1 UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION TERMS OF REFERENCE FOR PERSONNEL UNDER INDIVIDUAL SERVICE AGREEMENT (ISA) Title: Project: Main Duty Station and Location: Mission/s to: Start of Contract (EOD): End of Contract (COB): National Project Manager (NPM) GHG Emissions Reductions in Targeted Industrial Sub-Sectors through EE and Application of Solar Thermal Systems in Malaysia Travel within Malaysia may be required 15 July 2014, tentatively 14 July 2019 ( with initial 3 month probationary period) PROJECT CONTEXT In April 2014, the GEF and UNIDO approved the project in GHG Emissions Reductions in Targeted Industrial Sub-Sectors through EE and Application of Solar Thermal Systems in Malaysia. The objective of the project is to reduce GHG emissions by promoting and demonstrating sector-specific EE improvements and solar thermal technology utilization in industry. The project seeks help bring application and diffusion of EE and application of solar thermal in industrial (heat) processes in Malaysia to a higher level, by means of a concerted effort by a number of Malaysian organisations and institutions in a mix of policy and regulatory framework enhancement, targeted training, awareness creation and demonstration activities. The use of solar thermal energy for industrial application demonstrates a very new development in industrial energy supply systems and only some hundred realized examples exist worldwide, but with an increasing development in the last two years. In order to push this development of solar thermal energy in the new application area of industrial processes, the GEF/UNIDO support will be very crucial and incremental to realize the high potential in the utilization of solar thermal energy, reduction of energy consumption and hence GHE emissions reduction in Malaysia. Based on considerations of the solar thermal potential discussion in Section A.4., the following industrial subsectors have been identified during the PPG phase of the proposed project as the most suitable and having the highest potential for solar thermal process heat in Malaysia: pharmaceutical; textile; pulp & paper; food and beverage processing; metal surface treatment; rubber; petrochemical and chemical; and steam generation industries. Focusing on the abovementioned sub-sectors, the proposed GEF project will build on existing experiences with ongoing GEF funded projects in Malaysia and develop knowledge and new approaches to the optimization of the production process heating and cooling. These will be based on best available practices, boiler optimization, optimization of cooling devices and heat recovery, heat exchanging devices, heat integration and pinch analysis for the design of heat exchanger networks, detailed calculation of heat exchangers, storage, solar process heat, process integration, identification of suitable solutions, and system integration, etc. Specific awareness raising campaigns are needed to target decision makers i.e. the industries most suitable for solar thermal process heat in the selected subsectors. Several market demonstration projects are required to gain more experience and to increase confidence in this emerging technology. Furthermore, expertise is needed to promote thermal energy savings and applications of solar thermal technology in combination with overall system optimization. Training courses for professionals are required to raise awareness and to overcome the current lack of specific expertise among professionals (planners, installers). The GEF-

2 supported project will advise the government on the provision of policy guidelines and instruments to companies for the installation of solar thermal systems to drive their industrial processes. The project implementation is expected to result in 3 outcomes: 1. Policy papers and financial incentive schemes established and endorsed by stakeholders 2. Awareness and capacity of equipment vendors, service providers, industry, plant engineers, and financial institutions in 5 targeted industrial sub-sectors strengthened and utilized 3. Thermal energy efficiency and solar thermal technology demonstrated and deployed in 5 targeted industrial sub-sectors. The project will be implemented within a timeframe of 5 years, from June 2014 until May The project office will be hosted by SIRIM. Please see the GEF CEO Endorsement document on the project. DUTIES AND RESPONSIBILITIES: Under the joint supervision of the UNIDO Project Manager and the National Project Director, the NPM will be responsible for the day-to-day of the the project on GHG Emissions Reductions in Targeted Industrial Sub-Sectors through EE and Application of Solar Thermal Systems in Malaysia, including all programme and administrative matters, and also the Project Management Unit (PMU), to ensure that the project is effectively and smoothly implemented as described in the project document, and that proper and effective communication with all the stakeholders is carried out. The PMU consists of the NPM, a full-time Project Administrative Assistant and Technical Advisors. S/he shall also consult with the UNIDO Regional Office in Bangkok, which also covers Malaysia, relating to the project implementation. The PMU will also serve as the secretariat of a national Project Steering Committee that will provide strategic guidance and oversight to the project implementation. Specifically, the NPM is expected to carry out the following duties, in his/her tenure over the 5-year project implementation period: Main Duties 1. Plan, coordinate and facilitate the all effectively and efficiently according to specifications in the project document; 2. Conduct proper, effective and transparent communications with all stakeholders to achieve mutual understanding and desired outcome; 3. Daily of project implementation: supervising all PMU staff, providing support to and coordination work by local and international project consultants, coordinating with all stakeholders, etc. 4. Prepare milestones, action plan with required budgets and human resources for each project output and key project activities, and present to the Project Steering Committee (PSC) for approval and endorsement; Concrete/measurable Outputs to be achieved Good relationship and networking with stakeholders Comprehensive reporting to PSC Location 5. Liaise with project participants and prepare logistics

