1 1 17 DEPARTMENT OF ART,CULTURE & YOUTH AFFAIRS The Department of Art, Culture and Youth have provided us details of posts including numbers, the basis on which promotions are given, constitution of various Departmental Promotion Committees but other than the recruitment rules of the Directorate of Archeology and Museum, no other notified recruitment rules have been provided. The posts at the headquarter level are of Typist, Head Typist, Bill Clerk, Routine Clerk, Accountant, Record Supplier, Treasury Sarkar, Driver, Daftary and Peon. The Accountant is an Intermediate in Commerce but there is no indication how he has been recruited against the post in the scale of Rs The remaining posts are common category posts and the promotion policy in respect of these posts have been discussed in the Chapters regarding the Personnel Department, that pertaining to Common Category posts and in the case of Drivers under the Finance Department. Directorate of Youth Affairs Under the Directorate of Youth Affairs there are 96 posts of Deputy Superintendent of Physical Education/Physical Training Instructors and they are part of the Subordinate Education Service. We have been informed by the Department that the recruitment and promotion rules are under

2 2 preparation and 24 posts representing 25% of the cadre are assured as promotion in the Bihar Education Service, Grade-II. In the Physical Education side there are also 10 posts under Bihar Education Service, Class-I. According to the Department the eligibility period for the first promotion is after 5 years and for the second it is 3 years. It has been pointed out that for the Bihar Subordinate Education Service the pay scale of the basic grade is Rs but the pay scale of Deputy Superintendent of Physical Education has been notified by the State Government as Rs It has been requested that the same pay scale should be recommended for both teaching, inspection and physical education personnel who belong to Bihar Subordinate Education Service, i.e. Rs There are in all 55 posts of ex-cadre State Coaches who are required to get a degree/diploma from the National Institute of Sports, Patiala and the pay scale is Rs which stands revised to Rs Six of these Coaches are promoted against the total number of 24 posts of District Sports Officers Grade II. The proposal, according to the Department, for promoting these Coaches as Assistant Director (Sports), Deputy Director, is under consideration. The Department has also pointed out that ex-cadre Coaches in the pay scale of Rs have been given time bound promotion in the pay scale of Rs There are also 12 posts of District Sports Officers in the pay scale of Rs and then there are posts of Manager, Grade II in the pay scale of Rs According to the note of the Department the recruitment rules for the post of District Sports Officer have not yet been finalized and hence the posts are presently vacant In the field there are 75 posts of Clerk/Clerk-cum-Typist, 6 posts of Peon/Choukidar, 6 posts of Peon cum Groundsman, 5 posts of Mali cum Cooli, 2 posts of Sweeper and solitary posts of Account Clerk cum Store Keeper, Caretaker, Groundsman, Daftary and Dai, respectively, in the scales of Rs , Rs , Rs , Rs and Rs Posts in the field at the Mufassil level are also in the Culture side but numbers

3 3 are far less. There are only 2 posts of Clerk cum Typists as well as Accountant cum Accounts Clerk and there are other solitary posts of Instructor, Director, Senior Instructor, Flute Player, Driver, Peon and Mali cum Chaukidar. Deputy Superintendent of Physical Education We have noted in Volume II, Part II, paragraph that in the Directorate of Education in Andaman and Nicobar Islands Administration there is the post of Assistant Director in the scale of Rs , Physical Education Teachers are in the scale of Rs with a senior scale after 12 years in the scale of Rs and the selection scale after another 12 years in the scale of Rs Physical Education Teachers in Kendriya Vidyalay Sangthan are also in three scales now and the scales are Rs , Rs , Rs In Kendriya Vidyalay Sangathan the norms for post of Physical Education Teacher is one teacher for every 300 students including enrolment in primary classes, two teachers for above 300 students but up to 600 students and three teachers beyond 600 students. The Department has not furnished the yardsticks that are admissible in Bihar. The recruitment rules and promotion rules are still under preparation though it has been mentioned that these 96 posts are under the Bihar Subordinate Education Service. In paragraph , Volume II,Part II we had recommended for the Physical Education Teachers in Bihar the revised scale of Rs provided the recruitment qualification is graduation with diploma in physical education. The present pre-revised scale is Rs and this has been revised to Rs In paragraph of our earlier Report we have discussed whether there is a need for continuing with the Subordinate Education Service because this is not similar to any organisation that is available under the Central Government pattern For the Subordinate Education Service we had recommended the basic grade of Rs and had pointed out that the

