian Air Force will approve the fly-by request, it requires a letter from the Mayor allowing aircrafts to fly "as low as 500" or "no lower than 500" feet for the event.

3 Page 30f Battle of Britain Commemorative Parade and Cenotaph Rededication Ceremony Grant Application June 05, 2016 Last year, the Corporation of Delta and Alpha Aviation Inc. received a number of aircraft noise complaints from residents and farmers related to the fly-bys that occurred during the 2015 Battle of Britain Commemorative Parade. Delta was told that the Harvard II and the Fraser Blues were expected to conduct fly-bys alongside the CP-140 Aurora - a large, but relatively quiet aircraft. Two days before the event, the Department of National Defence made a last minute change and replaced the CP-140 Aurora with two FA-18 jets. The complaints received from the public related to the lack of public notification about the FA-18 fly-bys.. While the public was notified about the Battle of Britain Commemorative Parade via Facebook, Twitter, Mayor's Announcements prior to the September 14th Council meeting, Alpha Aviation's webpage, RCAF's webpage and the Veteran Affairs' webpage, it was not notified that FA-18s would be part of the commemoration. In response to these complaints, Delta has requested that Alpha Aviation and the RCAF provide proper notification of changes that may occur during future corhmemorative events at Boundary Bay Airport - this includes notifying Delta when changes are made to a planned fly-by. Staff anticipates that notification will not be an issue this year - with the cenotaph rededication ceremony occurring before the Battle of Britain Commemorative Parade, Delta will have a communications plan for the ceremony which will include engagement with the public via social media and electronic reader boards. The Battle of Britain Commemorative Parade and the fly-bys have proven to be successful in the past and staff recommends that Council approve Alpha's request to host the 2016 Battle of Britain Commemorative Parade and that the Royal Canadian Air Force be granted permission to conduct a series of fly-by as low as 500 feet. Community Engagement Partnership Fund In conjunction with the Battle of Britain Commemorative Parade, the Corporation of Delta and the Air Cadet League of Canada will be formally rededicating the Boundary Ba~ Airport Cenotaph at its new location the Commemoration Plaza and celebrating the 75 t anniversary of both the establishment of the Air Cadet League of Canada and the opening of the Boundary Bay Airport. Veterans Affairs Canada offers grants to assist communities in their efforts to recognize traditional and modern-day Canadian Veterans and those who died in service. The funding limit is $10,000 and eligible expenses include: Equipment rentals Material development Facility rentals Reasonable travel/accommodations Hospitality costs Consultant fees Material printing/photocopying Design fees for permanent exhibits It is recommended that staff apply for a Community Engagement Partnership Fund grant to assist with the costs of equipment rentals, traffic control, and material production.

Implications: Financial Implications - in keeping with past practice, Delta will provide tents and offer general coordination services for the 2016 Battle of Britain Commemorative Parade. The Human Resources and Corporate Planning airport budget will be used to fund the cost of the cenotaph rededication ceremony. CONCLUSION: Alpha Aviation Inc. is proposing to hold the 2016 Battle of Britain Commemorative Parade at Boundary Bay Airport on September 18, 2016 which will also include a Royal Canadian Air Force fly-by to.commemorate the event. This event has proven to be successful in the past and staff recommends that Council support the proposal for To support the celebration of the Boundary Bay Airport Cenotaph Rededication and the commemoration of the Boundary Bay Airport and Air Cadet League of Canada, staff recommends that Delta apply for a grant through Veterans Affairs Canada's Community Engagement Partnership Fund to assist with organizational costs. I have submitted our formal request to the RCAF today, 30 May 16. I have been in touch with the RCAF on a preliminary basis, but at this time we have no idea what SOli of aircraft they might be able to provide for a flyby. 442 Tran~port and Rescue Squadron will.be tied up with the National SAREX exercise in Yellowknife that week and the Aurora situation is tight on both aircraft and crews due to the situation in Syria and the rotation of one Comox aircraft one at a time tlu'ou~h a major upgrade project. : Last year Comox was unable to supply an aircraft but our Reviewing Officer, BGen Blaise Frawley, organized a pair ofcf-18 fighters to come out from Cold Lake on a training flight. As soon as we find out, I will let you know in advance what will be happening.,j, T Besides the RCAF, there will be additional flybys by an aircraft from the Canadian Museum of Flight and also by the Fraser Blues demonstration team. These additional items are not covered by the RCAF approval, but are mentioned for your information only.. Please see for reference an attached a copy of the Mayor's 2015 letter.
