All activities enrich the educational experiences of high school students and serve as an important extension of day to day classroom instruction. The SDHSAA is committed to the ideals that will provide equitable participation opportunities and positive recognition to students, while working cooperatively with all schools to enhance the achievement of desired educational goals. Congratulations for being at this state event! The SDHSAA encourages all participants and spectators to partake in this event with great enthusiasm along with a proper attitude promoting good sportsmanship. Best of luck to all. 5 LEWIS BAND GUEST CONDUCTOR Dr. Myron Welch Myron Welch retired as Professor of Music and Director of Bands at The University of Iowa in During his twenty eight year tenure at Iowa he conducted the Symphony Band and Chamber Wind Ensemble, coordinated the graduate program in band conducting, and taught courses in instrumental methods, conducting and band literature. In 2001, Dr. Welch was named a Collegiate Fellow in the UI College of Liberal Arts and Sciences for his years of outstanding teaching, service and dedication to the college. Prior to coming to Iowa, Dr. Welch was Director of Bands and Coordinator of Music Education at Wright State University, Dayton, Ohio. He was also band and orchestra director at Okemos High School, Okemos, Michigan, where he developed superior ensembles in both mediums. A native of Michigan, he received the Bachelor of Music and Master of Music degrees from Michigan State University, with majors in clarinet and bassoon. He earned the Doctorate in Music Education from the University of Illinois where he was selected as the first candidate for the Band Conductor Internship program and studied conducting with Dr. Harry Begian. Ensembles under his direction have performed at state and national conventions for the Michigan School Band and Orchestra Association, Ohio Music Education Association, Iowa Music Educators Association, Music Educators National Conference, Iowa Bandmasters Association, College Band Directors National Association, and the American Bandmasters Association. The University of Iowa Symphony Band presented a concert in Carnegie Hall in March of Dr. Welch was a reviewer of new music for The Instrumentalist and is a frequent guest conductor, adjudicator and clinician. He has appeared with the Goldman Band of New York City, numerous allstate bands and honor bands, and served on the conducting faculties of Interlocheon Center for the Arts, Blue Lake Fine Arts Camp and music camps throughout the country. Dr. Welch is Past-President of the American Bandmasters Association, Past- President of the Iowa Bandmasters Association, Past-President and Treasurer of the Big Ten Band Directors Association, and holds membership in the College Band Directors National Association (Past-President, North Central Division), National Band Association (College/University Representative), Phi Mu Alpha Sinfonia (Past- Faculty Advisor), and Music Educators National Conference.

7 CLARK BAND GUEST CONDUCTOR Dr. Elva Kaye Lance Elva Kaye Lance is Director of Bands at Mississippi State University. Her current responsibilities include conducting the Wind Ensemble, providing leadership for the Famous Maroon Band, and administering all aspects of the band program. Ms. Lance also teaches methods classes within the Department of Music, serves as a collaborative pianist, and assist with student teacher supervision. A veteran music educator of thirty-eight years, she previously taught instrumental music in the public schools of Mississippi. Now beginning her twenty-fifth year at Mississippi State, Ms. Lance has guided the band program through the recent completion of a multi -million dollar rehearsal facility, expansion of the band staff, and a student enrollment that now includes four concert bands, jazz band, two basketball pep bands, and a marching band that consistently enrolls more than 330 students. Under her leadership, the Wind Ensemble has performed for international concert audiences during a 2008 tour of the British Isles, a 2011 tour in Austria and Germany, and a 2014 tour in Italy. Ms. Lance maintains an active schedule as a clinician and adjudicator for both concert and marching band events throughout the country. In 2011, she received the Edythe M. McArthur Outstanding Woman Band Director Award for the state of Mississippi, and in December was named 2015 Outstanding Bandmaster for Mississippi. She has served as the state chair for the College Band Director s National Association and presently is the state chair for the National Band Association. She serves on the Diversity Committee and has served as a member of the Athletic Band Committee for the College Band Director s National Association. She is President-Elect of the International Bandmaster s Fraternity Phi Beta Mu. Additional professional memberships include the Mississippi Bandmasters Association, Kappa Kappa Psi, Sigma Alpha Iota, and the National Association for Music Education.