4 4 inspection wing of the Service should be structured in such a way that officers in that wing are in a position to inspect at least the Primary and Middle Schools, nationalised or of the State Government. The scale of Rs was recommended in view of the fact that the scale was the selection scale of the Primary School Teachers as well as the basic grade of the graduate trained teacher. Under the scheme of things in Bihar the Subordinate Education Service personnel do not inspect the schools where +2 education is imparted. As the Bihar Subordinate Education Service was constituted years ago, we have refrained from recommending a total winding up of the Service because what is in existence for the last so many years cannot be done away with by a stroke of pen but careful thought would need to be given before restructuring the service. The Department of Secondary, Primary and Youth Education did not inform us that the posts of Physical Training Instructors are also part of the Subordinate Education Service and it is rather surprising how without the knowledge of the concerned nodal Department, the Physical Education Teachers are part of the Subordinate Education Service. This is a matter which requires to be looked into. It is also surprising as to how without the framing of recruitment rules and promotion rules the Physical Education Teachers are getting promotion in the Bihar Subordinate Education Service Class-II and Class-I in the scale of Rs and Rs At present we will recommend that the basic grade of the Physical Education Teachers will be the scale of Rs The Education Department have to take a decision to post the teaching personnel of the Subordinate Education Service in schools and only then the pay scale available to Graduate Trained Teachers could also be sanctioned to Physical Education Teachers who will be posted in schools depending on the yardsticks available in the Centre and will continue to be governed by the promotion policy of the Graduate Trained Teachers which at present is one promotion after 12 years designated as the senior scale of Rs and a selection scale after a further period of 12 years which is restricted to 20% of the posts in the senior scale. There is also no information whether all these 96 posts in the pre-revised scale of Rs are direct recruitment posts or are filled by promotion from Physical Education Teachers in lower scales of Rs or Rs

5 We have already recommended that the Assistant Director/ Lecturer/ Superintendent/ Lady Superintendent in the Physical Education side will be in the revised scale of Rs. 6,500-10,500. The Deputy Director will be in the scale of Rs. 10,000-15,000 or they will get the cadre pay provided they are from the Bihar Education Service As against 39 existing posts of Superintendent (Physical Education), the Department is in favour of having 56 posts at the rate of one in each district. This may be agreed to but as the rationale is clear. There are also 4 posts in the same grade at the divisional levels and these may be retained. Promotion for State Coaches/Ex-Cadre Coaches We have been informed by the Department that there are 55 posts of State Coaches/Ex-Cadre Coaches and the pay scales are, respectively, Rs and Rs All these posts are ex-cadre of the Subordinate Education Service. It is not clear how the ex-cadre posts are in the scale of Rs The Department has also mentioned that the State Coaches were previously given promotion in Bihar Education Service Grade-II in the physical training wing and it is proposed to promote 6 of the Coaches to the posts of District Sports Officer, Grade-II. No decision has been taken for further promotion against the posts of District Sports Officer. We have not been furnished with the details of where these Coaches are posted and secondly 55 Coaches for the entire Department for about 60,000 schools is utterly inadequate. Even one coach per district is extremely inadequate and there is need for increasing the number of Coaches if Bihar is to make a mark in the field of sports. To create adequate opportunities for sportsmen and give them support it will be necessary to have Coaches in at least each Block of the State, in Sub -divisions and in Districts. We are also not in a position from the available facts to pin point whether the required infrastructure is available for giving adequate and scientific coaching to sports personnel uniformly in all the districts. Secondly there needs to be a policy for sports in the State. Without a policy the infrastructure cannot be created on scientific and rational lines. The

6 6 need is not to have a given number of Coaches but tap the available sports talent in the State so that the State is able to carve out a place in the sporting map of the Country. District Sports Officers The Department has informed us that there are 12 posts of District Sports Officers in the scale of Rs and then there is a post of Manager Grade II in the scale of Rs The total number of posts of District Sports Officers is 24 including those from the Bihar Education Service. As the recruitment rules have not been framed many of the posts of District Sports Officers are vacant. Hence we recommend that there has to be at least one District Sports Officer in each district of the State if any meaningful step is to be taken for promoting sports in the State. We will recommend that one post of District Sports Officer in each District should be created and there should be at least 13 promotional posts for them in each territorial division of the State. It would perhaps be more useful for the officers of the Department to study the infrastructure available in a State where sports is encouraged, say a State like Punjab, or any other State. In the Central Government the 5 th Central Pay Commission recommended upgradation of the scale of Youth Assistant Grade-II from the existing scale of Rs to Rs because U.D. Clerks are promoted to these posts. For Youth Assistant Grade-I upgradation was recommended in the scale of Rs and this is what has been notified by the Ministry of Finance. The pay scale of Youth Officer is Rs We are unable to find adequate justification for recommending any sort of promotional system for U.D. Clerks in the State because we do not know the work that is being done by the Youth Assistants and secondly what led the Central Government to create these promotional opportunities for the U.D. Clerks The Department has suggested that there should be at least 56 posts of District Sports Officers and 50% of the posts should be filled by promotion of Sports Coaches. These Coaches will be required to be

