2 INITIATIVE : P1 - Continue investment in human capital development in construction SUB-INITIATIVE : P1a - Streamline construction-related training programmes in Malaysia SPONSOR : Mohd Nazli Ahmad Mahyadin OWNER : Ir Raslim Salleh : Aljuffry Mohd Ariffin KPI No. : P1-048 KPI Description : All construction related training programs and institutions streamlined and registered by CIDB by Q P Construction Industry Competency Forum established. Construction related trainings and programs compiled and validated. Construction related TVET training programs and providers compiled and validated. Construction related trainings and programs streamlined. Streamlined training programs validated and endorsed. In June 2016, the Construction Industry Competency Forum (CICF) was established to study on existing construction related training program and training providers. CICF is represented by related TVET training providers from various government and private agencies. 158 construction related TVET programs under 4 main clusters (building, civil & structural, mechanical and electrical) and 12 major training providers have been identified. The first CICF workshop was held on March. Data of TVET training programme offered by various public training centres with information of courses name, duration of training, skills standards used and certification were collected and analyzed. CICF agreed that in principle all construction skills training need to : 1) standardize the name for courses 2) use a common skills standard 3) standardize period of training 4) adopt a single certification The second CICF workshop held on May agreed as follows :- 1) CIDB will decide on matters related to training in the construction industry as the regulator for construction industry under Act 520 2) CIDB will provide continous supply & demand data for TVET training in the construction industry. Training quota among all TVET training institution will be based on the data 3) CIDB will be the lead agency in the construction- related training for other TVET institutions 4) CIDB to develop a training framework which will be presented to CICF meeting for further discussion. Top ten highly demanded construction related skilled trades validated by industry. 1st draft on training maps for top ten skilled trades validated. In 2016, the Construction Industry Competency Blueprint was completed by Saiful Training & Consultancy and presented to IWG8. Top ten highly demanded construction related skilled trades validated by IWG8 on 3 August 2016 are : 1. Scaffolding Erection 2. Welding 3G and 6G 3. Wireman (PW1, PW2, Pw3, and PW4) 4. Chargeman (AO, A1, B0, B1 and B4) 5. Gas Pipe Fitting (Fitting / insulation) 6. Blasting & Painting 7. Non Destructive Testing (NDT) 8. Crane Operation 9. Plant Operation 10. Plumbing Saiful Training & Consultancy was appointed on 15 may to develop training map for the 10 Construction Industry Occupational Title (CIOT). First draft of the training map was submitted on 19 June. B50

In 2016, 604 on-the-job apprentices produced in various skill trades such as mechanical fitters, mobile crane operators, rigging, site safety supervisor, scaffolding, architectural drafting, welding, painting & blasting, pipe fitters and wet trades via collaboration with industry stakeholders such as Petronas Chemical Group, Malaysia Mobile Crane Operators Association (MMCOA), Malaysia Offshore Contractors Association (MOCA), PUNB, Jabatan Pembangunan Kemahiran, Lendlease and ABM. Until June, 375 more on-the-job apprentices produced in various skill trades such as hydraulic excavator, backhoe loader, scaffolding erection, welding, building wiring installation, building operation & maintenance handyman, blasting and painting via collaboration with industry such as WCE, Ceteau Malaysia Sdn Bhd, Muhibbah Engineering (M) Bhd, Vision Thermoplastic Sdn Bhd and Putra Perdana Construction SB. In 2016, 5,089 site supervisors and managers trained and certified in 4 major trades (electrical, mechanical, building & architecture and civil & structure). Mandatory accreditation of skilled workers and supervisory personnel under CIDB Act 520 Ammended 2011 came into force on 1 June Amended Schedule 3 of Act 520 on 59 skills gazzetted on 10 February which makes it mandatory for all affected skilled workers and supervisory personnel to be accreditted and registered. 13 INITIATIVE : P3 - Accelerate adoption of IBS, mechanisation and modern practices SUB-INITIATIVE : P3a - Drive scale of IBS adoption via public sector projects SPONSOR : Datuk Ir Elias Ismail OWNER : Ahmad Farrin Mokhtar : Mohd Idrus Din KPI No. : P3-059 KPI Description : All IBS components (i.e. columns, beams & slabs) for public projects to be procured separately from main contracts by 2018 P JKR agreement to procure IBS components separately from main contract secured. Tender and Contract document/ BQ model for IBS procument roll out. JKR agreed in principle to separate IBS procurement from main contract for public projects in Several industry engagement have been conducted to address issues raised by industry player on procurement on IBS to be seperated from main contract: 1. meeting with MOF (9/12/2016) 2. meeting with KPKR (10/2/) 3. meeting with YBM and the professional bodies (28/3/) The feedback obtained from these engagements concluded that various contractual issues will arise should the IBS components be procured separately from the main contracts. IWG10 meeting no.3 on 9 June approved for this KPI to be dropped and will be presented to TWG3 meeting in July for endorsement. B60

