The use of drones as a tool in the surveying and mapping profession could potentially change and improve the way much of our work is done. Bill Hurdle Jensen Design & Survey, Inc. 3:30 pm - 5:00 pm BREAKOUT (Legal & Boundary): PART 1 Boundary Line Agreements vs. Boundary Line Adjustments The Doctrine of Agreed Boundaries is one of the oldest legal processes for resolving and avoiding boundary disputes. The doctrine originates in England and was advanced in the United States when the country was settled. It was intended as a simple way to resolve uncertain boundary lines. Unfortunately, over the years, government municipalities have tried to assert control over agreements, actions that are contrary to the intent of this means of relief. Moreover, far too many public agencies are unfamiliar with the laws relating to agreed boundaries, something entirely different from a Boundary Line Adjustment. And too, many private Land Surveyors are unfamiliar with the differences. Mr. Pallamary will discuss these two important elements of boundary dispute resolution. Mr. Pallamary oversaw CLSA s role as Amicus curiae in the precedent setting case of San Dieguito Partnership v. City of San Diego (1992) 7 Cal.App.4th 748, 9 Cal.Rptr.2d 440. PART 2 Surveying After a Wildfire Mr. Pallamary served as a member of a blue-ribbon committee in the County of San Diego following devastating wild fires many years ago. The volunteer committee worked with the County Surveyor and together, they developed a sound approach to preserving and protecting land survey monuments while identifying a number of problems that arose following the fires. This approach benefited the public and involved the San Diego Chapter of CLSA in a beneficial manner. Following the recent fires across the state, there has been considerable confusion as to the best steps to take and, as with any emergency, there were no plans in place to deal with these problems, many of which were unprecedented. Those affected by the fires are encouraged to attend this session and participate, with a hope of developing a recommended plan of action for adoption by CLSA. NATRF2022, the replacement for NAD83, attempts to reconcile crustal motion of the North American tectonic plate by resolving to the global ITRF system then rotating the coordinate axis to absorb the dominant motion east of the Rocky Mountains. For Geodetic surveying west of the Rocky Mountains, NATRF will be not much different from NAD83. Post 2022, surveyors will either need to rely strictly on local geodetic control, or be prepared to apply not one, but two transformation functions. First, reliable global coordinates from modern positioning technology will need to apply the current flavor of 14-parameter transformations absorbing Euler pole rotations, then apply an as-yet-undefined intra-plate velocity model. Existing scientific expertise and resources in California, and the intra-plate region, are world class. And our user community is the most experienced with surveying in a dynamic environment. This presentation describes the proposal going forward for the National Spatial Reference System, and the possibility to align California geodesy to the same reference system that enables our space-based Global Navigation Satellite Systems. These can range from diseases such as Lyme disease to poisonous plants, and from confined space issues to construction-related hazards such as working in, on or around excavations and scaffolding. In this program, we will explore a number of the primary safety hazards that field crews encounter and how to recognize them by maintaining a constant awareness of one s surroundings. We will also review some of the primary safety-related metrics that clients may look at as part of their process of selecting a surveyor, and steps companies and employees can take to help control them. Jim McCavitt Bureau of Land Management 12:00 pm - 1:30 pm Awards Luncheon 1:30 pm - 3:00 pm BREAKOUT (Technical): Golden State (2 nd floor) Surveying/Geomatics and GIS Response for the California Oroville Dam Spillway Emergency Emergency response has become more challenging due to Public Works Infrastructure at or exceeding design lifespan, complications of climate change, and historic lack of investment in upgrades and maintenance. As an example of how California Department of Water Resources is adapting to such challenges, this presentation shows how surveying/geomatics and GIS services were utilized in the response to the Oroville Dam Spillway emergency in It includes introductory overview information about the Standardized Emergency Management System (SEMS) National Incident Management (NIMS) and Incident Command Structure (ICS) and State of California contracting procurement practices. The main portion of the presentation is about surveying, mapping and GIS efforts utilized in the response effort. Technologies include LiDAR and photogrammetry, UAV disaster and construction monitoring, UAV Photogrammetry, Terrestrial