7 7 graduates with diploma from the National Institute of Sports, Patiala and the Coach should have for two years participated in International/National/University level sports. The directly recruited District Sports Officers should have a graduate degree, a diploma from NIS, Patiala and at least five years coaching experience. The District Sports Officers could then be considered for promotion against 13 posts of Assistant Directors in each division in the scale of Rs An additional post of Assistant Director could be at the Headquarters. At present there are 3 posts of Deputy Directors for sports at Ranchi and Patna including Youth Affairs. We recommend that there should be an additional post of Deputy Director in the scale of Rs The aforesaid structure will, we hope, if adopted, give a boost to the sporting activities in the State For promotion of sports the Department has proposed that there should be six Coaches in each district and if the State appoints six coaches, the Government of India will appoint another six coaches. But as the infrastructure is not equally developed in all the districts, the number of coaches to be appointed will have to be scaled down. The districts of Ranchi and Patna could be given twelve Coaches, Jamshedpur, Hazaribagh and Muzaffarpur could be sanctioned eight Coaches as they have good facilities. The remaining 29 districts could have a lesser number. The eleven districts of Lohardagga, Palamau, Deoghar, Samastipur, Bhabua, Buxar, Nalanda, Saharsa, Katihar, Kishanganj and Munger could have three Coaches each, the remaining 18 districts having outdoor stadium should have 4 Coaches each. The eight districts of Gopalganj, Nawadah, Madhepura, Jamtara, Koderma, Sahebganj, Araria and Sitamarhi are in the process of acquiring outdoor stadiums and initially two Coaches could be assigned to these districts. It is only through appropriate and scientific coaching that the talent in sports could be nurtured and a boost given. Even for traditional sports scientific Coaching is necessary The Director, Sports of the State Government requested the Committee that posts of Doctors, Physiotherapists, para-medical staff, Librarian, Video Operator cum Electrician and sufficient number of Groundsmen need to be created for the proposed Sports Medicine Centre and

8 8 Sports Library at Patna as well as the Moinul Haque Stadium at Patna, the Moradabadi Complex at Ranchi and the State Sports Complex at Patna. We recommend the creation of these posts as well as supporting staff of Caretaker, Choukidar, Junior Engineer and managerial posts for the proposed different Centres. At present there is only one post of Manager for the Moinul Haque Stadium, Patna. He could be promoted as we have envisaged at paragraph of this Chapter. However, these posts should be created only after the complexes are in a very advanced stage of construction. Culture Wing The Department has informed us that there is one post of Assistant Director for Arts, three posts of Assistant Director, Culture and one post of Director, Cultural Affairs but the recruitment qualifications for these posts have not yet been decided and no promotions have been given. It has only been mentioned that the post of Assistant Director in the two wings of art and culture are in the scale of Rs which has got revised to Rs. 6,500-10,500. This is rather surprising that the Department is still indicating the pay scales that were prevalent prior to The only information that is available is that the recruitment qualification for the Assistant Director is graduation and the Bihar Public Service Commission have only selected two persons through the Combined Competitive Examination for these posts. The justification for having only three posts in Culture and one in Arts and at the top of them, the post of Director in the scale of Rs is not clear to us In the Culture Directorate of the Department there are two posts of Clerk-cum-Typists, two posts of Accounts Clerk/Accountant in the pay scale of Rs , one post of Instructor in the scale of Rs and one post of Director in the scale of Rs , one post of Flute Player in the scale of Rs meant for Senior Instructor and these are all solitary isolated posts. The Department has informed us that the requirement qualification for these posts of Clerk-cum-Typist, Accountant, Instructor as well as Director is Matriculation and the post of Flute Player is a technical post. The

9 9 only information about the method of recruitment is that the posts are filled by open advertisement. The duties of the posts have not been defined nor are we aware which are the field offices in which these posts are available. We presume that these posts are at the headquarters level At present the Directorate of Cultural Affairs under the Department of Art, Culture and Youth has one Director, four Assistant Directors, one Assistant and three Bill Clerk cum Typists. During the course of discussions it was pointed out that a cultural complex called the Multipurpose Cultural Centre is proposed to be established and the Premchand Rangshala is also being renovated. The Department was of the view that with the existing posts the Department would he hard put to perform according to expectations in the field of culture. To justify the creation of additional posts, the Department has proposed that the Department needs to be re-organized in order to have a rudimentary organisation at least in the important districts which have got rich cultural heritage. It was pointed out that the Assistant Directors with the Programme Assistants as well as the Bill Clerk cum Typist in each office in a district will act as nodal units for collecting information in the field of culture as well as help in organising cultural activities under the overall control and guidance of the District Magistrate. It was also felt that the essential qualification of the personnel to be recruited for filling up the additional posts of Assistant Directors and Programme Assistants would need to be changed. The Assistant Directors as well as Programme Assistants would have to be graduates with Prabhakar Degree from the Prayag Sangeet Samiti, Allahabad or Diploma from National School of Drama or from the Film and Television Institute of India, Pune in visual performing art disciplines and in addition, they should have three years practical experience of participation in Radio/Television/Film/Stage programmes as an artist or as a Technician or have instead three years experience in participating or organising solo or group exhibition in any one of the fine arts. The desirable qualification is experience in cultural research with a few research publications and those having wide knowledge of the cultural traditions of Bihar.