11 2017 South Dakota Bandmasters Hall of Fame Inductee Arlen Hofer The South Dakota Bandmasters Association honors Arlen Hofer Arlen Hofer is a native of Bridgewater, South Dakota, where he received his high school diploma in Educated at Dakota State College in Madison, he received his Bachelor of Science degree in 1974 and his Master of Music Education degree from the University of Northern Colorado in In 1988, Northwestern University in Evanston, Illinois named him as one of four instrumental directors in the United States chosen to be a music fellow to study conducting with John Paynter, Director of Bands at Northwestern. Mr. Hofer served as band chairman of the South Dakota Music Educators Association (SDMEA) from and as president of the South Dakota Bandmasters Association (SDBA) from In 2007, Mr. Hofer was recognized by School Band and Orchestra (SBO) magazine as one of 50 Directors Who Make A Difference in the United States. Past awards include both the Phi Beta Mu Fraternity s Distinguished Service Award in 2009 and the Outstanding Bandmaster Award in Mr. Hofer s teaching experience includes seven years ( ) at Salem Public Schools; one year ( ) at Washoe County Schools, Reno, Nevada; ten years ( ) at Hot Springs Public Schools; and twenty-two years ( ) with the Canton Public Schools. Over his 40-year career, Mr. Hofer dedicated himself to the advancement of students through the gift of music. His students amassed numerous accomplishments at contests and competitions. During Mr. Hofer s 22-year tenure in Canton, a total of 261 students qualified for the South Dakota All-State Band and All-State Orchestra.

13 BRIEF HISTORY OF SOUTH DAKOTA ALL-STATE BAND The first South Dakota All-State Band was held in 1951 in Sioux Falls at Washington High School with Frank Simon as the guest conductor. The All-State Band project was organized by the South Dakota Bandmasters Association (SDBA). No judges were used in selecting the members of that first All-State Band. Chair placements for each section of the Band were determined by brief auditions that were held during the first hour of the day. The auditions were listened to by the band directors. Following the auditions the band was seated and the rehearsal began at 9:30 a.m. The same format was used for the All-State Band in In 1952 the SDBA decided to hire two judges to audition students across the state. In 1961 the SDBA increased the number of All-State judges to four. Beginning in 1962 the All-State Band began a new phase in its history when the Band became a joint project of the SDBA and the South Dakota High School Interscholastic Activities Association (SDHSIAA). The two organizations oversaw the All-State Band and both have been involved with the process until In the SDHSIAA changed its name to the South Dakota High School Activities Association (SDHSAA). Starting in 1962 the general supervision and control of the All-State Band has been in the hands of the SDHSAA while a major part of the planning and operation of the Band being in the hands of the Bandmasters Association. Starting in 2013 the complete sponsorship of the All-State Band is operated by the SDHSAA. Prior to 1974 the All-State Band would first meet on Friday morning, sight read the music to be performed, and then begin rehearsals for the Saturday concert. In 1973 a decision was made to give the concert music to the All-State students at the February Music In-Service. Also, a Thursday evening rehearsal was added to the schedule. These changes have allowed the All-State Band to perform some of the most difficult and best music available for bands. Since that time the quality of the South Dakota All-State band has compared with any in the nation. Today s process for selecting the students consists of students auditioning for the same judges throughout the state within a three week period. Students are asked to prepare a solo, major scales, minor scales, and a chromatic scale. They are also auditioned on sight-reading music which is composed by the judges and the students take a test on music terminology. A composite score is compiled for each student and the students with the lowest scores in each section comprise the All State Band. This audition system has remained largely intact since Beginning with the 2006 All-State Concert a major change in the All State Band took place when the traditional one large All-State Band was divided into two smaller, but equally talented bands. The two band format is an attempt to adapt to the band music which is now being composed for smaller symphonic bands.
