4 Open Data First Steps in Russia 2013 Governmental working group Open Data Council established Russia joined G8 Open Data Charter First 500+ open data sets published by the Russian governmental bodies 2014 Concept of the openness & the road map Open Data of the Russian Federation adopted on the federal level Open data federal portal of the Russian Federation launched: http//:data.gov.ru

5 Open Data First Steps in Official Statistics 2013 Rosstat adopted it s Initial Stage Action Plan on Implementation of Open Data Framework Within Rosstat the working group on open data established First 100+ pilot official statistics open data sets published 2014 Major official statistics open data sets published by Rosstat: Business Register (0ver 4.5 mln legal entities) Annual financial statements (over 1.7 mln companies, 250 indicators each) Census of population 2010 (up to sub-federal level) published in open data format Major geographical (administrative-territorial) classifications (OKTMO & OKATO) Rosstat was the first federal authority that contributed to the work of private business portal team: Open Country Portal

7 Open Data Further Steps in Official Statistics 2015 Rethinking of methodological & organizational issues New open data organizational and technological solutions All official statistics produced by Rosstat (up to sub-federal level) published in open data format

8 Open Data - Major Challenges Coordination: lack of publication in open data format of official statistics produced by 62 federal agencies lack of administrative data & metadata published in open data format Methodology: permanent changes in technological & methodological requirements no common methodology in the field of metadata & administrative data no forward looking methodology on further transition to linked open data format Human resources: no in-house IT team for developing open data platform & applications (outsourcing) no motivation for open data initiatives among statisticians (just additional headache) Financial resources: within the limits of existing budgets which are permanently cut

9 Major Solutions Single platform for publication of official statistics in open data format : Mutual development of already existing Unified Interdepartmental Statistical Information System (UISIS) and its linkage to the federal open data portal Rosstat coordinator & Ministry of Telecommunications operator of UISIS On April 2015 UISIS contained 4903 official statistical indicators published by 63 federal agency, including Rosstat 2382 indicators Establish cooperation with business and academicians in developing open data methodology, platforms and applications Establish international cooperation in developing open data standards & compliance system