10 It is proposed to have at least six posts of Regional Cultural Adviser/Manager/Deputy Director in the pay scale of Rs. 10,000-15,200. The Deputy Director, Cultural Affairs will be at Patna, the two posts of Managers would be for the Premchand Rangshala and the Multipurpose Cultural Centre which is expected to come up in the future and three posts of Regional Cultural Advisers/Regional Cultural Officers at Ranchi, Gaya and Darbhanga. Instead of four posts of Assistant Directors at present, there will be 17 Assistant Directors in the scale of Rs ,500 in the 14 old districts of Motihari, Darbhanga, Purnea, Bhagalpur, Bhojpur, Gaya, Dhanbad, Hazaribagh, Chaibasa, Saharsa, Chapra, Munger, Muzaffarpur and Daltonganj as well as two posts will be for the Premchand Rangshala and one for the Saraikela Chhau Centre. The nine Programme Assistants in the pay scale of Rs will be stationed at Ranchi, Darbhanga, Dumka, Purnea, Jamshedpur and two posts will be for the Premchand Rangshala. While there will be one post each at Dumka, Purnea and Jamshedpur, there will be two each at Ranchi and Darbhanga. The Department also proposes to have two Computer Operators, 14 Bill Clerk cum Typists with each of the Assistant Directors in the 14 old districts, one Store Keeper for the Premchand Rangshala, two Electricians for the Premchand Rangshala and the Multipurpose Cultural Complex, two Stage Assistants for these two centres, one Driver cum Mechanic, one Carpenter for the Premchand Rangshala and one Personal Assistant with the Director at the headquarters. However, the Computer Operator will be in the scale of Rs equivalent to Data Entry Operator, Grade A and the pay scale of the other posts would be according to what has been recommended elsewhere. The Department proposes to directly recruit all the posts of Programme Assistants and 25% of the posts of Assistant Directors will be filled through promotion of Programme Assistants and 75% of the posts will be directly recruited through the Bihar Public Service Commission on the basis of qualification mentioned in the foregoing paragraph The Department has proposed that all these posts will be in the Directorate and the Programme Assistants and Assistant Directors, Managers, Regional Cultural Adviser/Officer and Deputy Director will be part of a single cadre of the Directorate of Culture.

11 This Department of Art, Culture & Youth is relatively new and the existing staffing pattern leaves much to be desired. It is with this intention that the above proposals of additional posts have been worked out. Though certain art forms are still surviving in Bihar but due to lack of advertisement, inability of the State to organize programmes and festivals of these art forms are becoming extinct. The general apathy towards art and culture has virtually reduced the Department to organising periodic festivals and shows to justify their existence as well as complete the formalities to spend the money allocated to them. In addition to creation of posts, the State Government would be required to invest in this Sector so that modern auditoriums with the latest facilities come up and the artists are in a position to exhibit their talent at properly equipped auditoriums. Moreover, to save whatever remnants of culture is there in the State and to promote budding talent it would be necessary to go for computerization to ensure that whatever is available may be exchanged and nothing is lost with the passage of time. We have recommended creation of additional posts in the hope that the art & culture scenario of Bihar gets a respectable place in the all - India map. Archaeological and Museum Directorate The directorates of Archaeology and Museums are separate and we first take up the promotional policy to be adopted for the Museums The Department has informed us that there are posts of Technical Assistants, Research Assistant, Guide, Gallery Assistant and Numismatist in the scale of Rs and the recruitment qualification is post-graduation in second class in Ancient Indian History and Culture/Archaeology/Asian Studies/Art and Architecture. The total number of posts in these five categories is 15. All these posts are under the Subordinate Education Service (Archaeology and Museum Wing). The promotional posts are in the Bihar Education Service, Grade II and the posts are namely, Assistant

12 12 Museum Curator, Museum Curator, Deputy Director, Additional Director and Director. Curator of Museums other than in Patna and Assistant Curators are in the pay scale of Rs % of the posts are available for promotion to those in the scale of Rs and there is also provision for 50% direct recruitment. Those in Bihar Education Service Grade-II are promoted in Grade- I in the scale of Rs against the posts of Deputy Director, Museum and Regional Deputy Director. Further promotion is against the post of Director, Archaeology & Museum. The recruitment qualification of the posts in the pay scale of Rs and higher have not been indicated The Department has suggested that for the 20 museums of the State the 15 posts in the pay scale of Rs should be designated either as Assistant Keeper or Curatorial Associate. For the Technical Assistant, Guide and Research Assistant the designation suggested is Curatorial Associate. It is also proposed to designate the Caretaker of the Jagdishpur Babu Kunwar Singh Memorial Museum as Curatorial Associate and the pay scale increased from Rs to Rs , at par with the Technical Assistant. This may be agreed to if the source, method and eligible qualifications for recruitment are the same. According to the Department the Curators of the less important State Museums should be designated as Deputy Keepers and there will be 15 posts of Deputy Keepers in the scale of Rs These Deputy Keepers will then be promoted against 6 posts of Keepers of Museums in Darbhanga, Buxar, Nawadah, Gaya, Muzaffarpur and the Maharaja Lakshmeshwar Singh Museum at Darbhanga. The pay scale of the post of Keeper would then be Rs , instead of Rs The Curator of the Patna Museum and the three Deputy Directors would then be in the scale of Rs The pay scale of the Director could then be Rs instead of Rs as notified earlier. However, the cadre would need to be separated from the Bihar Education Service. The Director, Museums has requested this Committee to provide posts of one Keeper, two Deputy Keeper and two to four Curatorial Associates for the Archaeology, Arts, Arms & Trophies, Coins, Natural History and Training, Publications and Public Relation divisions that need to be established in the Patna Museum. These posts