14 INITIATIVE : P3 - Accelerate adoption of IBS, mechanisation and modern practices SUB-INITIATIVE : P3a - Drive scale of IBS adoption via public sector projects SPONSOR : Datuk Ir Elias Ismail OWNER : Ahmad Farrin Mokhtar : Mohd Idrus Din KPI No. : P3-060 KPI Description : 2 reports annually on status of IBS adoption, submitted by Implementation Coordination Unit (ICU- JPM) to Ministry of Finance (MOF) and Auditor General (AG) for action on non-compliance beginning 2016 KPI Leader : ICU, JPM / CIDB P Report on status of IBS adoption submitted by ICU JPM to MOF & AG for action on non-compliance. AG agreement to audit on IBS non-compliance secured. 2 Report on status of IBS adoption submitted by ICU JPM to MOF & AG for action non-compliance. Audit Report on IBS non compliance published by AG ICU JPM produced 1 report on the status of IBS adoption in government projects in June The level of adoption was at 69.4% (465 out of 670 project) achieving 70 IBS score. ICU JPM also confirmed that the 2nd report for year 2016 will not be issued as the level of adoption was the same as the 1st report. IWG10 meeting no.3 on 9 June approved the revision of this KPI from quarterly report to 2 reports annually. This will be presented to TWG3 meeting in July for endorsement. B61

Study on non compliance of IBS adoption in public projects worth RM10Mn and above. Annual targets for 2018 to 2020 to be determined after the study. JKR agreed in principle to broaden IBS adoption for projects RM5Mn and above. However MOF was in the opinion that adoption of IBS for public projects between RM5Mn to RM10Mn is encouraged (not mandated). IWG10 meeting no.3 on 9 June had agreed to revise the annual target for this KPI to include a study on noncompliance of IBS adoption in public projects worth RM10 Mn and above which will be completed by Q4. Majlis Negara Kerajaan Tempatan (MNKT) Approval on Mandating IBS For Private Sector A guideline for IBS adoption in Private Sector established and submitted to Ministry of Work in KPKT is to mandate IBS in Private Sector Project RM50Mn and above with a minimum 50 IBS Score via MNKT approval. A pre-council meeting KSU KPKT was held on 28 February in preparation for the MNKT meeting scheduled in July. IBS Adoption by Local Authorities (PBT) Dewan Bandaraya Kuala Lumpur (DBKL) and Majlis Bandaraya Petaling Jaya (MBPJ) agreed in principal on policy to mandate IBS in private sector projects with further details to be refined at the implementation level. Currently, a total of 245 IBS manufacturers are registered with CIDB. B67

Cost Benefit Analysis (CBA) for IBS developed. Report on IBS Tax Holiday incentive recipients published. Second Incentive on economic mechanism to propel IBS adoption proposed and submitted to MOF. Report on CBA for IBS and incentive recipients published. Economic Mechanism to Propel IBS Adoption The first economic mechanism i.e tax holiday for qualified local IBS manufacturers was introduced in The second incentive on economic mechanism is via heavy machinery and equipment import duty exemption. The application was submitted to MOF on 14 April Impact study on its implementation which include productivity issues, machineries issues and revenue losses to the Government is in the final stage for submission to MOF as requested. Cost Benefit Analysis (CBA) The Construction Research Institute of Malaysia (CREAM) has been appointed to conduct the CBA begining in October 2016 and completed in June. The study concluded that the use of IBS in building construction will result in monetisable benefits amounting to RM21.8 billion based on the 4 main perspectives (busines, socioeconomic & politic, public administration & governance and sustainability, safety & health). BIM Level 2 Implementation BIM Level 2 is being implemented by JKR for the following projects :- 1) Hospital Parit Buntar, Perak 2) Hospital Kemaman, Terengganu 3) Kompleks Endokrin Hospital Putrajaya Site visit by JKR to Brunsfield's projects to compare BIM implementation was held on 9 March. A workshop to document BIM Level 2 implementation between JKR and Brunsfield is scheduled in November. B70

BIM Object Library completed. 700 IBS components populated into BIM object library. National BIM Library Committee was established on 13 October 2016 comprising of JKR, RISM, Ministry of Health, Universiti Malaysia Pahang and representatives from architect firms. BIM Object Library Platform is 100% completed and accessible via Until June, 768 IBS components are available in the BIM object library. B71
