Accordingly, I am directed to convey the sanction of the President of India to release of Rs lakh (71.65% ofrs Iakhs) to Govt. of Andhra Pradesh as Non-recurring Central assistance under National Programme of Mid-Day Meal in Schools for the year The expenditure of Rs lakh (Rupees Three Crore Thirty Three Lakh and Twenty Eight Thousand Only) will be debited to Demand No. 58- Department of School Education & Literacy, 3601 (Major Head) - Grant-in-Aid to State Governments, 04 - Grants for Centrally Sponsored Plan Schemes (Sub-Major Head), Elementary Education-National Programme of Mid-Day Meals in Schools (Minor Head) Assistance to States (Sub Head), Amount to be met from Prarambhik Shiksha Kosh (Detailed Head), Grants for creation of capital assets (Plan). 5. As far as possible procurement of Kitchen Devices shall be done in a decentralized manner, preferably at school/block level, so that there is no delay in making available the required devices to the schools. 6. The above release is subject to the condition that total funds available for replacement of Kitchen Devices should be utilized during this financial year only. 7. The grantee shall maintain a separate and proper account of grant received through this sanction letter and not divert the same for a purpose other than it has been sanctioned for. 8. A Register of Assets acquired out of this grant shall be maintained as per rules. 9. It is certified that the pattern of assistance under the Scheme has the prior approval of Ministry of Finance, Government of India. It is also certified that this grant is being released in conformity with the rules and principles ofthe Scheme. 10. 3 The accounts of the grantee shall be open to inspection by the sanctioning authority and audit, both by the Comptroller and Auditor General of India under the provision of CAG (DPC) Act 1971 and Internal Audit by the Principal Accounts Office of the Ministry of Human Resource Development, Department of School Education and Literacy, whenever the grantee is called upon to do so. 12. The amount of grant-in-aid is finally adjustable in the books of Principal Accounts Officer, Ministry of HRD, Department of School Education & Literacy, D- Wing, Ground Floor, Shastri Bhawan, New Delhi-II On receipt of sanction letter, the Principal Accounts Officer may issue an advice to the Reserve Bank of India (Central Accounts Section), Nagpur for affording credit to the balance of the State Government. The Principal Accounts Officer may forward a copy of the advice to the Accountant General and Finance Department of the State Government along with a copy to undersigned in the Deptt. of School Education & Literacy. State Government shall send intimation regarding receipt of grant-in-aid to Principal Accounts Officer, Ministry of HRD, Department of School Education & Literacy, Shastri Bhawan, New Delhi-l IOOOL 13.