13 13 may be agreed to provided the State Government is willing to place funds at the disposal of the Museum. We are not willing to create posts without work In the Archaeological Directorate there are 7 posts of Investigation and Excavation Officer, Conservation Officer, Registering Officer, Assistant Director and Record Officer. The pay scale of these posts is Rs but the educational qualification has not been indicated and there is only mention that the posts are to be filled on the basis of recommendations by the Bihar Public Service Commission. The higher posts are in Bihar Education Service Class I and the number of posts in the scale of Rs are only two. The next promotional post is of Director in the pay scale of Rs From the basic grade to the first promotional post the eligibility period is 8 years whereas it is six years for the second promotional post. The Department is in favour of promotions on the basis of seniority-cum-merit and have requested that the present system or the Central pattern to be adopted. Below the pay scale of Rs there are nine posts of Senior Technical Assistant, Technical Assistant and Technical Investigating Assistant in the scale of Rs If these fulfil the qualifications of the senior posts in the scale of Rs then they could be considered for promotion to 50% of the posts. We recommend that the minimum educational qualification should be a post-graduate degree in the appropriate discipline In Class IV there are 134 posts in the pay scale of Rs designated as Night Guard, Chaprasi and Gallery Chowkidar in the Museum Directorate. The four promotional posts are of Jamadar,Daftary amd Literate Guide. The Department has not suggested anything else other than mentioning that the promotions are made on the basis of seniority-cum-merit. There are also 21 posts of Sweeper, Sweeper cum Farash, 9 Gardeners and 4 posts of Farash in the Directorate of Museum. In the Clerical side there are two Steno Typist, 24 Clerks/ Clerks cum Typist and four Head Clerk cum Accountant. We recommend that the Head Clerk and Accountant should be different and the duties should not be combined in one person. Then, there are two posts of Laboratory Assistants in Patna Museum in the scale of Rs with Science in Matriculation as an essential qualification, one post of

14 14 Photo Printer in the same scale of Rs at Patna, one post of Calligrapher in the same scale and another post of Calligrapher at Chandradhari Museum, Darbhanga in the pay scale of Rs , three posts of Photographers in the scale of Rs , 5 posts of Chemical Assistants in the scale of Rs with B.Sc. in Chemistry, four posts of Senior Modeller/Modeller, one post of Artist, one post of Exhibition Assistant and three posts of Librarian in the scale of Rs For all these posts there are no promotional opportunities and in many cases the exact recruitment qualification has not been mentioned. For example, in the case of Steno -Typists the speed at which stenography and typing is required has not been indicated. The Department has also not suggested the promotional posts for these isolated posts. Moreover, in many cases the seniority list has not been finalized. It is only for the Chemical Assistant that the identified post on promotion is Senior Chemical Assistant and Chemist in the respective pay scales of Rs and Rs but the latter is a post of the Bihar Education Service, Grade II In the Archaeological Directorate there are 39 post of Monument Attendant in the pay scale of Rs , Steno Clerk, one Dark Room Assistant, three Photographers, one Senior Photographer, one Photographer cum Surveyor, one Senior Draftsman, seven Estimator-cum- Draftsman, one post of Maintenance Assistant and Drivers. There are also 30 posts of Monument Attendant in higher scale but the scale has not been indicated. We recommend that for the 39 Monument Attendants there could be six posts of Senior Monument Attendant in the scale of Rs Then there should be three posts of Conservation Assistant in the scale of Rs with appropriate technical training being given to the Class IV personnel. These Conservation Assistants could then be promoted to the posts of Conservation/Maintenance Assistant in the pay scale of Rs In addition there are 3 Junior Engineers, one Assistant Engineer but no posts of Executive Engineer. The Director Archeology has suggested creation of 6 posts of Foremen in the scale of Rs However we are not in favour of creation of posts of Foremen in a relatively lower scale of Rs Instead there should be posts of Conservation Assistants as discussed earlier.

15 15 There is also one post of Chemical Assistant in the scale of Rs but there is no post available on promotion. The candidate is required to have a degree in Chemistry with training or experience in archaeological conservation and maintenance For the post of Laboratory Assistant in the Patna Museum in the scale of Rs the recruitment qualification is Matriculation with Science. As there are only 2 posts there are no specific promotion opportunities. In paragraph of the 5 th Central Pay Commission Report it was recommended that Laboratory Assistant/Technician in future should be recruited in the pay scale of Rs from matriculation with Science and possessing Certificate/Diploma in Laboratory Technique or 10+2 with Science. The 5 th Central Pay Commission has recommended the pay scale of Rs for science graduates with diploma/certificate in Laboratory Technique. We recommend that the recruitment qualification be accordingly revised for the post of Laboratory Assistant. Laboratory Assistants are only two in number and we recommend that in future recruitment should be made through transfer on deputation from either the Department of Health or from the Road Construction Department. This will ensure that if no promotional opportunities are available in the parent cadre, the concerned personnel may either go back to their parent cadre on promotion or continue in a higher scale on deputation For the solitary post of Photo Printer the recruitment qualification mentions that the essential qualification is Matriculation with knowledge of photography. However, we recommend that in future recruitment in the pay scale of Rs should be made from candidates who are Matriculates with a Diploma in Photography There is one post of Calligrapher in Patna Museum in the scale of Rs as well as one Calligrapher at Chandradhari Museum, Darbhanga in a higher scale of Rs But the essential recruitment qualification for both the posts are the same. It would be better to have the post of Calligrapher in Darbhanga as the promotional post for the Calligrapher in

