8 Appendix A To CCRS Multi-Year Accessibility Plan The Corporation of the City of Kitchener and The Corporation of the City of Waterloo Multi-Year Accessibility Plan Our Commitment The Corporation of the City of Kitchener and The Corporation of the City of Waterloo value the contributions and participation of all citizens in the life of the City. To facilitate this involvement, the Cities are committed to providing goods and services that are accessible to all. About the Multi-Year Plan Through a collaborative and joint planning process, the Corporation of the City of Kitchener and the Corporation of the City of Waterloo have developed a Multi-Year Accessibility Plan (the Accessibility Plan) that outlines the ways that the Cities will identify, prevent and remove barriers for people with disabilities. Executive Summary The Accessibility Plan was prepared in order to meet the obligations of the Ontarians with Disabilities Act, 2001 (ODA) and the Accessibility for Ontarians with Disabilities Act, 2005 (AODA). The Accessibility Plan describes the actions completed in 2012 to comply with the legislative requirements of both Cities as well outlines the actions the staff are proposing for that will identify, prevent and remove barriers for persons with a disability. Legislative Background Ontarians with Disabilities Act, 2001 (ODA) The purpose and the goal of The Ontarians with Disabilities Act, 2001 (ODA) is to improve opportunities for persons with disabilities and to provide for their full involvement in the identification, prevention and removal of barriers to their full participation in the life of the Province. The ODA applies to all municipalities, hospitals, district school boards, colleges, universities, public transportation organizations, the Ontario Government, ministries and agencies. The ODA requires municipalities to prepare annual accessibility plans and to obtain advice from an accessibility advisory committee on the contents of the Accessibility Plan. The purpose of the Accessibility Plan is to identify, prevent and remove barriers to accessibility in municipal by-laws, policies, practices and services. 9 Accessibility for Ontarians with Disabilities Act, 2005 (AODA) The AODA focuses on improving accessibility in areas such as buildings and spaces, employment, customer service, information and communications and transportation. The AODA also applies to all private, government and broader public sectors. The AODA intends to achieve an accessible Ontario on or before January 1, To do so, mandatory and enforceable standards have been created. These Standards include: Customer Service Standard Established as regulation 429/07 on January 1, 2008 Requirements include development of policies, practices and procedures as well as the provision of training for staff and volunteers who interact with the public Integrated Accessibility Standard Regulation (IASR) Established as regulation 191/11 on July 1, 2011 Amalgamation of three standards into one Regulation: Information and Communication, *Transportation and Employment Requirements include training and policy development *It should be noted that requirements noted in the transportation standard fall within the jurisdiction of the Region of Waterloo Built Environment Standard This standard applies to outdoor public spaces and to the interior of buildings Established as regulation 413/12 on January 1, 2013 Design of Public Spaces Standards (Accessibility Standards for the Built Environment) Public consultation and feedback to the Ministry of Municipal Affairs and Housing regarding Building Code Accessibility Requirements is open until March 1, 2013 More information on the Standards can be found on the website at Ministry of Community and Social Services Inclusion Services Coordinated Approach The City of Kitchener, Community Services Department, Inclusion Services is responsible for coordinating all aspects of the Accessibility Plan on behalf of both cities, in order to ensure AODA compliance. Coordination of the Accessibility Plan includes staff support to the Grand River Accessibility Advisory Committee (GRAAC) and its subcommittees. 10 important to note that while Inclusion Services staff play a facilitative role in this process, this work could not be accomplished without the involvement, dedication and leadership of staff across both Corporations. Grand River Accessibility Advisory Committee (GRAAC) The Grand River Accessibility Advisory Committee is a legislated citizen advisory committee that was established to advise the participating Councils on the preparation, implementation and effectiveness of their respective Accessibility Plans. The participating municipalities include the Cities of Kitchener and Waterloo, the Region of Waterloo and the Townships of Woolwich, Wellesley and North Dumfries. The Councils also seek advice from GRAAC on the accessibility of buildings, structures or premises that the municipalities purchase, build, renovate or lease. GRAAC also reviews site plans and drawings for new municipal buildings or developments (as per Section 41 of the Planning Act) that the Committee selects. In order to manage the volume of items coming forth to GRAAC meetings, two sub committees are active. The Built Environment Sub Committee with a support staff representative from the Cities of Kitchener and Waterloo and the Transportation Sub Committee with a support staff representative from the Region of Waterloo. 16 Facility Accessibility Improvements In 2007, an Accessibility Audit of all City of Kitchener and City of Waterloo facilities was completed by the Herrington Group. The audit provides recommendations as they relate to improving the accessibility and barrier free design of our facilities. The cities continue to make facility upgrades as identified in the Accessibility Audit within approved yearly capital budgets. As municipal projects arise, city site plans will be reviewed by the Grand River Accessibility Advisory Committee for suggestions on how to best improve and achieve accessibility. Community Engagement The cities recognize that engagement with agencies who provide services to persons with disabilities are beneficial to the successful implementation of the Accessibility Plan. Staff plan to continue to work with local agencies who provide services to persons with disabilities throughout the duration of the Accessibility Plan in order to best identify, prevent and remove barriers for people with disabilities. The Grand River Accessibility Advisory Committee (GRAAC) provided a list of agencies that were considered key stakeholders in the feedback process. Agencies were able to provide feedback via or request the attendance of a staff person to deliver a focus group. A focus group was organized through the Canadian National Institute for the Blind (CNIB) and involved CNIB clients from both cities. The Accessibility Plan was also posted on both cities websites requesting feedback from the public. Looking Forward As required by legislation, once approved, the Accessibility Plan will be posted on both cities websites so that it is available to the public. The Accessibility Plan will be reviewed and updated every five years. In addition, The Corporations are required to provide an annual status report on the progress of the Accessibility Plan which also will be posted on both cities websites.
