He will also explore both the evolution of roadside commercial architectural imagery and a number of commercial building types from auto showrooms, and supermarkets, to restaurants and drive-in theaters. Examples of successfully repurposed roadside commercial structures will also be discussed. The presentation will conclude with the results of Liebs recent 500-mile, one-day exploration of southeastern Wyoming, and some of the surprising structures and places he encountered. 1:15 p.m. 5:00 p.m. Track A: SHPO & B: Main Street Sessions 1:15 p.m. 2:30 p.m. Track A: Roadside Architecture, DSC Lounge Beth King, Wyoming State Historic Preservation Office Beth King will be applying the concepts presented by Liebs address to Wyoming, demonstrating how national trends are evident in Wyoming s cities and small towns across the state. She will be sharing recent survey projects conducted by the State Historic Preservation Office in an effort to record Wyoming s roadside heritage. Learn how you can help to preserve roadside attractions in your community and how roadside heritage tourism can work for Wyoming! 3

Make your voice heard., DSC Lounge Judy Wolf and Renée Bovée, Wyoming State Historic Preservation Office The State Historic Preservation Office has responsibility under the National Historic Preservation Act for developing and revising as necessary, a Statewide Historic Preservation Plan. This plan helps to guide the work of the State Historic Preservation Office by providing a vision for historic preservation in the state. The SHPO is beginning the process for updating the historic preservation plan for Wyoming. Come to this session and tell us what is important to you about Wyoming s historic buildings, archaeological sites, and landscapes. 3:30 p.m. 3:45 p.m. Joint Break: Sponsored by Powell Chamber/Main Street & The Alliance for Historic Wyoming, Lobby 3:45 p.m. 5:00 p.m. Track A: Beartooth Highway, DSC Lounge Elaine Hale, Yellowstone Center for Resources The Red Lodge-Cooke City Approach Road Historic District, commonly referred to as the Beartooth Highway, and officially known as US 212, is considered one of the most spectacular drives in the country. This All American Road is also included in America s Byways and was recently listed in the National Register of Historic Places (NRHP). The road is one of the highest elevation roads in the U.S. Join us as we take a visual tour of the spectacular landscape and look at the road s character defining features. 9 Conference Schedule Thermopolis, Wyoming 2:00 p.m. Special River Trip: Sage Creek Tour Historic Sites Advance Registration Required. (The CLG grant cannot cover this trip, so CLG members MUST pay for this individually.) Please bring your $26 per person Saturday. Join us as we explore historic sites as we retrace the tracks of John Colter, Jeremiah Johnson, and Buffalo Bill. Trip highlights include the timeless beauty of the red rock canyon, frequent rapids and narrated history of early Cody pioneers and the Plains Indian culture. Visits will include the DeMaris Hot Springs and the The Horner Site. The bison bonebed site, which contained beautiful and well made chipped stone weapons and tools, became the type site of the Cody Complex. The stone tool assemblage included Eden and Scottsbluff projectile points and various styles of the Cody Knife. The University of Wyoming conducted further excavations in the late 1970s. Radiocarbon dates indicate that systematic bison procurement occurred for at least a thousand years of Paleoindian time around 9000 years B.P. Participants need to meet at the Wyoming River Trips office, just west of Walmart on West Cody strip.

10 Conference Speakers Chester Liebs Chester Liebs, a protégé of James Marston Fitch, and an early graduate of Columbia University s Historic Preservation Program, is Professor Emeritus at the University of Vermont and was founding director of its Historic Preservation Program. He is currently Adjunct Professor in the University New Mexico s Graduate Certificate Program in Historic Preservation and Regionalism. Recipient of two Fulbright Fellowships to Japan ( ) and ( ), National Trust Advisor Emeritus, co-founder and past president of the Society for Industrial Archeology and the Society for Commercial Archeology, and former board member of US/ICOMOS, he has consulted and lectured nationally and internationally on conserving linear cultural landscapes, historic towns and cities, and intangible cultural heritage. He is also author of Main Street to Miracle Mile: American Roadside Architecture (1985, revised 1995). Liebs has received a number of awards for his work in preservation including a National Honor Award (1996) from the National Trust for Historic Preservation, and the National Council for Preservation Education s James Marston Fitch Preservation Education Lifetime Achievement Award (2004). Jim Charlier Jim Charlier is a transportation planner based in Boulder, Colorado. His firm, Charlier Associates, Inc., provides consulting services to public and private clients throughout North America. Charlier is nationally known for his innovations in transit system development, pedestrian environment design, transit-oriented development, and bicycle networks. His community transportation master plans (Kauai County HI, Flagstaff AZ, Redmond WA, Boulder CO, Fort Collins CO) have served as prototypes for local mobility plans that respond to community objectives for economic vitality, quality of life, public health and sustainability. He is currently providing technical assistance workshops to local communities across the U.S. for both US EPA and Smart Growth America. Charlier has taught classes in transportation and growth management for the Lincoln Institute of Land Policy and teaches courses in Sustainable Urbanism and Sustainable Transportation at the University of Colorado in Boulder as an adjunct. Charlier is also on the faculty of both the Governor s Institute of Community Design and the Mayor s Institute of Community Design. He was recently named a Master Builder in the Community Builders program of the Sonoran Institute. of 6