16 16 Patna Museum. However, experts in Calligraphy require to be recruited. The number of years of experience required or the name of the particular Institute from where diploma in Calligraphy is given needs to be specified There is also a post of Photographer in the pay scale of Rs The 5 th Central Pay Commission at paragraph recommended that Photographers in the scale of Rs should be filled 90% by direct recruitment from Matriculates with Diploma in Photography with two years experience. 10% of the posts could be filled by Photography Attendants having the qualification prescribed for direct recruitment. As there is only one post of Photographer with a promotional post of Senior Photographer, we recommend that the Photo Printer with two years experience with a diploma in photography will be eligible for promotion in the pay scale of Rs and the next promotional post will be that of Senior Photographer in the scale of Rs For the post of Chemical Assistant in the pay scale of Rs , there is one promotional post of Senior Chemical Assistant and the post of Chemist in the scale of Rs We recommend that the Chemical Assistants be promoted as Senior Chemical Assistant and thereafter to the post of Chemist. However, the post of Chemist which is part of the Bihar Education Service should no longer be part of that Service though the recruitment could be done through the Bihar Public Service Commission. Hence it would be better to enable the Senior Chemical Assistant eligible to be considered for promotion to the post of Chemist provided he fulfills the qualifications laid down and age relaxation could be granted to the Senior Chemical Assistant. We recommend that the minimum educational qualification for the post of Chemist should be post-graduation in Chemistry with a few years (two to five) experience in the concerned field.

17 17 Conclusion We have attempted in the foregoing paragraphs to outline promotional prospects for all the posts in the Department. Wherever some posts have not been covered these have to be read with our recommendations in the Chapters on Common category posts, Department of Personnel and Administrative Reforms, Department of Revenue and Land Reforms and in case of Draftsmen, the Chapter on Road Construction Department will be relevant.

18 18 18 DEPARTMENT OF SCIENCE AND TECHNOLOGY In this Department there are two separate wings called the Science Section and the Technical Education Section. Development of new areas of science and technology, coordination of the areas of science and technology concerning different institutions and departments, supporting and coordinating applied research programmes in Universities and other institutions as well as formulation of science and technology plans relevant to the identified needs of the State are matters that are taken care of in the Science Section. The Technical Education Section takes care of technical and vocational education and training as well as the Boards constituted under the Technical Education Department such as the State Board of Technical Education. The Department has made available to us the number of posts and the designations of all posts in the three Engineering colleges, in the Polytechnics, Mining Institutes and Government Women s Polytechnics, in the Women Industrial Schools, in the State Board of Technical Education as well as in the Department. In the Government Engineering Colleges, there are 332 posts of Principal/Director, Professor, Associate Professor and Assistant Professors who are in AICTE scales and we are not required to recommend any pay revision for these posts.

19 19 Similar is with respect to 845 teaching posts including Principal of Government Polytechnics, Mining Institutions and Government Women s Polytechnics. In the State Board of Technical Education 8 posts of Assistant Secretary, Deputy Controller of Examination, Director of Administration, Special Officer, Joint Secretary and Secretary are in AICTE scales of pay and we are not discussing their promotional prospects In addition to the above mentioned posts which are in AICTE scales there are a large number of posts in the various teaching and nonteaching wings of the Department. Some of these posts belong to common categories, whether they are in the Engineering Colleges or Polytechnics or Women s Industrial Schools or Mining Institutions. We are not specifically discussing these posts and the same promotional opportunities will be made available to them as has been discussed in the Chapter on Common Categories or elsewhere which we have indicated in the subsequent paragraphs. The problem with this Department is that there is no information about the educational qualifications of most of the posts. Similarly, the Department has not mentioned whether these posts are filled by direct recruitment or by promotion and, if by promotion, what is the extent of promotion that is earmarked in the Recruitment Rules. Presumably, the relevant Recruitment Rules and Promotion Rules do not exist because we have not been provided with any information to enable us to formulate promotion policies for the staff of this Department In addition to posts at the headquarters, the Department controls the following institutions:- 1. Polytechnics Women Industrial Schools Engineering Colleges Printing School, and 5. Other Institutions which are supported by the Department.

