As a workshop output, participants enumerate key strategies in decentralizing permitting and inspection functions. Workshop B: Enforcement Response (Tabanan Room) Resource Persons: Mr. Guillermo Orgil, Head, Pollution Control Division, Laguna Lake Development Authority (LLDA), Philippines Mr. Wang Jinqiang, Division Director, Dalian Environmental Protection Bureau, P.R. China Objectives: Share experiences and approaches to decentralizing enforcement response functions of environmental agencies and identify workable mechanisms and programs. As a workshop output, participants enumerate key strategies in decentralizing the enforcement response function. Workshop C: Incentives and Compliance Promotion (Bangli Room) Resource Persons: Mr. Arijit Banerjee, Government of West Bengal, India Ms. Do Hoang Oanh, Ho Chi Minh City DoNRE, Vietnam Objectives: Share experiences and approaches to decentralizing incentive programs and compliance promotion functions of environmental agencies and identify workable mechanisms and programs from Vietnam and West Bengal, India. As a workshop output, participants enumerate key strategies in decentralizing incentive and compliance promotion programs. Workshop format: Resource persons will present country experiences. Share preliminary findings of the AECEN Institutional Capacity Survey and obtain Member feedback on the methodology, outcomes and key indicators, and identify future directions of more comprehensive future studies. Identify key strategies and mechanisms to strengthen institutional capacity on compliance and enforcement in Asia. Workshop B: Assessing Natural Resource Damage ges s in Asia (Bangli Room) Hon. Identify strategies and tools to develop agency capacity to conduct natural resources damages assessment. Identify key legal constraints, challenges for selected countries to address climate change, and recommendations to strengthen enforcement of national environmental law and policy to respond to climate change. Share planned key activities for 2009, including regional activities and/or trainings. The Asian Development Bank will highlight the need for continued strengthening of country systems, and the important role of AECEN and development partners in this regard.
