4 Dear DELTAS2013 Participants, Welcome to Ho Chi Minh City, Viet Nam, and the magnificent Mekong Delta, one of the most productive and beautiful deltas on earth. We are pleased to have been invited here to convene DELTAS2013VIETNAM: World Delta Dialogues II. This is the second such international conference initiated by the America s WETLAND Foundation; the first was held in the United States in New Orleans, Louisiana, in Representatives from 15 deltas throughout the world focused dialogue on deltaic sustainability challenges in the context of the Mississippi River Delta. As we begin our dialogues here in Viet Nam, it is the desire of the partners who have come together to host this conference to enable an exchange of ideas and passion for sustaining these prolific deltaic regions worldwide. While this exchange may focus on examples of the Mississippi and Mekong Deltas, it is our hope that the diverse group of attendees from across the globe will address challenges that impact all great deltas of the planet, with the promise of solutions to sustain them - environmentally, economically and culturally. Decisions made many years ago in the Mississippi River Delta by those with the best of intentions have led to unintended consequences both costly and tragic. If during the course of this meeting that experience can be shared, perhaps it will help to inform future decisions as all deltas face unprecedented vulnerabilities. The Dutch delta has become one of the best protected and safest deltas in the world. Still, the delta is not yet robust enough and requires constant attention, research and investment. The Netherlands will share its latest insights in delta management during this conference based on the Dutch Delta program and international experience. Viet Nam and the Netherlands have been working closely together in drafting a Mekong Delta Plan to adapt to climate change. Experiences will be presented for the benefit of all. To create a healthy future for our deltas requires true compromise and the will to make sustainability a reality. It is only through open and sincere cooperation that we will be able to move from concepts to results from vulnerability to adaptation. Agreeing where global cooperation is possible and setting priorities for action is key. We must address short-term impacts to avert the demise of entire systems and the permanent loss of natural, economic and societal assets over the longer term. It is the intent for this gathering to address the issues before us at a level broad enough to allow creative thinking and dynamic discussion. With no wrong or right viewpoints, let us pursue new ways to cooperate, setting a course to ensure a continued exchange of ideas and practices that will allow our grandchildren to write their histories in verdant and flourishing lands. We invite you to vigorously participate in all conference sessions, knowing that your work will be disseminated widely as these dialogues come to a close in Viet Nam. R. 6 SITE TOURS OVERVIEW 20 May 2013 (Departure Times Vary) Pre-Registration Required TRAN CHIM NATIONAL PARK Hosted by the World Wildlife Fund (WWF) and Viet Nam National University, HCMC, this tour will travel to a valuable wetland restoration site in the historic Mekong River floodplain. WWF-Viet Nam and Park Management have collaborated here on a project to restore the wetlands by piloting and applying an ecosystem-based approach to management. This approach allowed for the rehabilitation of the ecosystem while providing legal access for communities to wetland resources. In 2012, the park became the fifth RAMSAR site in Viet Nam. Officials continue to work to enhance the community's sustainable access to wetland resources, and to apply the hydrology management strategies and other tools developed in the past four years with WWF. This site is a biological wonder and home to tremendous species diversity, including more than a quarter of all waterfowl species in Viet Nam. CAN GIO MANGROVE FOREST About 50 km southeast of Ho Chi Minh City, the Can Gio Forest was recognized as the first mangrove biosphere reserve in Viet Nam by UNESCO in Can Gio is a scenic area of tremendous biological diversity. Guests of this tour will visit the Can Gio Museum and then take a guided walking tour of the forest, followed by a guided boat tour of the reserve. The Can Gio tour also includes a visit to the Mausoleum of the 'Water Emperor.' This tour is hosted by Viet Nam National University, HCMC and the America s WETLAND Foundation. 3

15 DESIGN CHARRETTES One of the most important outcomes of DELTAS2013 will be the ideas generated during the interactive design charrettes. Charrette facilitators will guide their teams through three working sessions over the course of the conference. These discussion sessions will seek solutions for sustainable deltas using the Mekong Delta as a focal point. On the final day of DELTAS2013, charrette leaders will report on their groups recommendations concerning priorities for global cooperation. There will be 8 different charrette teams that will meet in parallel sessions. Each charrette team will discuss the same set of critical questions and try to move towards consensus on a number of topics that are important to the Mekong Delta - and to deltas around the world. Teams may also choose to graphically design solutions to challenges, referring to maps found in this program and in charrette meeting rooms. Recorders will be provided for each of the groups to document the main discussion points and proceedings from the sessions. Please refer to the symbol on your name tag and the list on the next page to determine your charrette team and room assignment. Each charrette team will likely produce different ideas based on their approach to the following discussion topics. The organizers believe these topics are a helpful way to organize a more general discussion of deltaic sustainability. Topics to be considered include: Governance Structure Sustainable Agriculture Functional Floodplains Compatible Infrastructure Political & Societal Will On Wednesday evening, 22 May, charrette leaders will meet to review findings and agree on a summary of recommendations to be delivered during the final plenary session on 23 May. After the conference, these recommendations will be compiled into a report of findings to be presented to the Government of Viet Nam and to sponsor country embassies in Hanoi. This Communiqué of Cooperation will be disseminated to organizations interested in comprehensive forecasting, best practices, technology transfer, research and policy for delta regions. It is hoped that the findings report will lead to the development of one or more pilot projects identified by potential partners during the conference, such as the Blue Ribbon Resilient Communities forums in the U.S. Gulf of Mexico states, which were inspired by recommendations from DELTAS 2010 in New Orleans, Louisiana. 12