3 arrangements for each action plan; 6. Analyze and evaluate achieved results regularly to ensure that the project is meeting the target beneficiaries needs, and communicating them to all PSC members; 7. Record, report and resolve project issues occurring during implementation within the tolerance level initially defined by the PSC; 8. Report issues to the PSC with recommendations for solutions to project issues that exceed the defined tolerance level; 9. Discuss and deal with local and national authorities on matters pertaining to activities described in the project document; 10. Consult the UNIDO Project Manager on issues of procurement of goods and services under this project; preparation of subcontractors terms of reference, identification and selection of national, regional and international subcontractors, cost estimation, time scheduling, contracting, and reporting on forward planning of and budget; 11. Consult the UNIDO Project Manager in planning, organizing and participating in the transparent procurement of, and/or request for proposals, process for the selection of potential service providers for the project components and ensure the preparation of a clear evaluation process; 12. Collect, register and maintain information on project activities by reviewing reports and through first hand sources; 13. Coordinate activities of consultants and subcontractors including contract, direction and supervision of field operations, logistical support, review of technical outputs/ reports, measurement/assessment of project achievements and cost control; 14. Provide logistical support to international consultants on missions to Malaysia, as well as other national consultants, review their reports and update the stakeholders; in line with UNIDO guidelines in line with UNIDO guidelines

4 15. Assist in the design, supervision and where possible delivery of the training and outreach activities of the project and take a lead role in the organization of project workshops and dissemination of results of the projects; 16. Advise all project counterparts on applicable administration and ensure their proper implementation and maintenance of appropriate electronic and paper filing system which will include but is not limited to: payment requisition formats and reporting formats and templates; 17. Plan and organize PSC Meetings on semi-annual basis and/or as/when urgent, including drafting of agendas, preparation and circulation of meeting documents; prepare and present status of project implementation, budget expenditures, planned project and actual achievements, as well as impact or outcome of each activity implemented; preparing minutes; 18. Manage, monitor and report actual project implementation and outcomes compared to the planned project implementation as specified in the project document and in line with the procedures and guidelines of GEF, UNIDO and the Government of Malaysia; 19. Maintain records of project deliverables, documents, files, equipment and materials that are part of the project; 20. Assist in the evaluation of the project as specified in the project document and in line with applicable GEF, UNIDO, and the Government of Malaysia guidelines. 21. Manage, supervise and evaluate work output of PMU staff; Comprehensive reporting to PSC Input to project evaluation OUTPUTS: Successful and timely the overall project in accordance with the project objectives, planned schedule and within the planned budget; Various project progress reports as required in the project documents; Finalized Terms of Reference for PMU staff and subcontracting consultants; Quarterly work plan and financial reports; Minutes of PSC meetings; Agenda for project workshops and meetings.

5 REQUIRED COMPETENCIES Proved experience and strong knowledge in project implementation, of development project is an asset; At least 5 years professional experience in industrial energy efficiency and solar thermal energy application; Extensive knowledge of present status and needs of Malaysian industry for solar thermal applications; Good understanding and knowledge of the environment and energy policy processes in Malaysia; Strong knowledge and experience in the development of consultancy market techniques and projects; Knowledge of GEF, UN organization project/programme processes and proceedures; knowledge of those of UNIDO is an additional asset; Experience working with Government, donor and civil society, international organization; and Able to draft, edit, and produce written proposals, and result-focused reports. MINIMUM ORGANIZATIONAL REQUIREMENTS Education: Advanced university degree in engineering, economics or related fields. Technical and Functional Experience: 10 years or more of managerial experience, with at least 5 year experience in the of development projects in Malaysia; Excellent knowledge and familiarity with the working of private enterprises and their process and rules; Proficient in the Microsoft Office software package (Word, Excel, Power Point and Project); Strong interpersonal and communication skills; Excellent networking skills; Planning and organizational skills and ability to work under pressure; Result oriented, self-motivated, ability to work with minimum supervision; Team oriented work style; Excellent writing and editing skills; Strong computer skills (Microsoft office, Internet, ). Languages: Fluency in English and knowledge of Bahasa Malaysia is an asset.