20 In our Report on pay scales we had recommended in Chapter 14, Volume II, Part II that the Teachers in Polytechnics are entitled to AICTE scales and these already stand notified by the Government of India. However, there is a need to outline the promotion policy of the non-teaching posts in the three Engineering Colleges at Dhanbad, Muzaffarpur and Bhagalpur. The employees in the Engineering Colleges are State Government employees and they are getting the same pay scales and the same promotional facilities as the State Government employees. However, we do not know whether the promotional facilities and pay scales of the employees in the Engineering Colleges who constitute the non teaching staff are the same as the non-teaching employees of the Engineering Colleges under the various Universities of the State. There are about 97 categories of posts in the Engineering Colleges but we find that some of these posts also belong to the Polytechnics. Posts in Headquarters In the headquarters the Joint Director, Administration is in the scale of Rs , Assistant Director(A) in the scale of Rs , Inspectress of Women Industrial School is in the scale of Rs , the System Analyst in the scale of Rs , the Programmer in the scale of Rs , Research Officer in the scale of Rs and the Administrative Officer in the scale of Rs No recruitment qualifications have been furnished, no information about the mode of recruitment, whether promotion or direct recruitment, has been specified and the posts available for promotion are also not identified. Hence whatever we recommend will be mere conjectures and will require consideration in the Department based on available facts. Other posts in the headquarter are in U.G.C. scales of pay and we are not discussing the promotional prospects of these posts.

21 There is a post of Office Superintendent but there is no information about where the officer is posted and what is the ratio of Head Clerk -cum-accountant to Office Superintendent and between Clerk to Head Clerk Then there are posts of Accounts Officer in the pay scale of Rs , Inspector of Accounts in the pay scale of Rs , Accountant in the pay scale of Rs and Bill Clerks in the pay scale of Rs The numbers in each grade have not been indicated. In the Accounts Cadre, the Bill Clerk and the Accountant may be promoted to the posts of Inspector of Accounts and thereafter as Accounts Officer. The promotion prospects could be considered adequate if this structure can be achieved We are not commenting on the cadre of Typists and other Secretarial posts because these have been dealt with separately in Chapter on the Personnel Department or on Common Category Posts. Non gazetted Common Category Posts We have attempted to group the following posts and suggest promotional opportunities because the State Government have taken a decision to stop time-bound promotions and selection grades:- (a) According to the information available there are 56 Mazdoors and Workshop Mazdoors, 60 Attendants and Drawing Hall Attendants, 12 Class Attendants, 61 Laboratory Attendants, 7 Store Attendants, Security Guard, Tools Room Jamadar, 7 Khalasis, 45 Class Darwans, Boiler, Stoker and Laboratory Boy are in the basic grade of Rs because their pre-revised scale was Rs All these posts are in the three Engineering Colleges and 25 Polytechnics. In the Central Government, all Peons are directly recruited from those

22 22 who are Middle School standard pass. The Farash are required to be Primary School standard pass. The Helper is also required like the Farash and the Chowkidar to be Primary School Standard pass. Hence all these Attendants other than the Peons, should be Primary School pass. (b) The single Cyclostyle Attendant and 17 Malis are in the scale of Rs The Cyclostyle Attendant is in the pay scale of Rs and he should be required to be Middle School Pass and this could be a promotional post for those Attendants & Peons who are in the pay scale of Rs The Mali who is now in the scale of Rs is required to be a Primary School Pass with agricultural background and two years experience in gardening. In case there is a Mali Attendant he could be considered for promotion to the post of Mali in the higher scale of Rs (c) The Head Mechanic, two posts of Second Mechanic, Wireman, Oil Engine Driver, Blacksmith, one post of Pattern Maker, Electric Wireman, Spray Painter, Assistant Fitter, Polisher, Painter, Fitter and Moulder as well as Boiler Attendant are in the pay scale of Rs Unfortunately, the Department has not furnished us the recruitment qualification for these posts and no promotional opportunities have been suggested or laid down. Secondly, the Second Mechanic and Head Mechanic are in the similar scale of Rs We have recommended for the Carpenters the pay scale of Rs and for the Furnace Man the scale of Rs

23 There are a large number of Class IV posts in this Department, specially in the Colleges and Polytechnics. Unfortunately, unlike in the Secretariat, promotional posts like Treasury Sarkar, Cyclostyle Attendant, Daftary, Reprographic Machine Operator are very few. We may recommend a few posts of Senior Peons but the problem lies in identifying which teaching or administrative posts are entitled to these Senior Peons. We are also not aware whether Assistant Professors, Associate Professors, Lecturers and Senior Lecturers in the Engineering Colleges and Polytechnics are entitled to Peons or not. Therefore, the best course of option is to make a general recommendation that if these teachers are entitled to Peons according to the norms of the AITCE, then posts of Senior Peons could be created in the scale of Rs If they are not entitled to Peons then the only promotional opportunities for the Class IV personnel will be the meagre number of Treasury Sarkars and Daftary and a few other posts or they will be entitled to promotions under the Assured Career Progression Scheme which we have discussed in Chapter 2 of this Report. Class IV and other common category posts which we are not discussing in detail because they have already been discussed in previous Chapters, have been listed below :- Engineering Colleges :- Registrar, Administrative Officer, Workshop Superintendent, Accounts Officer, Mazdoor/ Workshop Mazdoor, Attendant, Class Attendant, Library Attendant, Store Attendant, Tool Room Jamadar, Khalasi, Class Darwan, Laboratory Attendant, Cyclostyle Attendant, Mali, Draftsman, Bus Driver, Stenographer, Laboratory Assistant, Dresser, Clerk, Typist, Mason, Head Clerk, Class IV, Treasury Sarkar and Daftary. Polytechnics & Mining Institutes : Laboratory Attendant, Laboratory Boy, Computer, Laboratory Attendant, Registrar-cum-Accounts Officer, Head Clerk-cum- Accountant, Head Clerk, Clerk, Steno Typist, Typist, Clerk-cum-Typist, Routine Clerk, Correspondence Clerk, Store Keeper, Assistant Store Keeper, Library Attendant/Store Attendant,