LiDAR, Bathymetry, GIS for emergency response and for preservation of project data. Daniel Mardock California Department of Water Resources 1:30 pm - 3:00 pm BREAKOUT (Legal & Boundary): Becoming a Certified UAS (Drone) Pilot This presentation is detailed review of the steps needed to qualify for an FAA Remote Pilot Certificate (sometimes referred to a drone pilot s license). In the FAA regulations authorizing the use of Unmanned Aerial Systems (UAS) for commercial (non-recreational) use, provision is made for the certification of UAS operators. This certification includes studying for and passing a Knowledge Test for remote pilots, filing an application for the remote pilot certificate and getting security clearance through the TSA. The objective of this course is to help potential remote pilots negotiate through the many documents, regulations and study materials provided by the FAA. After some rearranging of agencies in the early 1900s, the licensing authority for surveyors was split off to the predecessor agency of today s BPELSG, but nearly all other duties and authority of the Surveyor General s Office eventually settled with the California State Lands Commission, formed in In this presentation, the audience learns what the State Lands Commission is, what it does, more specifically, what it s Boundary Unit does, and how the Commission, its records, and its surveyors can be a useful resource for practicing surveyors. Over the next few years the technology and related deliverables will become as common as the chain, transit, theodolite, rag tape, total station and GPS. However, how it is applied today on projects is extremely exciting as each and every project can be so different it makes your laser (head) spin. We will take a discovery tour of 30 different projects, 3 slides per project is the max, discovering how this technology is used on ranging projects from a 115 dam raise, to a hospital s operating rooms, to Beverly Hills Santa Monica Boulevard, to a mining town in Arizona, to the World s shortest railway, and to the runway of this past winters Victoria Secrets show in Bejing, China. Those and many others leverage the capture technology and more importantly the deliverables that are produced from it. Brian Laird Rick Engineering Co. 3:30 pm - 5:00 pm BREAKOUT (Legal & Boundary): PART 1 Liability Associated With Mapping Reversion Lines One of the greatest liabilities for many Land Surveyors involves the plotting of reversionary rights. It is a very confusing topic and in most instances, is a risky proposition. In far too many instances, many municipalities require that Land Surveyors plot the perceived location of these lines without proper research or an understanding of the applicable laws. Despite common perceptions, reversionary rights do not always extend to the centerline of the street. Mr. Pallamary will present litigated matters and boundary disputes involving the plotting of reversionary lines. Mr. Pallamary has compiled a compendium of the one hundred most important street reversion lawsuits that affect California law and the land surveying profession in connection with a future publication. PART 2 How to Beat a Speeding Ticket With Land Surveying There are many similarities in how the police and California laws apply to traffic tickets and the similar laws related to boundary surveying. Traffic tickets are generally governed by radar, speed, length, and other forms of measurement the same tools Land Surveyors use. Indeed, the laws related to the interpretation and application of the vehicle code have been interpreted by the California courts and are reflected in a number of published cases just as boundary laws are established. Far too many people are unfamiliar with the proper way to deal with traffic tickets and fines. If they apply the rules of measurement and law, speeding tickets can be defeated by applying the proper laws and tools. But there aren t any! This presentation will explore the severe lack of leadership we seem to experience so often in today s society. There is obviously a relentless deficiency of statesmanship in our politics, and unfortunately we frequently find the same in our business leaders. We sometimes appear to be on a rudderless path when it comes to leadership. Why is this and what will it take to right the direction that we feel ourselves headed in? And how does all of this play in the typical for-profit business? A number of exceedingly successful and high-performing companies such as Starbucks and Southwest Airlines practice a particular model of leadership that may be one answer to the dilemma. Southwest founder Herb Kelleher stated years ago, Your employees come first. If your employees are satisfied and happy and dedicated and inspired by what they are doing, then they make your customers happy and they come back. Profit is a by-product. This program will explore what this means as we look at the symptoms, causes and cures for this societal dilemma.
