2 PROCEDURE FOR ALLOTMENT OF SMALL HYDRO POWER PROJECTS Application can be downloaded from KREDL website. The applicant shall furnish the details as per the application format to KREDL and has to submit the following documents: a. Application fee of Rs. 10,000/- per MW along with applicable service tax. b. Company s details like Memorandum of Association (MOA)/Articles of Association (AOA). c. The net worth of the company shall be 30% of the total project cost. Net worth Certificate of the company in the prescribed format approved by the Government duly certified by the Chartered Accountant along with audited financial statements of the company for three years. d. Two sets of A1 size Topo Sheet clearly marked with the location of Weir, Power House and Tail Race. e. The details of the land for the proposed small hydro project like Private/Revenue /Forest along with Extent of land required, Village map with the marking of project location, RTC (Record of Rights Tenancy Crop/Pahani) shall be furnished. f. Two sets of Pre-feasibility Report with complete technical data like Location of project Weir, Power House, Full Reservoir Level (FRL), Tail Water Level (TWL) and also the plan of action and Project Implementation Schedule for development of the project are required. g. An authorization letter for signing authority to be furnished, if required. h. Company Directors two sets of pass port photographs. i. Directors Pan Card photo copy attested by Gazette officer. j. 3 years annual report of the company with Gazette officer s attestation. k. All the copies furnished by the firm are to be signed by the company authorized person along with the company authorization letter and seal. After the Scrutiny of application, letter will be addressed to Forest Department (to ascertain the availability of land if it is lies in Forest area), Krishna Bhagya Jala Nigam Ltd (KBJNL) (if the project comes under limits of KBJNL), Water Resources Development Organization (WRDO) (if the project comes under vicinity of Cauvery Basin) and Karnataka Power Corporation Limited (KPCL) (if the project comes under vicinity of KPCL projects).

3 After clearances obtained from Forest Department, KBJNL, WRDO and KPCL the proposal will be sent to Government of Karnataka for placing it before the Allotment Committee headed by The Additional Chief Secretary/Principal Secretary, Energy Department, Government of Karnataka. The committee will review the applications for approval. Government Order will be issued by Energy Department, Government of Karnataka. On issue of Government order, the company shall pay Detailed Project Report (DPR) processing fee of Rs.1.00 lakh per MW along with applicable service tax and execute an agreement with KREDL for the capacity allotment. The time line for implementation of the project will be 5 Years from the date of Government Order.

4 PROCEDURE FOR ENHANCEMENT OF SMALL HYDRO POWER PROJECTS Application can be downloaded from KREDL website. The applicant shall furnish the details as per the application format to KREDL and has to submit the following documents: a. Detailed project report with application fee of Rs. 10,000/- per MW and DPR processing fee of Rs.1.00 lakh per MW along with applicable service tax to be collected at the time of submission of proposal. b. The networth of the company shall be 30% of the total project cost. Networth Certificate of the company in the prescribed format approved by the Government duly certified by the Chartered Accountant along with audited financial statements of the company for three years. c. Two sets of A1 size Topo Sheet clearly marked with the location of Weir, Power House and Tail Race. d. 6 PROCEDURE FOR TRANSFER OF SMALL HYDRO POWER PROJECTS Application can be downloaded from KREDL website. The applicant shall furnish the details as per the application format to KREDL and has to submit the following documents: a. The applicant shall submit the transfer fee of Rs. 1,50,000/- per MW and applicable service tax. b. Company s details like Memorandum of Association (MOA)/Articles of Association (AOA). c. The net worth of the company shall be 30% of the total project cost. Net worth Certificate of the company in the prescribed format approved by the Government duly certified by the Chartered Accountant along with audited financial statements of the company for three years. d. An authorization letter for signing authority to be furnished, if required. After the Scrutiny of application, the proposal will be sent to Government of Karnataka for issue of transfer Government order. On issue of Government order, the transferee company shall execute an agreement with KREDL for transfer of capacity.

7 PROCEDURE FOR EXTENSION OF TIME FOR SMALL HYDRO POWER PROJECTS The developer through an application to The Managing Director, KREDL shall request for time extension to their Small Hydro power project along with the documentary evidences for progress achieved at site, prior to completion of the prescribed time as per the Government order to implement the project. The developer should furnish the status of clearances obtained with respect to land, power evacuation etc. On examining the proposal and if found the project is under progress, the time extension proposal shall be processed on collection of time extension fees as follows: 1 st Year- Rs.1.0 lakh /MW 2 st Year- Rs.2.0 lakh/mw 3 rd Year- Rs.3.0 lakh/mw 4 th Year- Rs.5.0 lakh/mw plus applicable Service Tax (Government will issue Cancellation Order after 4 th Year) Thereafter, the proposal will be submitted to Government for extension of time with a condition to furnish a Security Deposit of Rs.1.0 lakh per MW by way of Bank Guarantee by the developer at the time of issue of Government order (If the projects are completed within the stipulated time the security deposit will be refunded, otherwise it will be forfeited to Government).
