1 Minutes of the COUNCIL IN COMMITTEE MEETING of Pitt Meadows City Council held on Tuesday, March 13, 2012 at 6:00 p.m. in the Meadows Room of the Pitt Meadows City Hall, Harris Road, Pitt Meadows, British Columbia. MOVED by Councillor Elkerton, SECONDED by Councillor Bing, THAT the agenda for the March 13, 2012 Council in Committee Meeting, be amended by moving item D. 5 Development Permit Amendment (Major) Wesbrooke Seniors Facility to follow item D. 3 Seniors Centre Update and that the agenda be adopted as amended. B. ADOPTION OF MINUTES 1. Minutes of the February 28, 2012 Council in Committee Meeting. MOVED by Councillor Elkerton, SECONDED by Mayor Walters, THAT the Minutes of the Council in Committee Meeting held on February 28, 2012, be adopted. CARRIED. #98670v1#99298v1

2 Minutes of the Council in Committee Meeting - March 13, C. DELEGATIONS AND PRESENTATIONS 1. Mobile Business Licences. Jesse Sidhu, Executive Director and Ken Holland, President, Ridge Meadows Chamber of Commerce provided a verbal presentation and a short video on the Mobile Business Licence initiative. The Chamber of Commerce is lobbing municipalities to implement a mobile type business license system (mobile business e.g.: plumbers, framers, electrician, caterers, etc.) for the Fraser Valley Chapter of the Chamber of Commerce. Their verbal presentation is included as Attachment 1 and forms part of these minutes. Video link: MOVED by Councillor Elkerton, SECONDED by Councillor Murray, THAT this item be referred to staff to explore implementation options. Mr. Sidhu and Mr. Holland left the meeting at 6:30 p.m. CARRIED. D. REPORTS 1. Cultural Mapping. Recreation Manager, Community Connections provided a powerpoint presentation which is included as Attachment 2 and forms part of these minutes. MOVED by Councillor Elkerton, SECONDED by Mayor Walters, The Committee recommends THAT Council receive into the record the report dated March 13, 2012 regarding Cultural Mapping from the General Manager, Community Development, Parks and Recreation. CARRIED. Ms. Zanon left the meeting at 6:47 p.m. 2. Public Art Steering Committee. Linda Nelson, Public Art Steering Committee Chair provided an overview of the policy research that has been completed and also gave an update on the Committee s progress to date. MOVED by Mayor Walters, SECONDED by Councillor Elkerton, THAT the Committee recommends THAT Council receive into the record the report dated March 13, 2012 regarding Public Art Steering Committee from the Acting General Manager, Community Development, Parks and Recreation. MOVED by Councillor Murray, SECONDED by Councillor Elkerton, The Committee recommends THAT Council receive into the record the report dated March 13, 2012 regarding Seniors Centre Project from the Acting General Manager, Community Development, Parks and Recreation. CARRIED. Councillor O Connell declared herself in potential conflict due to employment with the proponent on the next item, and left the meeting at 7:21 p.m. 4. Development Permit Amendment (Major) Wesbrooke Seniors Facility.( ) Ms. Grout provided a power point presentation describing the proposed amendments. The presentation is included as Attachment 3 and forms part of these minutes. MOVED by Councillor Elkerton, SECONDED by Councillor Murray, The Committee recommends THAT Council: A. Authorize the issuance of Development Permit No Councillor O Connell re-joined the meeting at 7:29 p.m. 5. Strategic Community Investment Funds.( ) CARRIED. MOVED by Councillor Elkerton, SECONDED by Mayor Walters, The Committee recommends THAT Council: A. Receive into the record the report dated February 28, 2012 from the Director of Finance; and B. Direct the Corporate Officer to sign the attached Strategic Community Investment Funds Agreement. CARRIED. #99298v1

4 Minutes of the Council in Committee Meeting - March 13, Union of British Columbia Municipalities (UBCM) Resolutions 2012.( /12) MOVED by Councillor O Connell, SECONDED by Councillor Murray, The Committee recommends THAT Council: A. Direct staff to forward the three resolutions included in Attachment B of the report dated February 28, 2012 from the Director of Corporate Services, to the Lower Mainland Local Government Association (LMLGA) for consideration at the Annual Union of British Columbia Municipalities (UBCM) Convention E. NEW BUSINESS CARRIED. F. COMMITTEE ROUND TABLE / COUNCIL LIAISON REPORTS Councillor Murray reported the Pitt Meadows Senior boy s basket ball team was awarded the Most Sportsmanlike team - they will be participating in the Provincial Championships; attended a NDP leadership candidate meeting. Mayor Walters requested the timeline for the Council Policy review. Ms. Darcus confirmed that the first group of policies will be coming forward to Council on March 27. Councillor Elkerton attended the CP Rail Community meeting; she will circulate information about a reader board system that CP Rail is considering installing at a number of crossings; Reported that correspondence was received regarding environmental and drainage issues in South Bonson. Council will officially receive the package in the next Council meeting agenda. Councillor Bing reported that he was receiving s that were offensive. Council and staff agreed to look into blocking this address. Councillor Bell asked about enforcement of parking on roadway islands, and indicated a specific location. Ms. Grout will follow up with staff. G. QUESTION PERIOD Mr. Rudolph left the meeting at 7:49 p.m. Mr. Bill Wilde expressed his frustration with CP Rail Community meeting format. He also requested that Council provide him with information regarding their efforts to reduce taxes. Council advised that they would be reviewing budgets half way through the year. #99298v1

17 Minutes of the Council in Committee Meeting - March 13, Strengths The high number of artists/organizations and a large volunteer corps The arts and artists appear to be doing well despite the financial context A substantial portion of individual s income through art and was higher than anticipated Services are offered year round and variety of times (days a week and time of the day) Most of the current spaces are viewed as being excellent or good (70%) Challenges Awareness, funding, participation, and volunteers for organizations Lack of collaboration, promotion, funding and facility spaces for individuals Significant number do not have a web-presence Gap Distribution of arts/culture facilities/spaces focused in Haney and Hammond and less so in in the more rural neighbourhoods. Location of facilities/spaces is a challenge Key ideas were identified for how Maple Ridge and Pitt Meadows could be more supportive for artists and cultural practitioners Other Observations Relatively low number of services provided in elementary schools or secondary schools Most don t focus on a specific age group but those that do tend to target adults Identified the service delivery system Established the base for a cooperative network Built a tool to track this sector over time Have a tool to link and promote local organizations, artists and cultural practitioners to the community
