2 VET in Queensland Annual VET Investment Plan Queensland Government s overall investment in VET programs for Queenslanders ( Schools students VET investment budget subsidises two main pathways to a qualification: 1. Employment-based pathway school-based apprenticeships and traineeships (SATs) 2. Institutional-based certificate pathway (VETiS)

3 VETiS - VET Funded Training Range of approved VETiS qualifications at certificate levels I and II Queensland Training Subsidies List identifies qualifications that attract a government subsidy and subsidy amount These qualifications have been identified by industry as suitable for school students employment stream qualifications

4 Choice of RTO RTO must be approved as Pre-qualified Supplier (PQS) for the qualification under Certificate 3 Guarantee Queensland s PQS system: o empowers consumers to choose their preferred RTO that can best support their needs o Queensland Skills Gateway identifies PQS approved to deliver selected qualification ( Fee-free training for school students any costs above the government contribution to be met by schools

5 Key Elements VETiS should support post-school transitions and improve the employment prospects of the individual To be effective it requires: o Informed and empowered consumers (students, parents / guardians, schools) equipped to make high quality decisions including choice of preferred PQS o Collaborative partnerships o Quality training delivery (based on strong links with employers and industry)

6 Policy Issues Eligibility and rules that apply o VET investment budget will only fund the completion of one VETiS qualification o Enhanced School and PQS partnerships written agreement to be implemented for third party arrangements o Eligibility for subsidised VET post-school

7 VET Investment Funding Student Numbers: o 26,806 students o 23,202 students YTD VETiS top 5 industry areas (students enrolled): o Hospitality o Automotive o Construction o Tourism o Health

8 VET Pathways PD program Series of face-to-face workshops and webinar sessions across the State People who provide career advice in Queensland schools (state and non-state) o Guidance Officers o VET Coordinators o Heads of Departments (HoDs) o Industry Liaison Officers

9 Drivers Skills Outlook 2015: Youth, Skills and Employability (OECD report) Good-quality guidance in schools can contribute to: increasing students engagement and success in school support their transition from school to further education or work the acquisition of career management skills

10 Drivers DET Strategic Plan Key outcomes for schooling, and training and skilling: Queensland students engaged in learning, achieving and successfully transitioning to further education, training and work; and Queenslanders skilled to participate successfully in the economy and the broader community.

11 Drivers Advancing Education: An action plan for education in Queensland DET Qld. will support student success by: providing career advice and supporting students after they leave school to connect with further learning or employment working with students to select the VET course right for them using regional labour market data, university entry requirements and their education and training plans