Posts in the Department :- Laboratory Attendant, Senior Laboratory Attendant, Laboratory Attendant who are Class VIII pass, Draftsman, Store Attendant, Assistant Store Keeper, Store Clerk, Store Keeper (10+ ITI), Assistant Store Officer, Store Officer, Darwan, Class Room Darwan, Mali, Head Mali, Routine Clerk, Clerk, Office Attendant, Despatch Clerk, Class IV personnel, Head Clerk-cum- Accountant, Office Superintendent, Registrar-cum- Accountant, Library Attendant, Assistant Librarian, Librarian, Mazdoor, Helper, Tool Room Jamadar. Posts in Engineering Colleges There is a solitary post of Medical Officer in one of the Government Engineering Colleges but we do not know in which of the three colleges. This is a direct recruitment post but we do not know what is the qualification of the Medical Officer and, therefore, he will only be entitled to the pay sale of Rs ,500 with three initial increments if he is an MBBS Doctor. As this is a solitary post, we are unable to recommend any other post by way of promotion. There are three Workshop Superintendents, one in each of the three Engineering Colleges, in the revised pay scale of Rs ,500. As these are solitary posts in each Engineering College, we are not recommending

25 25 any promotional post for them. Moreover we do not know whether these posts are filled by direct recruitment or by promotion There are a few posts in the Engineering Colleges designated as Second Mechanic, Oil Engine Driver, Pattern Maker, Assistant Fitter, Moulder, Boiler Attendant and Lineman in the scale of Rs Then there are a few posts of Carpenter, Sub-station Attendant, Mechanic, Cabinet Maker, Telephone Mechanic and Dresser-cum- Compounder in the scale of Rs There is also a solitary post of Record Keeper in the scale of Rs in the Engineering Colleges. We are unable to recommend due to paucity of information, specific posts on promotion for these categories. However, if the personnel working in the posts in the scale of Rs have the requisite skill and expertise in the form of ITI Certificate, then they could be considered for promotion as Carpenter, Mechanic, Cabinet Maker and Telephone Mechanic who are in the higher scale of Rs For recruitment to posts of Head Mechanic, Second Mechanic, Oil Engine Driver, Blacksmith, Pattern Maker, Assistant Fitter, Painter, Polisher as well as Moulder at least 5 years experience should be made mandatory in case promotion is being given from adequately experienced staff from the lower grades. If promotions cannot be given, then recruitment has to be made from Middle School Pass candidates who have got some experience or have a Certificate to prove their ability in a particular trade Head Mechanic, Mechanic, Sub-Station Attendant, Electric Armature Binder are in the scale of Rs and the Mason, Carpenter, Cabinet Maker, Machinist, Trader, Assistant Mechanic, Radio Mechanic, Junior Mechanic, Instrument Mechanic, Dresser-cum-Compounder are also in the pay scale of Rs All these posts under the Central Government have the recruitment qualification of Matriculation with National Trade Certificate from an Institute recognised by the Government. In the Security Paper Mill, Hoshangabad under the Department of Economic Affairs, the Fitter Grade VII in the pay scale of Rs are required to have a National Trade Certificate in Fitter Trade with two years experience as a skilled worker or in a Workshop under a Government Public Sector Undertaking

26 26 /Company of repute. The Mazdoor of Mechanical Engineering Section in the Security Paper Mill with three years regular service in the grade are promoted against these posts. At present the revised pay scale for the Technicians is Rs given the pre-revised pay scales of Rs and Rs The Department would have to examine how those in the pay scale of Rs will be promoted to posts in the pay scale of Rs in the Engineering Colleges. The same position is in respect of posts in higher scales like Head Electrical Instructor, Boiler Operator, Boiler Attendant, Fitter in the pay scale of Rs There are in the Engineering Colleges six posts of Assistant Librarian and two posts of Librarian, respectively, in the scale of Rs and Rs If the Assistant Librarians have the qualification of Bachelor in Library Science after graduation then they could be considered for promotion against the posts of Librarian. There are a few posts of Demonstrator, Game Teacher, Overman Instructor, Foreman, Technical Assistant and Draftsman Instructor who are all in the scale of Rs Most of these posts except that of Foreman and Demonstrator are very few in number and not more than two to four each. For the 39 posts of Demonstrator and 30 posts of Foreman we recommend that the Foremen will be entitled to promotion as recommended in the Chapter on Common Categories. The Demonstrators will have to continue in their posts till they acquire the requisite qualification to become Workshop Superintendent We are not recommending any separate qualification for Draftsman because we have dealt with in detail about the post in Chapter 29 regarding the Road Construction Department. The only difficulty in replicating the hierarchy of Draftsman in these two departments is that sufficient posts may not be available for a viable promotion policy. However, if there are sufficient number of posts then the same scales on promotion as are available in the Road Construction Department will mutatis mutandis apply in the case of Draftsmen in the Science and Technology Department.
