3 Dear Colleagues, 3 rd International School and Conference Saint Petersburg OPEN 2016 on Optoelectronics, Photonics, Engineering and Nanostructures was held on March 28 30, 2016 at St. Petersburg Academic University of the Russian Academy of Sciences. The School and Conference included a series of invited talks given by leading professors with the aim of introducing young scientists to the actual problems and major advances in modern physics and technology. The keynote speakers were Mircea Guina (Tampere University of Technology, Finland) Evgeny I. Terukov (Ioffe Institute RAS, Russia) Victor M. Ustinov (Ioffe Institute RAS, Russia) Peter G. Kazansky (University of Southampton, UK) Alexander O. Golubok (ITMO University, Russia) Georgy E. Cirlin (St Petersburg Academic University RAS, Russia) Levon V. Asryan (Virginia Polytechnic Institute and State University, USA) Andrey A. Lipovskii (Peter the Great St.Petersburg Polytechnic University, Russia) During the poster session all undergraduate and graduate students attending the conference presented their works. A large number of participants with more than 280 student attendees from all over the world allowed the Conference to provide a fertile ground for the fruitful discussions between the young scientists as well as to become a perfect platform for the valuable discussions between student authors and highly experienced scientists. The best student papers, which were selected by the Program Committee and by the invited speakers based on the theses and their poster presentation, were awarded with diplomas of the conference see the photos. This year Saint Petersburg OPEN 2016 is organized by St. Petersburg Academic University in cooperation with Peter the Great St. Petersburg Polytechnic University. The School and Conference is supported by the Russian Foundation for Basic Research (Project ), Russian Science Foundation, SPIE (The International Society for Optics and Photonics) and OSA (The Optical Society). It is a continuation of the annual schools and seminars for youth on topical problems of physics and technology that is organized by the Academic University since We invite all students and young scientists to attend Saint Petersburg OPEN in 2017!
