2 A Case for TVET in Lagos State Lagos: 5th Largest Economy in Africa 24.8M Population 3.2% Population Growth Rate Annually 65% aged M Youth Population 86 persons per hour Migration to Lagos *Migration per hour: Mumbai 69; New York 11; London 7; Source: UN the Technical *Migration and per Vocational hour: Mumbai Education 69; New & York Training 11; London (TVET) 7 System is thus a key Source: transformation UN lever for achieving the State s objectives
3 Our Journey So Far Engaged KPMG to support in the redesign of the Lagos State TVET System Feb PHASE 1 Mar Held series of stakeholder sessions with key players in TVET in the State Met with MDAs involved in TVET delivery and conducted site visits to select technical colleges and vocational centres Feb Mar Developed a report on the current state assessment of the TVET system and a high level conceptual framework Presented key findings to EXCO and obtained approval to design a new model for TVET delivery Apr Aug PHASE 2 Constituted workgroups made up government and private sector players to propose recommendations for To-be TVET system Developed draft To-be TVET system Oct Nov Met with select private sector TVET providers to obtain views and comments on proposed TVET system & Study Tour Stakeholder Forum Took their feedback and compiled a report for EXCO Nov Mar 2018 Received EXCO approval to proceed with the implementation of the TVET Restructuring
4 Current Lagos TVET System 5 Government Technical Colleges 22 Government Vocational Centres 532 Mass Literacy Centres 9 Modern Apprenticeship Training Programme 1 ~77 Technical/ Vocational/ Craft Trainings ~430 Privately owned Vocational Centres Various one-off interventions 91,000* Appx. No of Students graduated in 2016 across Government and Private Sector *1,350 from 5 Government Technical Colleges. ** Varying quality of output
5 Our Vision for TVET in Lagos To create a TVET system that provides the manpower to drive the Lagos economy, reduce our dependence on imported labour, attract investment and become a net exporter of technical and vocational skills
6 Where Lagos Should Be Employment Transform the TVET system into a viable platform for employment and income generation Skills Match Align output of the TVET system with the current and future skills needs of the State Private Sector Partnership Evolve a mechanism to scaleup output, standards and governance working with private sector Perception Change societal perception of TVET as an alternative education pathway
7 Our Strategic Focus Power Infrastructure Environment Transport The selection of the focus sectors / trades have been driven by the following: Economic Growth - sectors contribution to the State s GDP Building Construction N Mass Employment - potential to create a large number of jobs in both formal and informal sectors Innovate Industries - potential to create new jobs leveraging new/existing technology Gender Empowerment - Trades that are gender inclusive Garment Making Automobile Mechanics Technology (Cybersecurity & Call Centre) Tourism & Hospitality
8 6 Elements of a successful TVET System 1 Schools Delivery Model Dual model classroom based learning (theory and practical) and apprenticeship in an enterprise / organization for practical hands on experience. 2 Focus Areas Taught subjects / trades will be determined based on the skills relevant to achieving the LASG s strategic objectives 3 Standardization Uniform standards in curriculum, quality of teachers and certification Governance and Organization Single point accountability and responsibility for regulating the delivery of TVET programmes in the State. Separate Governance from Operations. Funding & Incentives Government must commit to funding the sector and providing incentives for private sector participation. Private Sector Partnerships Collaborate with the private sector providers to scale up numbers and employers to provide apprenticeship opportunities for learners. Incentivise private sector.
