Sir, I am directed to refer the sanction of the President to release an amount of Rs.13,95,00,000/- (Rupees Thirteen Crore Ninety Five Lakhs Only) as the 1st installment to be incurred to the State Government of Meghalaya as Infrastructure Grants to 13 Colleges and Equity Initiative under Rashtriya Uchchatar Shiksha Abhiyan for the year The subsequent releases will be dependent on the submission of Utilisation Certificate for the earlier grants released. 2. Under RUSA, the Centr.al Government shall provide assistance to the extent of 90% (in NER, J&K, Uttarakhand and Himachal Pradesh). The ratio of Centre to State share in the grants for Meghalaya is 90: Subject to approval ofthe competent authority and fulfillment of all conditions as per RUSA norms, MHRD shall release Rs.13,95,00,000/- (Rupees Thirteen Crore Ninety Five Lakhs Only) ofthe allocation as the first instalment of central share to the State G:overnment of Meghalaya. Further inst::ilments of the ::illor.;:ition sh::ill he rele<1sed hy the Ministry only after the State Governments concerned releases of its committed share towards non-recurring expenditure and recurring grants, besides submission of the Utilisation Certificate by the State in respect ofthe first installment ofthe grant released. 4. The sanction is issued in exercise of the powers delegated to Ministries under DFPR, 1978, as amended from time to time. Above grants are being released in accordance with the pattern of Assistance approved by the Ministry of Finance, Government of India. The Principal Accounts Officer may forward a copy ofthe advice to the Accountant General and Finance Department of the State Government as well as Director, Higher Education of the State with a copy to the 0f: undersigned. The State will then transfer these amounts along with its matchjng grant to the RUSA bank account of State Higher Education Council (SHEC). 2 6. The grant-in-aid is subject to adj ustment on the basis of audited statement of accounts of Meghalaya. Further, the accounts of these Stales' SHECs in so far as it relates to grantsin-aid will be open to inspection by the sanctioning authority and audit both; by the Comptroller & Auditor General oflndia or by any other designated by him and Internal audit by the Principal Accounts Office of the Ministry of Human Resource Development, Department of Higher Education, whenever it is called upon to do so. Accordingly, I am directed to convey the sanction of the President to release an amount of Rs.2,09,25,000/- (Rupees Two Crore Nine Lakhs Twenty Five Thousand Only) as SC Component of the 1st installment to be incurred to the State Governments of Meghalaya as Infrastructure Grants to 13 Colleges and Equity Initiative under Rashtriya Uchchatar Shiksha Abhiyan. 9. The Expenditure of Rs.2,09,25,000/- (Rupees Two Crore Nine Lakhs Twenty Five Thousand Only) will be debited to Demand No.60-Department of Higher Education from Major Head 3601 Grants in aid to state Govt, 04-Grants to Centrally Sponsored Plan Schemes 789- Special Component Plan for Schedule Castes, 43- General Education, 02 Rashtriya Uchchatar Shiksha Abhiyan, 31- Grant-in-aid General., of the financial year (Plan).