11 Conference Speakers Continued Elaine Hale Elaine Skinner Hale, a Registered Professional Archaeologist, has spent the last 20 years working with Yellowstone National Park s road program. This entails developing historic context for and documentation of the park s historic roads, including a major involvement in the rehabilitation process to retain the character defining features of the roads. She is also involved in preserving and recovering data from the historic and prehistoric archaeological sites associated with Yellowstone National Park s roads. In her capacity as Yellowstone National Park Archaeologist Elaine has co-edited two volumes of Yellowstone Archaeology, available to the public. Previously Elaine produced the Grand Loop Road Historic District National Register Nomination, is currently working on National Register Nominations for the Northeast Entrance Road and the West Entrance Road in Yellowstone Park, and recently successfully completed the Beartooth Highway National Register nomination. Born in rural Montana, Elaine completed her undergraduate work at Montana State University and got her Master s in anthropology from the University of Montana. One of her favorite past-times is to travel along the back-roads of Wyoming with her friend and fellow archaeologist, Jacquelin St. Clair, who learned about all of these wonderful passages when her father worked for the Forest Service in Wyoming. Kathy La Plante Kathy La Plante is a Senior Program Officer and Director of Coordinating Program Services at the National Main Street Center with expertise in building organizational capacity and developing promotional programming. She has worked in the Main Street field for nearly 25 years and the Main Street conference in Detroit will be the 25th she has attended. She joined the staff of the National Trust for Historic Preservation s National Main Street Center in May She works throughout the U.S. providing training for cities of all sizes using the Main Street Approach to downtown revitalization. Prior to this position, she was hired as the first Director of the New Hampshire Main Street Center, serving in that role for over ten years. She was responsible for initiating the statewide New Hampshire Main Street Program, and providing technical assistance to 23 designated Main Street programs. Ms. La Plante began her Main Street career in 1989 as the Executive Director of the Chippewa Falls Main Street Program. Seven years later, Chippewa Falls was a recipient of the Great American Main Street Award. Prior to working in downtown revitalization, Ms. La Plante spent 12 years in retail management including, for ten years, as manager of Spurgeon s Department Stores in Wisconsin, Minnesota, and Iowa. She attended the University of Wisconsin-Stout. Jillian Sutherland Jillian is the Economic and Community Development Project Manager at the Sonoran Institute s Glenwood Springs office in Colorado. Jillian oversees the Sonoran Institute s New Mobility West initiative, which provides technical assistance and trainings on issues at the nexus of transportation and community planning. Additionally, she helps manage several of the Institute s research efforts, including a recent report that investigated changing commercial market trends in the Intermountain West. She holds a master s degree in urban planning and policy from the University of Illinois and a bachelor s degree in sociology from Wheaton College. Outside of the office, you can find her exploring the many trails of the Aspen Valley with her husband and dog. 7

12 Conference Speakers Continued Wheatland, Wyoming Patrice Frey Patrice Frey is President and CEO of the National Main Street Center, where she oversees the Center s work, offering technical assistance, research, advocacy, and education and training opportunities for Main Street s network of approximately 1,100 communities. Based in Chicago, Illinois, the National Main Street Center is a subsidiary of the National Trust for Historic Preservation, and has participated in the renewal of more than 2,000 older commercial districts during its 30-year history. Before joining the National Main Street Center in May 2013, Patrice serviced as the Director of Sustainability at the National Trust for Historic Preservation, where she oversaw the National Trust s efforts to promote the reuse and greening of older and historic buildings, including research and policy development work through the Seattle-based Preservation Green Lab. Before joining the National Trust, Patrice worked for several years in the field of community development and urban research. She is a graduate of the University of Pennsylvania s program in historic preservation, where she received a master s degree in preservation planning and a certificate in real estate design and development through the Penn School of Design and Wharton Business School. Patrice completed her master s thesis on the application of the U.S. Green Building Council s Leadership in Energy and Environmental Design standards to historic buildings. Patrice also worked for the City of Goleta, California, where she coordinated the acquisition and preservation of coastal open space, as well as a number of community development related programs. Prior to her time in Goleta, Patrice worked for the Brookings Institution s Center on Urban and Metropolitan Policy in Washington, D.C., where she served as the executive assistant to the center director.
