3 A Brief History The Association was registered in 1994 by a group of 8 cleaning contractors from Selangor & Federal Territory Kuala Lumpur (both states in Malaysia, which is made up of 13 states & 1 Federal Territory). Thus the name Cleaning Contractors Association of Selangor & Wilayah Persekutuan, which by name is a statewise Association. Due to lack of support from the cleaning industry players, in 1998 the Association received a show cause letter from the Registrar of Society as to why the Association should not be deregistered. Efforts were then made to revived the Association and new blood were injected into the Executive Committee s.

4 A Brief History We were faced with an uphill tasks, convincing the cleaning contractors to joint up and works towards the betterment of the industry. Based on Article 3 of the Rules of Association which state; a) All cleaning companies legally registered in Malaysia shall be eligible to enroll as ordinary members of the Association. b) Companies related to the cleaning industry shall be eligible for Associate membership. efforts are made to recruit members from other states in Malaysia

7 A Brief History With new members from other states in Malaysia, efforts are made to change the Association name to Malaysia Cleaning Contractors Association (MCCA) to reflex it s national association status. At the same time, we gained the support from the Ministry of Housing and Local Government, Malaysia when the Deputy Minister; Dato Hajah Azizah Mohd Dun agreed to be the Patron for the Association.

8 Objectives 1. To upgrade the image of the cleaning industry by creating professionalism thereby promoting healthy growth of the industry. 2. To help resolve industry related problems jointly. example labour shortage, price war, bad paymaster, bad debts, incompetent suppliers. 3. To study all aspects of contract cleaning with a view to co coordinating and promoting the general cleaning development. 4. To improve the standards of service, technical knowledge and skills of people who are involved in this industry by providing education and training through a diversity of methods, e.g. from lectures to publication, competition etc. 5. Researching management methods and proposing improved management technique to fellow members; collecting and distributing statistics and other information related to the cleaning industry.

9 Objectives 6. Advising members on solution to problems relating to the management of employees and workmen. 7. Seeking representation on public and semi-public bodies associated with the cleaning industry ( e.g. Ministry of Environment ). 8. Representing members individually or collectively in dealing with other organizations, semi-government bodies, government departments and the like. Areas in which this related services may help members include contracts, finance, hire purchase etc., by furnishing letter of recommendation to those worthy of it. 9. Resolving differences between members of the Association and acting arbitrators in disputes with third parties. 10. To regulate standard set of guidelines on costing standards for the cleaning contracts.

17 Suggestions It is good that ABMA has it s own website to provide news about the industry in Asian countries at the same time to provide informations related to the industry. The website to be utilized as a base for discussion and sharing of experiences and knowledged among members countries. ABMA to come up with Asian Cleaning Standard to suit Asian culture and habits. Such standard can then be adopted with slight changes by each member countries. ABMA should have a Research & Development Bureau tasks with conducting researches such as standard manhour based on Asian workers productivity rate, training approaches and so forth.
